Presentation on Progress of State Innovation Council of Odisha Date: 19.03.2014 Time: 10.49 AM P & C Department Bhubaneswar, Odisha 1 State Innovation Council constituted on 25th January, 2014 Objectives To drive innovation agenda in the State of Odisha and harness core competencies, local talent, resources and capabilities to create new opportunities. Creating innovative funding strategies to provide incentives for scientific and technological talent for undertaking R&D activities on Innovative projects. Establishing needs-based partnerships, where State, national level and private sectors can collaborate on research and development including the commercialization of research results to address similar development challenges especially those related to areas of health, agriculture, conservation, sustainable use of natural resources and environmental management, energy, forestry and the impact of climate change. Developing a culture of innovation and entrepreneurship for application of science & technology. Organizing Seminar, Lectures on Innovation. Promoting State Innovation Portal for education and dissemination of information. 2 Initiatives taken for innovation in the State 3 Key Initiatives New Scheme on Innovation Creating Innovation Ecosystem Strategy and Policy on Innovation in Government Training Programme on Innovation in Government State Innovation Centre Innovation and Technology Roadmap: 2035 4 New Scheme on Innovation Objectives • To develop Innovation eco-system in the State • To prepare Technological innovation Road map for promoting technological intervention in various sectors like Agriculture, Fisheries & Animal Husbandry, Health, Education, Industry and Science & Technology etc. • To establish Technology Innovation Centre. • To develop policy on innovation in Government. • To encourage young talent & local universities, colleges, medium & small scale industries and R & D Institutes and map opportunities for innovation in the state, through sensitization programme. • To organize seminars, lectures, workshops, etc. on innovation. 5 Creating Innovation Ecosystem • Award for Innovative Ideas • Award for successful Innovative Proven Concept / Projects • Financial Assistance for Innovative R & D Projects • Financial Assistance for implementation for Innovative Projects 6 I. A. Awards for Innovative ideas The objective of Awards for innovative ideas is to promote the culture of finding new ideas for solving various socio-economic problems, or facilitating linkage of technology with product development for setting up of new enterprises. Who can apply? Students (Four categories as):Class VIII to X, Class XI to XII, UG students, PG / M.Phil / Ph.D level, Entrepreneurs. B.Awards for Successful Innovative (proven concept) The objective of Awards for successful innovative projects / Prototypes, developed by applicant, is to recognise Innovative proven concept / Prototype which have been tested successfully and have potential for replication. Who can apply? Students (Four categories as): Class VIII to X, Class XI to XII, UG 7 students, PG / M.Phil / Ph.D level, Entrepreneurs. C. Financial Assistance for Innovative R&D projects. The Universities, Colleges and Research Institutes are the centers of research. Hence the University and College teachers and scientists of State / Central funded Research Institutes as well as Govt. organization will be supported to meet their requirements of research in identified areas of Innovation. D. Implementation of Innovative Projects In order to promote innovation, & finding innovative solutions for local problems in the areas of Agriculture, Engineering and design, Biotechnology, Health, Sanitation, Rural and Urban Development, etc. the implementation of innovative projects will be promoted. 8 Strategy and Government Policy on Innovation in • It is being undertaken in consultation with institutes of national repute. Training Programme on Innovation in Government - It is being undertaken for senior government officials covering issues like: - How to nurture Creativity - Strategy that can be introduced for promoting innovation in Govt. - How to start new Innovative Project Key Initiatives - Lecture series on Innovation is being started Project on Smart City has been undertaken ISO in the department has been introduced Performance Management System introduced Departments Competency Mapping for Capacity Building in the all 9 Innovation Technology Roadmap for Odisha: 2035 Innovation Technology Roadmap for Odisha: 2035, with the following objectives. • Plan for setting up a conducive innovation eco system • Plan for setting up fabrication labs, research labs, Science Parks, Advance Learning centers, Incubation center and VC funding scheme. • Technology options for intervention in identified areas for development • Documentation of national and international best practice for promotion of Innovations. • Key innovative areas in each sector (Environment Management, Water Purification, Flyash Treatment, Smart City, MSW, etc ) 10 Thank You 11
