The SDS and DTC should strictly enforce that the test materials are distributed a day before the examination date to far schools and early in the morning in nearby schools. 2. Assignment of Testing Staff shall be done by the SDS. a. b. c. d. e. f. g. h. Teachers coming from private schools will be assigned in public schools as room examiners; while those from public schools will be assigned in the private schools. In case the private school teachers are not enough to be assigned in public schools, public school teachers may be assigned but coming from other districts. An exemption rules out when a lone school is found in the hinterlands in which case teachers from nearby elementary school will serve as the examiners. Room Supervisors are teachers coming from another school other than those schools where room examiners will be assigned. School Testing Coordinators will stay in their respective schools The Principal or the School Head of the School will serve as the Chief Examiner. Teachers from two or more small size private high schools are examiners in a big high school. Contrastingly, the teachers from a big high school can be assigned in the said small size high schools. In merging of small size private schools, assign a Master Teacher from public schools as the Chief Examiner. 3 NCAE and NAT: Reminders before Testing Day 3. Information Dissemination 1) 2) 3) 4) 5) Inform the examinees to bring pencils (lead #2) on exam day. Inform the fourth year students taking the NAT and third year students taking the NCAE to bring snacks/lunch on exam day. Testing is more than 5 hours. Nobody is allowed to leave the testing room/center on exam day. Inform all schools that list of examinees must be alphabetically arranged in the whole school. Males first then the females. Private schools without permit to operate are excluded from Test Administration. The following are exempted from taking the NAT: Grade VII, classes of Behavioral Programs , the Hearing Impaired and Mental Retardates, the Home Study Programs, newly-enrolled foreign students, irregular students with back subjects, American Standard Curriculum and students in night classes. 4 NCAE and NAT: Reminders before Testing Day 6) Visually-impaired students are exempted to take the NCAE due to nonavailability of Braille Form. 7) In case there are five or less examinees in excess, they can be integrated in the last five rooms, each accommodating an examinee. 8) Examinees from small-size private schools can be merged and tested in one testing center in a city or in a municipality. 9) Examiner’s Handbook shall be packed inside the ETRE. Use the soft copy of the Examiner’s Handbook in the orientation. 10) Notes on the orientation at the Division Level: - This is primarily aimed to orient all the testing staff in the NAT administration. - But due to budgetary constraints only one per school is authorized to attend; authorizing either the School Head or the School Testing Coordinator (STC). - Hence, a mechanism should be devised so that all testing staff are properly oriented. - One of which is orienting all the teaching force by the School Head/STC to be ready once assigned in a particular testing center. 5 NAT and NCAE: Reminders before Testing Day 11)Number of Sessions/TBs Allocation NAT for Grade 3: two sessions (All public schools including Madrasah private schools) NAT for Grade 6: two sessions (All public and private schools) NAT for Fourth Year : one session only (All public and private schools) NCAE for Third Year: one session only * * 50% of TB Allocation in the grades with two sessions but a minimum of 60 examinees shall have a 100% allocation. Chief Examiner/School Testing Coordinator Maintains the security and confidentiality of test materials received from the DTC; He/She is accountable and responsible for all test materials received. This ends when materials shall have been returned to the DTC; Assigns a room where all Room Examiners can be met before and after the administration of the test in their respective testing rooms; Counts all packs of test booklets and/or answer sheets before releasing them to each Room Examiner; Records pertinent data about the test materials released to and received from the Room Examiners in the Accounting Form (Form 3); and Forms 4, 5, 6 and in the School Header. Distributes the test booklets to each Room Examiner and reminds him/her to count these without opening the pack and before leaving the room; and Follows the instruction for Accounting and Packing of Test Materials found at the latter part of the Handbook. Being aware of the details of the testing program to be administered. Orients every teacher in his/her respective school on the guidelines and the Examiner’s Handbook relative to NAT administration. *The Workflow is found in the Examiner’s Handbook 8 Responsibilities of the Testing Staff as subsumed in the Work Flow* B. Room Examiner 1. 2. 3. 4. Counts the test booklets and answer sheets without opening the plastic bags containing them before proceeding to his/her assigned testing room. Any discrepancy should be acted upon immediately and this should be reported in the Chief Examiner’s Report; Signs the Test Materials Accounting Form as he/she receives the test materials from the Chief Examiner/School Testing Coordinator while still in the distribution room. Checks if the examinees have lead pencils to use and a sheet of blank paper for computation purposes; Facilitates the recording of the Examinee Number and Test Booklet Number of the Examinees in the NETRC Form 2, Seat Plan; 9 Responsibilities of the Testing Staff as subsumed in the Work Flow* 5. 6. 7. 8. 9. Follows strictly the Examiner’s Handbook during test administration; Keeps custody of all the used and unused Test booklets but are not allowed to read the contents of test booklets; otherwise, he/she will be given corresponding sanctions based on DECS Order No. 85, s. 1999; Checks the contents of the ETRE before he/she seals it while still in the examination room; and (For Grade 3 only) Assists the examinees in accomplishing the name grid and other pertinent personal information about herself/himself and other school-related information. Fills in the data in Forms 1 and 2. Accomplishes Form 7. 10 Responsibilities of the Private School Supervisor 1. 2. 3. 4. 5. 6. 7. Disseminates information regarding the NAT/NCAE and DepED’s latest issuances on it to private schools in the division. Coordinates with private school principals regarding the conduct of the exam to its target clientele. Checks closely if private schools operating without permit were included vis-à-vis the official list from the region. Likewise, make sure the schools are not closed yet. Prepares and provides the DTC with the enrolment data on private schools to be tested, which will be used in the budget preparation and submitted to NETRC for the preparation of TMs. Assists the DTC in the echo-orientation in the Division Level for private schools. Takes charge of the delivery and retrieval of TMs on testing day and assists the DTC in the accounting of TMs. Oversees the conduct of the test in private schools. 11 Responsibilities of the Room Supervisor 1. 2. 3. Monitors the conduct of the test administration in a testing center with 5 or more testing rooms (Grade 6,Year 4 and NCAE ) and 10 or more testing rooms (Grade 3). Checks if the room examiners adhere to instructions in the Examiners Handbook. Counts and double counts the Test Booklets per pack and the number of ETRE’s. Note: The number of the room supervisors assigned in a testing center will depend on the number of examinees in an examination room. Below is the ratio: 1 Room Supervisor is assigned in every 10 rooms if there are 20 examinees/room 1 Room Supervisor is assigned in every 5 rooms if there are 30 examinees/room 12 Responsibilities of the District Supervisors 1. 2. 3. Attests on the accuracy of enrolment data of each school in the district. Assists in the distribution of test materials in the district (NAT Grades 3 & 6). Monitors the conduct of NAT in the district. 13 Responsibilities of the Monitors 1. NETRC staff-monitors will be assigned to any testing center(s) nationwide, unannounced in the field. 2. External-volunteer monitors from civil society (e.g. SK, church members, NGO’s, et.al.) to report incidents of cheating. The process should be duly documented with photos and narrative reports. 3. These forms should be submitted to the Division Testing Coordinator (DTC) and not placed inside the CETRE. 4. The DTC puts all Form 5’s submitted to him/her by every Chief Examiner in the First Box of the Division’s boxes for the Test Booklets. 5. There may be non-reprinting of name grid in future test administration. 43 Test Materials for Retrieval A. Test Materials for Retrieval by NETRC All Test Booklets packed in original boxes for Test Booklets; All used Answer Sheets in ETRE’s together with Forms 1 and 2 and Form 7; All unused Answer Sheets in CETRE’s together with Forms 3 and 4 and School Headers packed in original boxes for Answer Sheets; and Forms 5 and 6 submitted to DTC’s for proper placement Note: Don’t mix-up test booklets with answer sheets. Two separate warehouses are used by the NETRC. Otherwise, these will not be accounted properly. 44 Instruction for Filling Out the School Header The data to be filled in are all pertaining to the current or present school year. Participation rate will not be filled out. The following variables are grade/year level concerns: - Total Enrolment as of July/August - Total Registrants (enrolment as of March) - Actual examinees (as of examination day) - Conduct of SPED classes - Conduct of remedial reading classes - Number of shifts per day - Extent NAT results are utilized - Pupil/students-textbook ratio The number of teachers and pupils/students-textbook ratios will take into account national funding. Use the same school ID as prescribed by BEIS. 45 Filling Out the School Header (SH) The data have to be prepared by the STC days ahead before exam day using replicas. Lead PENCIL only, no ballpen. The data from the replica have to be transcribed in the scannable School Header using a PENCIL (lead# 2) during examination day. Take note of the labels of each variable intended either grade/year level or school concerns: - Take note that the variables are labeled either as grade/year level or school concern - There are variables specific only for private schools (GASTPE) and for the public schools only (CFSS, etc.) GASTPE Grantees (For private schools only) specified by year levels - Take note of the bubbles for EVS and ECS. - Take note if there are GASTPE Grantees in Grade 6. Observe place values in filling out the variables: - Percentage rates of the education indicators - The three place values are for 100% while two place values are below 100%. Take note of new features or additional information in every set of SH. 47 Guidelines in the Preparation of Enrolment Data 1. Two sets of enrolment data should be prepared: - Elementary level covering Grades 3 and 6 - Secondary level covering Year 4 2. The enrolment data should be based on July 30, 2011 and beyond as bases; 3. Use the Prescribed Standard Format in Excel. Enrolment data in other format (Word, PDF, JPEG file) will be returned to the DTC; 4. Consider only the total enrolment per school. Don’t provide sub-totals for each program in a certain school and NO gender segregation; 5. Group schools by municipality and not in alphabetical order as to listing of schools; 6. Legislative district is considered and not school district; 7. Lone congressional district is the only one in the province, while first district is a part of a large province having more than one constituency; 8. Private schools are not included in Grade 3 NAT except for the Private MADARIS elementary schools; 9. Enrolment data must be in 2 CD’s one for the elementary level Grades 3 and 6 and another one for Year 4 of secondary level. The two CD’s should be in duplicate copies: one for the printer of scannable answer sheets; another one for the printer of test booklets; and 48 10. Enrolment data sent thru e-mail and fax will not be accepted. Guidelines on the Use of School ID’s 1. BEIS and NETRC are using similar school ID’s both recognized by the Department; 2. New schools without school ID’s are given temporary ones by the NETRC and no other sources to avoid duplication and to facilitate allocation of test materials; 3. The issued temporary school ID’s by NETRC will be used permanent for future test administration until such time when DepED issues another one; 4. The principal of his/her respective school shall serve as the Chief Examiners to be assisted by the School Testing Coordinator. 2. Form 7 is an additional generic form to be accomplished by every Room Examiner. 3. The Examiner’s Handbook is to be placed inside each ETRE to make sure that this is available during the test administration. 4. For orientation purposes, the soft copy of the Examiner’s Handbook disseminated during the national orientation shall be used. 5. The roles of the Private School Supervisor were further specified. 65 MTB – MLE Guidelines 1. The MTB-MLE-NAT for Grade 3 shall be administered in identified schools of five (5) School Divisions (attached is the list of schools). 2. The examinees involved will take the NAT Regular on the first day while the MTB-MLE-NAT will be taken the following day. An NETRC representative shall be assigned to supervise the test administration. 3. Before the test administration of the NAT-Regular, the Division Testing Coordinator (DTC) should instruct the Chief Examiner/School Testing Coordinator that: a) the ETRE of the concerned examinees (with MTB-MLE) should be marked in red pilot pen “MTB-MLE”; and b) Form 2 should be duplicated. NETRC Representative must coordinate with DTC regarding the matter. 4. Each examinee is provided with a Scannable Answer Sheet. 5. The test booklet is reusable with a color-coded cover by Mother Tongue. 6. The boxed information/statements in the Examiner’s Handbook for the MTB-MLE-NAT was translated into Mother Tongues to be read verbatim to the examinees. 66 MTB – MLE Guidelines 7. There are specific variables indicated in the Scannable AS for MTB-MLE-NAT. These are: Examinee Number on the NAT Regular Mother Tongue Used 8. To facilitate the data processing both scannable AS ( NAT Regular and MTB-MLE) will be marked with MTB-MLE for easy matching of ETRE prior to data processing. In this regard proper shading of the Examinee No. in the MTB-MLE should be closely supervised. 9. During the NAT-Regular administration, the Chief Examiner should properly label the ETRES of those who will also take the MTB-MLE and place them on their respective boxes. A sample ETRE marked “with MTB-MLE AS” for the regular NAT is provided. 10. The generic forms of the NAT (Forms 1,2,3,4, and 7) shall likewise be used in the administration of the MTB-MLE-NAT. 11. The filled out Form 2 in NAT Regular shall be in duplicate copies during the test administration. The original copy shall be packed with the test materials for the NATRegular while the second copy shall be utilized in the MTB-MLE NAT administration as reference of each examinee and should be placed inside the ETRE for the MTB-MLE. 12. For the NETRC staff assigned for these dual tasks, he/she should be fully aware of the crucial responsibility in identifying, sorting and packing of answer sheets of the MTB-MLE in the ETRES. It is suggested that a note with MTB-MLE Answer Sheets shall be written in bold (pentel pen) on the upper right hand corner of ETRE for ease in locating and pairing the two scannable answer sheets; NAT Regular and MTB-MLE-NAT. Take note of the sample ETRE marked “with MTB-MLE AS” for the Regular NAT. 67 MTB – MLE Additional Guidelines 1. During the exam day for the MTB-MLE the School Head will provide the duplicate copy of the filled out Form 2 (Seat Plan) of the NAT-Regular. This will be given to the RE of the MTB-MLE-NAT. Both test results will be matched for correlational study. 2. The MTB-MLE-NAT examiners will take the test simultaneously on March 5 after the NAT Regular administration. 3. An NETRC Representative will be assigned to deliver and retrieve the MTB-MLE Test Materials with the Division Office as the Distribution Center. 4. Each School Head will get the TM’s from the NETRC Representative a day before the exam day and will return the tM’s right after the exam day. 5. The Room Examiners to be assigned will be teachers teaching from the intermediate grades or coming from nearby public 68 elementary school. Administration of the Philippine Educational Placement Test (PEPT) 1. To be administered yearly by the NETRC in designated examination centers nationwide in two different venues and dates: Luzon regions (on the third Sunday of November) and Visayas-Mindanao regions (on the fourth Sundays of November); 2. Registration period in the DepEd division offices from August 1 – September 30. A report on the total number of registered applicants in every testing center and division shall be submitted to the NETRC on or before the second week of October; 3. Special examination shall be held five times a week and year-round where the applicant registers and is given the test at NETRC on a first-come first-served basis. 78 Preliminary Concerns The Testing Center 1. A testing center in each division is designated by the SDS and shall be established in a place most accessible to the majority of the registrants; 2. A sub-center to an existing testing center may be opened upon request provided that: (i) the number of registrants is at least 50; (ii) the location of the proposed sub-center is far from the existing testing center; and (iii) the request is submitted to NETRC on or before the second week of October. 79 REGULAR and WALK-IN/SPECIAL PEPT REQUIREMENTS 1. 2. 3. 4. 5. All documents submitted by the applicants during registration in both the regular and special examinations shall be turned over by the DTC to the NETRC representative during the retrieval of test materials by NETRC staff. Said registration list shall be used in counterchecking the data in the answer sheets prior to data processing. 81 Registration of PEPT Applicants 1. PEPT is not administered to applicants within normal age. 82 Why is it that a PEPT Applicant should be at least One Year Overage? This feature makes the PEPT an Equivalency Test. A child at a normal age is expected to be in school for Basic Education. Anchoring on the Philosophy of life-long learning, the child beyond normal age is likewise having learning gains earned through informal education. 83 The Bases for Computing the Age are: The Examination Date and the Birth Date EXAMINATION DATES: 3rd Sunday of November for Luzon Last Sunday of November for Visayas-Mindanao Hence, the date in filing the documents by the registrants should not be the basis. Last Level Completed (LCC) The LCC is the grade/year level finished by a registrant. In the high school level, all the subject(s) should have been passed including the back subjects noted in Form 137. The LCC should be free from any back subjects. 85 Checklist in Evaluating/Screening Documents of PEPT Applicants School Records: 1. Inspect the authenticity of the documents as to the school seal and signature of the school head. 2. Validate the grade/year level completed with reference to age level at the time of examination day (should be overage). 3. Countercheck LLC, F137 & F138 with the entries in the registration form for the consistency of data. 4. Check that all subjects have been passed in the high school level (should be free from back subjects). 5. Check if there are erasures/alterations in the school records. Birth Certificate (BC): can be substituted by Baptismal Certificate, Certification from the Barangay and a Joint Affidavit 1. Countercheck birth date in the BC with the entry in the registration form. 86 Checklist in Evaluating/Screening Documents of PEPT Applicants Birth Certificate (BC) 2. If not available, the Division Supervisor for private schools can attest. 87 PEPT Applicants Enrolled in Schools Operating Without Permit Non-recognition by NETRC on the scholastic records of PEPT applicants who were enrolled in the said schools; They will be considered as “No Schooling” if had started schooling in Grade 1 up to the current grade/year level in the said schools; and If the PEPT applicants happened to be enrolled at a certain period of time in a public school or a private school operating without permit, their scholastic ratings earned will be credited. 88 Problems Encountered on the Submitted Documents 1. Review of documents is part of the monitoring activities of NETRC Staff 90 Functions and Responsibilities of Testing Personnel The Schools Division Superintendent (SDS) as LEM Chairman shall: be responsible for the smooth conduct of the test in the division; designate examination centers and sub-testing centers; the designated testing centers should be conducive to testing (free from noise, e.g. no activities nearby) assign one of the division supervisors as Division Testing Coordinator; and designate Room Examiners from among the master teachers and or responsible members of the teaching staff. 91 Functions and Responsibilities of Testing Personnel The Division Testing Coordinator (DTC) shall: 1. 2. 3. 4. 5. 6. checks the application forms to determine if applicants meet all the requirements; prepares the list of registrants of each room according to grade/year and age level in the Registration Form (Form A); checks on the accuracy of Age Computation and in determining the LLC (use PEPT Monitoring Form); coordinates and monitors the conduct of the PEPT in the division; conducts an orientation or briefing on the effective administration of the PEPT; and consolidates and reports/submits to NETRC the (i) exact number of registrants by age and grade/year level through fax, telegram or radiogram; and (ii) the final list of registrants 92 Functions and Responsibilities of Testing Personnel The School Head shall: 1. 2. provide the following (i) examination rooms with twenty (20) arm chairs, chalkboard, board erasers, and chalk in each room; and (ii) a standing board showing the location of the different testing rooms; Note: Remember that desks are not appropriate for PEPT registrants During the examination day, the school should be free from other activities 3. assign security officer to ensure that only authorized personnel are allowed to enter the school compound on examination day; and 4. assign a janitor to prepare the examination rooms 93 Functions and Responsibilities of Testing Personnel The Chief Examiner (CE) shall: 1. Coordinate with the school head in the preparation of the examination rooms at least three days before the examination day; 2. Supervise the posting of PEPT Form A; 3. Receive the test materials from the DTC and distribute the same to the Room Examiners not later than 7 o’clock a.m. on examination day; 4. Safeguard the confidentiality of the test materials by supervising closely the administration of the test; 5. Check the report of the examiners and consolidate the same; and 6. Prepare the narrative report (Form 4) and accomplish the form required after the test. 94 Functions and Responsibilities of Testing Personnel The Room Supervisor (RS) shall: 1. Monitor the conduct of the test administration in 10 testing rooms in a testing center; 2. Check if the room examiners adhere to the instructions in the Examiner’s Handbook; and 3. Assist the Chief Examiner in counting the Test Booklets per pack and in accounting the number of ETREs. 95 Functions and Responsibilities of Testing Personnel The Room Examiner (RE) shall: 1. 2. 3. 4. 5. 6. be in his/her assigned examination center to receive the test materials from the Chief Examiner (CE) not later than 7:00 o’clock a.m. on examination day; check the number of test materials he/she receives before proceeding to his/her assigned room; ascertain the identity of the individual examinees based on the Form A and the picture attached in the admission slip/registration form before letting them enter the room; adhere to the guidelines of the Examiner’s Handbook; give the preliminary instruction before distributing the test materials; and distribute the test materials to individual examinees based on the Form A and the picture attached in the admission/registration slip; 96 Functions and Responsibilities of Testing Personnel (Room Examiner) 7. 8. 9. 10. 11. 12. distribute the test materials individually to each examinee and administer test strictly in accordance with the Examiner’s Handbook; go around the room while the test is in progress to find out (i) if the examinees are following directions correctly, (ii) that no paraphernalia like calculator, cell phone, etc. are used, and (iii) proper item placement and proper shading of Name Grid; retrieve individually the Test Booklets (TBs) as well as the Answer Sheets (ASs) and verify the data entered; return Form A and Examiner’s Handbook to CE; accomplish reports and submit them to the CE; and check if the following are contained in the ETRE: Time Record, Narrative Report, Forms A, 1 and 2 and Used Answer Sheets including the documents of each examinees, Birth Certificate, Form 137 and LEM’s copy. 97 Duties and Functions of NETRC Staff 1. 2. 3. 4. 5. 6. 7. 8. Delivers the test materials to the DTC in the assigned Testing Center/Division Office including those for the designated distribution center. Delivers the cash advance(s) for issuances of official receipts by D.O.’s Cashier(s). Reviews the documents submitted by PEPT applicants in the assigned Testing Center for monitoring as to the accuracy of: (a) age computation based on the examination date, (b) last level completed. A form is provided for this. Rectifies the entries in Form A based on the reviews informing the DTC about the corrections. Monitors the conduct of the PEPT in the assigned Testing Center. A form is provided for this. Counts the test booklets during the distribution and retrieval phases in the assigned Testing Center. Retrieves and accounts the test materials (TM’s) from the assigned Testing Center. Retrieves and accounts all test booklets released in the designated distribution center. 98 Pre-test Reminders: Distribution of Test Materials To ensure integrity of the test and confidentiality of the test materials, utmost care, diligence, and vigilance on the part of all the officials concerned shall be observed. 1. 2. 3. 4. The NETRC Representative shall deliver the test materials to the division Office. The packing guide that goes with the test materials shall be the reference in determining the allocation per testing center. The SDS or his/her duly authorized representative shall receive the materials from the NETRC Representative immediately upon the latter’s arrival. He/She shall verify the number of boxes against the number specified in the Delivery Form without breaking the seal of the boxes. The SDS/DTC shall turn over the test materials to the CE before 7:00 a.m. on the examination day in the presence of the NETRC Representative. Check the TB page by page. Place the defective TB and unused AS, if any, inside its plastic bag. Unused TBs and ASs should be in the custody of the Room Examiner while the test is in progress. As per DECS Order No. 85, s. 1999, the Room Examiner is not allowed to read the TBs otherwise a corresponding sanction will be applied. 104 Pre-Test: Other Information Provide personalized strips of paper with information on items to be answered in examination rooms with multi-age levels. Refer to the enlarged replica of the AS in filling in of information in the AS. An examinee shall be allowed to start accomplishing the Name Grid only until the pencil is shown. Supervise proper shading of the Name Grid (Region and Division). Read verbatim the boxed portion in the handbook. Do not translate in local language/dialect.
