1
Background
3
BACKGROUND: Deinstitutionalization of
Persons with Mental Illness in 1980’s
• Created an awareness of “homelessness”
and an created a political atmosphere to do
something
• Created funding streams in Federal, State
and Local Governments to deal with
homelessness

Professionalization of Service Delivery
Shows Complexity of the Problem
5
Federal Strategic Plan
Four goals as established in Opening Doors: Federal Strategic
Plan to Prevent and End Homelessness:
1) Finish the job of ending chronic homelessness by 2015.
2) Prevent and end homelessness among Veterans by
2015.
3) Prevent and end homelessness among families, youth,
and children by 2020.
4) Set a path to ending all types of homelessness.
4
Bottom line?
Increasing pressure on local homeless service
systems combined with constricting resources
requires us to retool programs to achieve
greater efficiency and effectiveness.

Important Reminders for
Timely Renewals
Milwaukee CPD Renewal Process
• Applicant Profile:
Provides HUD with the basic information that all Federal
grantees need to have and specific forms applicable to
HUD programs (SF-LLL Disclosure of Lobbying Activities, HUD Form
2880 Applicant Disclosure Form, and HUD Form 50070 Drug-Free
Workplace).
34
Milwaukee CPD Renewal Process
• Project Application:
The project application has eight (8) sections with
questions regarding contact information, program
details, sub-populations, housing types, HMIS, Outreach
and the budget. This is the most important part of the
Milwaukee CPD Review and is the best source of
information to understand what the project is designed
to do.
