If you’re going to be working with the Teacher PIN distribution and/or the statements of certifications for SED (IRSInformation Reporting Services), you would need IRSP download access. This is also where the monthly UIAS reports are
placed, so if you don’t have access, then someone would need to download them for you or you would need to wait until we
have them out on the Core FTP site.

If you will be responsible to log in to the “secure” report card area (http://data.nysed.gov/) during the preview period, prior to
public release, you would need access to this application

There are 2 Levels to Level 0 Student and HR, you would need Student, then depending on who has the responsibility for
Staff in the district, someone would need access to HR (For 2013-14, if you had access to Student, you had access to

done in HR. In 2014-15, access to Staff Assignment & Staff Snapshot will be done under HR security settings.)


Please note for all due dates in red: Enrollment, demographic, assessment (including COSF), Special
Education Snapshot (EOY) and disability program service records for those students who are potential
submission records for the VR 11-16 reports must be migrated to the Level 2 Student Data Repository no
later than August 20, 2015. Data will be reviewable in the PD data system as the List of Potential
Student Records to ascertain that all students eligible to be included in these reports are on the list with
accurate information. The L2 data repository will be frozen with regard to new or changes in the
enrollment, demographic, assessment, special education snapshot and disability program service
records after this date in order to do accountability calculations after the August 20, 2015 deadline.
Universal and Other Pre-K

Prekindergarten/Universal Pre-K/Preschool

The term “prekindergarten” means students who are enrolled in a prekindergarten or universal preK (UPK) program. Students reported in any Pre-K program should be four years of age on or before
December 1 or otherwise eligible to attend kindergarten in the next school year.
 Universal Pre-K (UPK) programs are Pre-K programs funded pursuant to Section 3602-e of
Education Law. These programs are operated by the school district or by other eligible
agencies under a contractual agreement with the school district
 Students participating in UPK require a UPK Program code 902 and applicable setting
code (1309 – 1419)
 Students participating in a Non-UPK funded or “Other” Pre-K require a Pre-K Program
code 990



The term “preschool” means children referred to the CPSE for special-education eligibility

Districts will be selected to participate in the Standard Setting
For the June 2015, August 2015, and January 2016 administrations only, students receiving Geometry (Common
Core) instruction may, at local discretion, take the Regents Examination in Geometry (2005 Revised) in addition
to the Regents Examination in Geometry (Common Core). If students take the old Regents Exam in addition to
the new Regents Exam, the higher of the two scores may be used for local transcript purposes, and will be used
for institutional accountability for the 2014-16 school year results. In addition, such students may meet the
mathematics exam requirement for graduation by passing either of these exams.
Schools that plan to offer Geometry (Common Core) as a semester-long course during the 2014-15 school year
are encouraged to do so during the second semester so that students can take the Geometry (Common Core)
exam when first available in June 2015 and immediately upon completion of the course.
Districts will be selected again to participate in the Standard Setting
For the January 2015, June 2015, and August 2015 administrations only, students enrolled in Common Core

13) We have a high school class of students who are taking a course named Honors/College
Biology where the curriculum doesn't match the school’s regular Biology course. These
students will take the Living Environment Regents Examination at the end of the course. Should
the Honors/College Biology course be mapped to the state course code linked to Living
Environment Regents Examination (03051)?

Yes. If a course leads to any Regents Examination, the course code linked to the Regents
Examination must be used. There are no exceptions for coding courses that lead to State
exams. It does not matter what the local course is called.


Note: Students taking AP Courses (i.e. World and US History), that will be taking both the AP and the Regents exam
(i.e. Global History) should be mapped to the State Course code for the Regents (i.e. 04052)
17) Some courses are taught in two parts over two years (e.g., Global History): Part 1 in year one

Assignment Code Sets:

PMF (Personnel Master File) / APPR (Annual Professional Performance
Review) and

ENYP (EngageNY Data Portal)
 For ENYP, choose one assignment code from ENYP assignment code
set for each staff person. Although it is possible to have more than one
ENYP assignment, it will not be typical.
 One situation where a staff person may have multiple ENYP
assignments might be if a staff person who needs full access to
restricted data at one location but has a different role at another
location and will need only access to general data there.

Staff Tenure (HR Setup – available end of November)

Although teachers can be certified in multiple areas, teacher tenure is only
granted once by an employer (although there may be some exceptions for
teachers who leave an employer for a significant length of time and return).
Once a teacher is granted tenure, the teacher tenure record for that
employee/employer is most likely not going to be updated. If a teacher
moves from a position that is not tenure-eligible to one that is, the Tenure
Status Code would change accordingly. This leaves the Staff Tenure
record with the most current information available. This template includes
each staff member’s current tenure status as teacher and/or principal,
effective date of the tenure status, and when their probation ends.

New Program Services – Higher Education

P-Tech Early College High School — Code 4026
Level Designation: District-level service.
Description: Indicates participation in the NYS P-TECH Program which provides a six-year integrated
secondary and post-secondary level education for students resulting in a Regents High School Diploma, an
Associates-level college degree, and workplace learning in preparation for a career pathway.
Purpose: To identify students to determine program effectiveness.
Entry Date: First day of program.
Exit Date: Last day of program.
Reason for Ending Code: Not used.

Smart Scholars — Code 4037
Level Designation: District-level service.
Description: This program provides students with significant academic and social supports to develop
college readiness, and the opportunity to earn 24 to 60 college credits while in high school. The target
population is students from groups that have traditionally been underrepresented in postsecondary
education; for example, first generation college students, students from low-income families, and students
performing in the low to mid-range academically. The program includes both stand-alone schools and
programs within schools.
Purpose: To identify students to determine program effectiveness and for purposes of future school/district
accountability calculations.
Entry Date: First day of participation in the program.
Exit Date: Last day of program.
Reason for Ending Code: Not used.

Students Over 21 Years of Age

Students who turn 21 during a school year should be reported in SIRS. If
students attend summer school immediately following the school year in
which they turn 21, they should be reported in SIRS.


NYSITELL Reporting:


Records for these students should not be reported in SIRS after they complete this
school year or summer school term.

Medically Excused:

Students who are incapacitated by illness or injury during the test
administration and make-up periods and have on file documentation from
a medical practitioner that they were too incapacitated to complete the
test at the school, at home, or in a medical setting are considered
medically excused, are considered to have no valid test score, and must
be reported with a final score of 999 and a standard met code of 93.

Daily Attendance


LEAs may report multiple Daily Attendance codes on a single
day.
Both a suspension and an absence/tardy may be reported on
the same day.



Although local data systems may collect suspension and attendance
information in different places, SED’s data collection model requires both
to be reported through the Student Daily Attendance template.
The initial requirements for collecting absence, tardy, and
suspension data are based on use in the EngageNY Portal
(ENYP).
Attendance may be reported by any reporting entity that is
required to take attendance, including the home school district.

Board Of Regents Approves New Graduation Options
 New Pathways Will Better Prepare Students for College and Careers and

Currently, students are required to pass five Regents exams in high school in order to graduate – one each in English,
science, math, as well as the U.S History and the Global Studies and Geography exams. The regulations advanced
today include a “4+1” option that permits a student to take four Regents exams and a comparably rigorous technical, arts,
or other assessment for the fifth examination required for graduation. The 4+1 option would apply beginning with students
who first entered ninth grade in or after September 2011 and thereafter or who are otherwise eligible to receive a high
school diploma in June 2015 and thereafter and have passed four required Regents exams (or Department-approved
alternative assessments) in English, mathematics, science and social studies.




