NM DEPARTMENT OF TRANSPORTATION (NMDOT) Outdoor Advertising Control System (OACS) Executive Sponsor: Ernest Archuleta-Operations Support Division Director Business Owners: Rick M. Padilla, NMDOT State Maintenance Bureau and the NMDOT Outdoor Advertising Program Project Certification for Initiation and Planning November 25, 2014 Overview Project Goal: • Replace an obsolete/inefficient database for managing outdoor advertising permits. • Deploy modern, modular web-based database that NMDOT can expand in the future. • Project has two (2) components: 1. Component #1 is the Outdoor Advertising Control System (OACS) Software - Database System. 2. Component #2 is the Outdoor Advertising Sign Inventory and Data Collection Service. Business Problems: • Federal Highway Administration (FHWA) required NMDOT to update its obsolete Outdoor Advertising database. • FHWA required NMDOT to conduct regular inspections/sign inventories of all Highway Beautification Act highways. • Moving Ahead for Progress in the 21st Century (MAP-21) added approx. 884 additional lane miles in N.M. that require inventories and control. • Updated Outdoor Advertising database required to meet both FHWA and MAP-21 requirements. Desired Outcomes: • Efficient, comprehensive Outdoor Advertising database that supports the NMDOT Outdoor Advertising Program. 2 Overview Certification Request: • Request Approval of Initiation and Planning for this project - $200,000.00 of NMDOT Contract Maintenance Funds. • Request Certification for both Component #1 and Component #2. 3 Business Opportunity The Outdoor Advertising Control System (OACS) will provide: Efficient, updated outdoor advertising permit/sign inventory database for NMDOT. Consistent process for managing Outdoor Advertising Permits and corresponding sign structures: • Inventory Management, Work Flow Management, Permit Inspections, Violations • GIS Mapping, Standard and Ad-hoc Reporting • Generation of Charge documents related to annual permit renewal billing Flexible architecture, allowing for continuing improvements and enhancements. Capacity for integration of mobile technology (smartphones/tablets) usage in field. Ability to ensure compliance with FHWA requirements imposed on NMDOT through the NMDOT Outdoor Advertising Program. Ability to ensure compliance with MAP-21 requirements for outdoor advertising control. 4 Risks of Keeping the Status Quo NMDOT required to enforce: • N.M. Highway Beautification Act (NMSA 1978, §§ 67-12-1 to 67-12-15) • NMDOT Outdoor Advertising Requirements (NMAC 18.21.5) Per 1971 State-Federal Agreement, NMDOT required to control outdoor advertising along Highway Beautification Act controlled highways in N.M. FHWA advertising control oversight over NMDOT could result in a substantial penalty. Penalty for failing to provide effective control of outdoor advertising, or for noncompliance, is a 10% reduction in Federal-aid highway apportionment - $35 million in N.M. NMDOT currently utilizes an obsolete outdoor advertising database in Excel format: • Impacts NMDOT ability to provide effective control of outdoor advertising Delasoft, Inc. - Outdoor Advertising Control System (OACS) project will • Assist NMDOT to meet Federal and State outdoor advertising control requirements • Assist NMDOT to meet MAP-21 outdoor advertising requirements • Assist NMDOT to provide and maintain effective control of outdoor advertising. 5 Risks of Keeping the Status Quo NMDOT selection of Delasoft, Inc. product: • Based on Outdoor Advertising specific nature of product • Based on vendor demonstration • Based on successful deployment in Delaware Department of Transportation (DelDOT) • DelDOT provided favorable review of product and product maintenance/support • Based on FHWA support of NMDOT moving forward with this product • Based on NMDOT review of other vendors/products: Smart Data Strategies, Flairdocs, Mississippi Transportation Commission (MTC) ODA Web Software 6 Major Deliverables by Project Phase Project Phase Due Date Deliverable Initiation 6-8 weeks Software License Agreement (Including project management & planning deliverables, configuration/customization & initial testing) Initiation 6-8 weeks Project Management Plan (PMP) Initiation 6-8 weeks Project Schedule Initiation 6-8 weeks Software System Install (Test) Planning 6-8 weeks Joint Application Design Session (JAD) Planning 6-8 weeks System Requirement Specification Document (SRS) Planning 6-8 weeks Technical Architecture Document (TAD) Implementation 6-8 weeks Software Configuration / Customization Implementation 6-8 weeks Initial Test Plan Initial UAT per Configuration/Customization Implementation 52 weeks Inventory Data Submission collected and imported into Test & QA Implementation 2 weeks Final Test Plan - Final UAT Implementation 1 week Final Training Plan - Final Training Implementation 2 days Deployment Plan - Production Cutover Closeout Closeout Plan 7 Total Cost of Ownership Description Consulting Services Software & Consulting Services IV&V Maintenance TOTAL Delasoft, Inc. - Outdoor Advertising Sign Inventory and Data Collection Service Delasoft, Inc.
