Overview
Project Goal:
•
Replace an obsolete/inefficient database for managing outdoor advertising permits.
•
Deploy modern, modular web-based database that NMDOT can expand in the future.
•
Project has two (2) components:
1. Component #1 is the Outdoor Advertising Control System (OACS) Software - Database
System.
2. Component #2 is the Outdoor Advertising Sign Inventory and Data Collection Service.
Business Problems:
•
Federal Highway Administration (FHWA) required NMDOT to update its obsolete Outdoor
Advertising database.
•
FHWA required NMDOT to conduct regular inspections/sign inventories of all Highway
Beautification Act highways.
•
Moving Ahead for Progress in the 21st Century (MAP-21) added approx. 884 additional lane miles
in N.M. that require inventories and control.
•
Updated Outdoor Advertising database required to meet both FHWA and MAP-21 requirements.
Desired Outcomes:
•
Efficient, comprehensive Outdoor Advertising database that supports the NMDOT Outdoor
Advertising Program.

Overview
Certification Request:
•
Request Approval of Initiation and Planning for this project - $200,000.00 of NMDOT Contract
Maintenance Funds.
•
Request Certification for both Component #1 and Component #2.

Business Opportunity
The Outdoor Advertising Control System (OACS)
will provide:
 Efficient, updated outdoor advertising permit/sign inventory database for NMDOT.
 Consistent process for managing Outdoor Advertising Permits and corresponding sign
structures:
• Inventory Management, Work Flow Management, Permit Inspections, Violations
• GIS Mapping, Standard and Ad-hoc Reporting
• Generation of Charge documents related to annual permit renewal billing
 Flexible architecture, allowing for continuing improvements and enhancements.
 Capacity for integration of mobile technology (smartphones/tablets) usage in field.
 Ability to ensure compliance with FHWA requirements imposed on NMDOT through
the NMDOT Outdoor Advertising Program.
 Ability to ensure compliance with MAP-21 requirements for outdoor advertising
control.

Risks of Keeping the Status Quo
 NMDOT required to enforce:
•
N.M. Highway Beautification Act (NMSA 1978, §§ 67-12-1 to 67-12-15)
•
NMDOT Outdoor Advertising Requirements (NMAC 18.21.5)
 Per 1971 State-Federal Agreement, NMDOT required to control outdoor advertising along
Highway Beautification Act controlled highways in N.M.
 FHWA advertising control oversight over NMDOT could result in a substantial penalty.
 Penalty for failing to provide effective control of outdoor advertising, or for noncompliance,
is a 10% reduction in Federal-aid highway apportionment - $35 million in N.M.
 NMDOT currently utilizes an obsolete outdoor advertising database in Excel format:

Impacts NMDOT ability to provide effective control of outdoor advertising
 Delasoft, Inc. - Outdoor Advertising Control System (OACS) project will
•
Assist NMDOT to meet Federal and State outdoor advertising control requirements
•
Assist NMDOT to meet MAP-21 outdoor advertising requirements
•
Assist NMDOT to provide and maintain effective control of outdoor advertising.

Based on successful deployment in Delaware Department of Transportation (DelDOT)

Based on FHWA support of NMDOT moving forward with this product
•
Based on NMDOT review of other vendors/products: Smart Data Strategies, Flairdocs,
Mississippi Transportation Commission (MTC) ODA Web Software
