There may be a misunderstanding that First Watch (a
neighborhood patrol) has a contractual arrangement
with WPHA.
WPHA is a voluntary association and only contracts
with entities that we can cancel in time to insure we
have existing cash to pay obligations. Such as city
watering and landscaping services.
Subscribers sign a contract With FW.
WPHA is not a Party to the contract.
First Watch
Call 911
In 2006 FW had a membership drive in Windsor Park
and currently has now has 88 subscribers in WP.
Contracts are between subscribers are FW with one
years notice for cancel.
It was hoped that with enough subscribers in the area
would support a patrol on site full time. With current
subscribers, FW has committed minimum 4 per night in
WP.
WPHA has allowed FW to communicate at our annual
meeting to discuss their service.
First Watch
Extended Neighborhood Patrol Using off Duty Police
arranged by The Dallas Police for a patrol service using
police cars was a desirable but more expensive
current costs differences are estimated at:
45% higher than FW at 4 hours per day.
73% higher than FW at 6 hours per day.
88 subscribers @ $50 per mo is $52,800 yr.
Dues for WPHA 2014 198 donors was $21,300
All residents of WP receive any benefit form having the
cars patrol with the flashing lights in the area and the cost
is paid solely by the subscribers.
First Watch
Some subscribers are satisfied with service and some
dissatisfied and canceled.
Residents have complained about responsiveness and or
the frequency of patrol. BBB rating A+
FW patrolling hours have some times been below the agreed
four hours per night. When discussed with First Watch they
committed to resolve problem and improvements were made
and verified at that time higher than 4 hours.
There is no method to formally monitor service levels, only
observations by subscribers noticing no patrol cars in
neighborhood.
First Watch
Alternatives for Residents are ,of course, to continue to
subscribe to FW or cancel, based on their judgment of
cost benefit.
Additional alternatives for WPHA
- Contract with off duty police out side of the DPP to
supplement
- Contract with FW to supplement.
Incoming President of WPHA will have seed funds to
for projects or initiatives to lower crime risk.
