17
Orientation at the Division Level
This is primarily aimed to orient all the testing staff in the NCAE
administration. But due to budgetary constraints only one
representative per school is authorized to attend--either the SH
or the STC. However, a 100% attendance is imposed for the
school representative. Sanctions should be meted for nonattendance.
Hence, a mechanism should be devised so that all testing staff
are properly oriented; one of which is orienting all the teaching
force in the school by the SH/STC to be ready on exam day in
case there will be shortage of REs in other testing centers.
A soft copy of the Examiner’s Handbook and the guidelines
must be provided to School Heads to save printing cost.

ID AND LEARNER REFERENCE
NUMBER
19
Guidelines in the Preparation of Enrolment Data
1.
Four (4) sets of enrolment data must be prepared and submitted:
- Elementary level covering Grade6
- Secondary level covering Grade 9 and Year 4 (BEC);
2.
Enrolment data must be in 4 CD’s one for each grade/year level (G6, G9 and Y4).
3.
The enrolment data should be based on July 31, 2014 as bases (end of July every SY);
4.
Use the Prescribed Standard Format in Excel. Enrolment data in other formats (Word, PDF, JPEG
file) will be returned to the DTC;
5.
Provide only the total enrolment per school. DO NOT provide subtotals for each curriculum
program in a certain school. NO gender segregation;
6.
To facilitate the delivery and retrieval of TM’s, integrate the list of private schools into the public
schools listed by municipality;
7.
Group schools by municipality and NOT by alphabetical order;
8.
Provide data by legislative district; NOT by school district;
9.
Lone Congressional District is the only district in the province, while First District is a part of a
large province having more than one constituency;
10.
Enrolment data sent thru email will be accepted.
11.
The enrolment data will be submitted during the NCAE orientation; and
12.
Review carefully each school entry in the list before submission.

Guidelines on the Use of School IDs
1.
BEIS and NETRC are using similar School IDs both recognized
by the Department;
2.
New schools without School IDs are given temporary ones by
the NETRC and no other sources to avoid duplication and to
facilitate allocation of test materials;
3.
The School IDs issued by NETRC will be used temporarily for
future test administrations until such time BEIS issues the
permanent ID;
4.
In case there are several School IDs for one school, follow the
School ID indicated in the Scannable School Header(SSH) and
check the correctness of School ID in the TMs received.
24
Guidelines on the Use of
Learner Reference Number (LRN)
1. Use the LRN that will be provided by the
Office of the Planning Service, DepED
Central Office.
2. The LRN must be reflected in each of the
examinees’ AS , Form 1, List of Examinees to
be posted at the door.

Schools:
1. Inform all schools that list of examinees must be alphabetically arranged in the
whole school. Each listed examinee should have the corresponding LRN. All males
first then the females.
2. Private schools without permit to operate are excluded from Test Administration.
3. Examinees from small-size private schools can be merged and tested in one testing
center in a city or in a municipality. A Master Teacher shall be assigned as the CE.
4. Merging of 5 or Less Excess Examinees
 Large Testing Center
- Examinees can be integrated in the last five rooms, each accommodating an
examinee.
-The examinee will be the last in the list/seat plan.
-Customize Forms 1 and 3 in order to include the additional examinee. Add another
box/space.
 Small Testing Center
-In case merging with other small testing centers is not possible, i.e. 35 examinees
only, all examinees may be accommodated in one testing room.
-Another set of Forms 1 and 2 will be used for the 5 examinees.
Note: No integration of excess examinees will be done if there are enough testing
rooms and room examiners (coming from other schools) to serve in the testing center.
5. There should be a separate ETRE for each school in case there is merging of small
size schools into one testing center.

S c ie nt if ic A bilit y ( S A ) .
This is an assessment o f the individual's
scientific abilities and skills to ado pt scientific metho ds, pro cedures and
pro cesses co nstructing kno wledge and so lving experimental o r real-life
pro blems. One who has high SA has greater pro bability to excel in academic
pro grams that wo rk mo stly o n scientific metho do lo gies (e.g. medical allied
pro fessio ns). Tho se with average SA can be successful in the field o f
chemistry, physics, zo o lo gy, bo tany, bio lo gy, and o ther co urses related to
R e a ding C o m pre he ns io n ( R C ) .
This measures the ability to
understand what has been stated directly; to anlayze, interpret, and criticize
what has been read; to reco gnize reaso nable applicatio n o f principles o r
o pinio ns expressed by the autho r. A student with hig RC has the po tential
to make so und inferences, syntheses, generalizatio ns, o r co nclusio ns o n
what he/she read. Students who po ssess the skills will mo st likely succeed
in co urses that invo lve public speaking and even writing such as mass
co mmunicatio n, teaching, theo lo gy, and law.
V e rba l A bilit y ( V A ) . This subtest measures the assertive ability o f a
perso n in view o f grammatical rules and lo gical arrangement o f ideas.
Individuals with hig VA have high sense o f analo gy; hence, they have
po tential in mass co mmunicatio n, law, teaching, and preaching vo catio n.
Tho se with average VA can be develo ped in advertising careers.
M a t he m a t ic a l A bilit y ( M A ) . This subtest is used to assess
quantitative abilities and co mputatio nal skills, particularly, o n wo rking with
numbers, perceiving relatio nship between two quantities and so lving wo rd
pro blems. One with high M A has high sense o f mathematical calculus, a
requisite skill in engineering co urses, aero nautics and marine co urses.
C le ric a l A bilit y ( C A ) . This is a test o f ability and skill to enco de
data/info rmatio n and file o ffice reco rds, as well as ability to no te details. High CA
is the requisite skill fo r secretariat jo bs fo r these jo bes require go o d manual
dexterity; thus individuals with high CA are po tential co mputer o perato rs.
enco ders, and steno graphers.
V is ua l M a nipula t iv e S k ills ( V M S ) . This subtest measures abilities that
require perceptual and visual judgment in determining figures, symbo ls, and
nature o f space as well as skills in mentally manipulating o bjects and co ncrete
materials. M anipulative skills are required in o ccupatio ns such as machine
technicians, jewelers, watchmakers, engravers, handicraft makers, and the like.
N o nv e rba l A bilit y ( N V A ) . This tests a perso n's reaso ning ability to identify
patterns presented in diagrammatic fo rm. The series o f figures presented in each
item requires the perceptio n o f an o perating principle underlying the changes in
the figures. In each instance, the examinee must disco ver the principle's
go verning change/s o f the figures and give evidence o f his understanding by
indicating the diagram that sho uld lo gically fo llo w. It tests abilities required in jo bs
such as engineering, science, architecture and any o ther jo bs which invo lve
wo rking with diagrammatic and similar visual info rmatio n.
Lo gic a l R e a s o ning A bilit y ( LR A ) . This measures an individual's ability to
understand and analyze co mplex written material and derive co rrect co nclusio ns
fro m it. Tho se with high LRA are likely to succeed in co urses which require high
analytical/critical thinking skills like law, eco no mics, theo lo gy, so cial science and
