A FRAMEWORK FOR PEACE Building Regional Security in South Asia: Afghanistan Post - 2014 Khalid Aziz 3 NECESSARY GOALS FOR ACHIEVING PEACE IN AFGHANISTAN 1 2 Functioning of a stable, democratic & civilian empowered Govt in Pakistan 3 There is improved regional security after withdrawal of US from Afghanistan Strengthening business, economic, security & diplomatic links between Pakistan, India and Afg 1 Functioning of a stable, democratic & civilian empowered Pakistan - 1 1. Policy is made according to Art 40 of Principles of Policy in the Constitution. 2. Pakistan adopts policies to enhance international security and ends support to proxy organizations 3. Forces Taliban to work with Afg Govt – breaks links with them to establish new ways of working 4. Good governance and rule of law is followed as principles of state policy 1 5. An effective Counter Terrorism Policy is legislated and implemented 6. FATA is reformed with greater control of the State 7. Border control management is enhanced 8. Prompt action is started against transnational criminal syndicates 9. There is a Joint Pak-Afghan consultative group meeting regularly to review the situation. 2 IMPROVING REGIONAL SECURITY COOPERATION 1. Afg, China, Iran, India, Pak, Russia, CAS under UN auspices reach an agreement for creation of a stabilization force for ensuring security in major towns of Afghanistan 2. There is convergence b/ween Afg, India, Pak, US, Iran, China & Russian external policies 3. A regional security structure exists where security and development is reviewed and regional agreements reached 4. While the Afg negotiate with the Taliban, the other ethnicities may be encouraged to also interact in peace building that ensures the solidarity of the Afg people 2 IMPROVING REGIONAL SECURITY COOPERATION 5. Joint business ventures in minerals, oil, gas and other fields are initiated to generate growth in Afg and that will provide regional players opportunity for joint cooperation in investments 6. The proposed pipeline projects passing through Afg should be implemented 7. President Karzai not to extend his quest for another term. 8. A post peace accord election & constitutional changes 3 Strengthening business, economic, security & diplomatic links between Pakistan, India and Afg. 1. Distrust between Pakistan & India begins to be removed by resolving the Kashmir, Siachin, Rann of Katch issues 2. New threats to peace including disputes on fresh waters between India & Pakistan are resolved 3. Economic, educational/civil society linkages are enhanced & visa regimes softened 3 Strengthening links (2) 4. Joint business corporations are created and are in operation in Afghanistan, India & Pakistan 5. SAARC is strengthened and close linkages exist in sports, cultural & civil society exchanges PEACE IN THE REGION These recommendations are likely to lead to PEACE
