Code of Practice – the Local Offer
Local Authorities must publish, in one place, information
about provision they expect to be available for children
and young people from 0-25 who have SEN.
Key purposes:
•To provide clear, comprehensive and accessible
information about the support and opportunities that are
available; and
•To make provision more responsive to local needs and
aspirations by directly involving children and young
people with SEN, parents and carers and service
providers in its development and review.
Draft Code of Practice – LocalOffer
Slide 3
Code of Practice – the Local Offer
It is intended to help local authorities improve provision. It
should not simply be a directory of existing services.
It should be:

•Transparent and comprehensive
Draft Code of Practice
