Duration of OJT/SE
 Limited to the period of time to become proficient in
the training occupation.
 6 month maximum time.
 Full-time required: 40 hours per week, no less than 32
hours. Recommendation for minimum of 35 hours per
week.

OJT/SE Training Payments
 OJT/SE payments are provided to compensate for
extraordinary OJT/SE payments are for regular wages
only (up to 40 hours per week, 8 hours per day).
 No overtime, shift differential, premium pay, illness,
holiday, commission pay, plant downtime or any
period where training is not provided.
 Training reimbursement cannot exceed the state
wage cap of $23.82.

Tiered Employer reimbursement rates:
Employer Size. WIA/NEG OJT/SE- Dislocated Worker
Reimbursement/Cap Rate:
 The negotiated reimbursement percentage may be
between 50% and 90% of the participant’s hourly
wage based on the number of employees.
 Employer size is based on the employment at the
company’s local operation where the OJT/SE
placement will be made.

Benchmark Payments to Vendors: Vendors are paid per
trainee based on the following performance-based outcomes:
Placement Benchmark: payment for employment of
CalWORKs recipient, provided that the following criteria are
met:
A. The Qualified Vendor has submitted to SETA and received
approval of a signed OJT/SE contract with an employer that
meets the OJT/SE worksite criteria.
B. The CalWORKs recipient is enrolled in the SETA SacWorks
system.
C. The employer has hired a CalWORKs recipient approved by
DHA.
D. The CalWORKs recipient has completed 2 weeks of
subsidized employment.

Training Completion Benchmark: payment for the wage subsidy paid
to the CalWORKs recipient, not to exceed $3,000, or 100% of the
CalWORKs recipient’s gross wages reimbursed during the training period,
whichever is less, provided that the following criteria are met:

Retention Benchmark: Earned when the customer is
employed on the 90th day after the end of the training period
and is working at least 32 hours per week at the agreed upon
wage rate, provided that appropriate documentation of
employment (check stubs or wage records) is received by
SETA.
Vendor Payment: The Vendor On-the-Job Training
Program (OJT) Fiscal Report (Attachment N-2) may used to
request benchmark payments from SETA (or a form that
contains the elements of this report). A completed Placement
Log SETA Subsidized Employment/OJT (Attachment M-3) is
to be attached and submitted with each invoice.

STOPGAP EMPLOYMENT
Stopgap employment means work an individual does only because he has
lost the customary work for which his training, experience, or work history
qualifies him. Employment would be considered “stopgap” if the salary
were substantially below the salary of the individual's primary occupation
and/or if he is working substantially under the skill level of his customary
occupation.
There may be times when stopgap employment provides a self-sufficient
wage, e.g., contract employment of employment obtained through a
temporary employment service agency.
Such employment would not change the individual’s dislocation worker
status.
Stopgap determination must be made on a case-by-case basis and consider
an individual’s personal, family, financial, and employment situation.
Individuals engaged in stopgap employment are reported as not employed.

Pattern of Failure
 Do not work with employers who have exhibited
failure to hire OJT/SE Trainees.
 Employers who have terminated two or more
trainees within a single calendar year prior to
completion, or completion of their training and
not retained for at least 6 months after
training shall be placed on Pattern of Failure
list.

 Program Operator should send employer
information for Pattern of Failure as soon as
aware of situation.
 If trainee quits, terminated for cause, or are
not within the control of employer shall not
be included. Program must clearly
document the reason the exclusion meets
this condition.
 Program must assess employers annually to
determine if they have exhibited a pattern of
failure.
 Pattern of Failure list is updated and sent out
twice a year, January and July.

Critical Occupational Clusters
Sacramento Works, Inc., the local Workforce Investment Board, has taken on the role of engaging the business community by assessing the regional labor market and identifying critical occupational
clusters in the Sacramento region, and developing a plan to train workers for the critical occupations. Sacramento Works, Inc. has identified nine “Critical Occupational Clusters” in our area. These seven
clusters represent those occupations that are most consistent with our goal of helping job seekers, through the one-stop system, to find long term, career oriented employment. The following information
provides a brief description of the “Critical Occupational Clusters”.
OJT/SE Providers must target SETA-identified Critical Industry-related occupations and/or industries with employment opportunities available in the local area as reflected in the Critical Occupational
Clusters Report. The current critical occupation information can be found at CareerGPS.com at http://www.careergps.com/cluster_occupation_forecast_data.asp (SETA Policy). To access the Critical
Occupational Cluster report, use the web address indicated above.
ADMINISTRATIVE and SUPPORT SERVICES
The Administrative and Support Services occupational cluster is comprised of a diverse group of occupations. In addition to occupations directly related to office administration,
clerical support, and finance and insurance. Also included in this broad group are occupations that provide a wide variety of support-related activities and services, including
firefighting and investigation and security related occupations.
AGRICULTURE, FOOD, and HOSPITALITY
The Agriculture, Food, and Hospitality occupational cluster is primarily comprised of occupations involved in providing food production, food service and accommodations related
activities as well as occupations providing customer service, recreation, and entertainment related activities.
CONSTRUCTION and CLEAN ENERGY TECHNOLOGY
The Construction and Clean Energy occupational cluster is primarily comprised of occupations involved in the construction and design of buildings. Also included in this group are
specialty trade contractors (e.g. Electricians, Painters, Carpet Installers, etc.), Cabinetmakers, Construction and Building Inspectors, Cost Estimators, and Welders. Many of the
occupations in this occupational cluster are also directly related to clean energy technology.
HEALTH SERVICES and LIFE SCIENCES
The Health Services and Life Sciences occupational cluster is comprised of occupations employed by hospitals, nursing and residential care facilities, physician’s offices, dental
offices, outpatient care centers, and medical/diagnostic laboratories. This group also includes biomedical and life science related businesses.
INFORMATION and COMMUNICATIONS TECHNOLOGY
The Information and Communications Technology occupational cluster is comprised of occupations involved in the design, production, and administration of communications and
computer hardware and software systems and networks. As with Administrative and Support Services related occupations, many of the occupations in this category are
employed, to some degree, across most industries.
INSTALLATION, MAINTENANCE, and REPAIR
The Installation, Maintenance, and Repair occupational cluster is primarily comprised of occupations involved in restoring machinery, equipment, and other products to working
order as well as occupations that typically provide general or routine maintenance or service on products to ensure that they work efficiently and to prevent breakdown and
unnecessary repairs.
TRANSPORTATION, PRODUCTION, and MANUFACTURING
The Transportation, Production, and Manufacturing occupational cluster is comprised of a diverse group of occupations directly related to the actual manufacturing and/or
production of goods, as well as the manufacturing of industrial machinery, recycling, and green energy manufacturing efforts. Also included in this category are occupations
related to the storage, distribution, and transportation of manufactured goods. Many of the occupations in this occupational cluster are also directly related to clean energy
technology.
