Unclassified HSPD 8 National Priorities 1. Implement NIMS and National Response Framework (NRF) 2. Enhanced Regional Collaboration 3. Implement the National Infrastructure Protection Plan (NIPP) 4. Strengthen information sharing and collaboration capabilities Unclassified HSPD 8 National Priorities 5. Strengthen interoperable communication capabilities 6. Strengthen CBRNE detection, response and decon capabilities 7. Strengthen medical surge and mass prophylaxis capabilities 8. Strengthen planning & citizen preparedness capabilities Unclassified SCTF Strategic Planning Assumptions Any regional response must build upon the elements of mutual aid used on a daily basis Where possible, all equipment purchased through SCTF will have a “dual use” capability Local response agencies will be “on their own” for the initial 24 hours before state resources and up to 96 hours before federal resources will arrive SCTF decisions are based upon “regional” needs and perspectives vs. “local” perspective Unclassified SCTF Concept of Operations Incident Occurs Local 24 Hours 48 Hours 72 Hours 96 Hours South Central Task Force Commonwealth of PA Federal Govt. Unclassified SCTF Concept of Operations Under Act 227, RTFs are required to establish specialized regional response teams that can be deployed in the event of a major incident. Deployment of these teams builds upon mutual aid concepts. Unclassified Strategic Benefit #2 Developed a regionbased mutual aid system that builds upon automatic and county mutual aid systems for initial 72-96 hours of an incident that exceeds local and county response capabilities Unclassified Strategic Benefit #3 Supported the delivery of over 1,000 “all hazard” training and 200+ exercise opportunities. Given breadth of SCTF & our affiliated agencies, students become “change agents” and have a multiplier effect beyond life of the HSGP. Approximately 100 ICS300/400 deliveries Unclassified Strategic Benefit #4 Acquired technology-based tools for regional EM/EP communities at reduced overall cost to the taxpayer and increased coordination. • WEbEOC • South Central Alert • Everbridge Aware • GIS Initiatives System • Regional MACC • WiseTrack • SCTF Website Upgrade Unclassified Strategic Benefit #5 SCTF has facilitated the development of public and private sector initiatives and partnerships that have improved protection of CI/KR, as well as ability of the private sector to plan for, respond to, and recover from various all-hazards response scenarios. Unclassified Strategic Benefit #6 SCTF has facilitated networking & collaboration within the pre-hospital and hospital communities, resulting in a higher level of regional medical preparedness. Substantial improvements in ability of the medical community to share resources and integrate emergency preparedness operations for incidents that significantly stress one or more healthcare facilities. Unclassified Strategic Benefit #7 Using a combination of various grant streams, SCTF has funded improvements to regional public safety communications infrastructure that have enhanced local, regional and state interoperability and networking. Unclassified Strategic Benefit #8 Through the HSGP process, SCTF has implemented operational efficiencies and programs that have significantly increased regional law enforcement capabilities to respond to large, complex events and incidents in a unified command scenario. Unclassified Strategic Benefit #9 SCTF has developed a region-based, integrated special operations program for the HM/CBRN and technical rescue disciplines. This effort has led to development of: • • • Standardized operational procedures Uniform training requirements Common equipment procurement & utilization Region-based HM/CBRN and TRT capabilities far exceed what each county could have accomplished individually. Unclassified Strategic Benefit #10 SCTF is not an organization per se. SCTF is a vehicle / process that: Brings together a diverse group of agencies & individuals who… Mutually collaborate on identifying and analyzing local, county & regional “Bad Day” problems, and… Develop solutions to those problems. Unclassified We Live Our Values. Regional Capability Customer Focused Collaboration Sustainability Safety Fiscal Responsibility Information Sharing Unclassified “Big Rock” Challenges… Meeting day-to-day business while trying to (fill in the blank)…. • • Marketing the regional concept Organizational dynamics, conflicts and priorities. Enabling legislation that reflects a 2011 environment • Title 35 – Emergency Management Program sustainment within the HSGP grant process Recruitment, retention & competence Unclassified “Big Rock” Challenges… Making the community at-large a stakeholder in emergency preparedness • • Public education – “self-survival” planning & skills Increased citizen involvement - Citizens Corps / CERTs / VOAD Unclassified The South Central Task Force Is YOU!!!!
