The 10 Components of a Schoolwide Title I Program Presented by: Dr. Denise Ellis Director State and Federal Programs Dr. Ken Wagner Principal Rancho Mirage High School Let’s Review: • NCLB requires ten components in a Schoolwide Title I Program Plan (and PSUSD requires all schools to follow these ten components) • These ten components must be reviewed with parents and staff annually ALL students are included in the Schoolwide Title I Plan 2 Establishing a Schoolwide Program Schools electing to become a schoolwide program (SWP) school should follow the steps listed below: 1. The school district informs the school that it meets the criteria (at least 40 percent of the students come from families at the poverty level) to operate a SWP. 2. The school (i.e., staff and parents) makes the decision to become a Title I SWP school. 3. The school establishes a school planning team composed of representatives from all stakeholder groups: the principal, teachers, school site council (SSC), other staff who will carry out the SWP plan, parents and community members, and (in secondary schools) students. The SSC may serve as the school planning team. 4. The school planning team, in consultation with the district, selects a technical assistance provider. The technical assistance provider may be an expert from the district office, the county office of education, an external provider, or a representative from higher education. 5. The school planning team begins the process by conducting a comprehensive needs assessment. 6. The school planning team develops a comprehensive SWP plan based on the results of the comprehensive needs assessment. The plan is developed with the involvement and support of all stakeholder groups. The plan contains all the required components of a SWP and is approved by the SCC. 7. The local governing board reviews and approves the SWP plan. The date of local board approval is the eligible start date for implementing the SWP. 8. The district reports the change in Schoolwide Program status within the Consolidated Application and Reporting System utilizing the data collection report named Title I, Part A Notice of Authorization of School Wide Program for the fiscal year in which implementation of SWP is begun. The status information provided by the LEA in this report feeds into other reports, and therefore, it is very important that the change is reported in the data collection report that pertains to the correct fiscal year of the initial implementation. The 10 Schoolwide Title I Components are: 1. School sites develop a comprehensive needs assessment of the entire school with information about the academic achievement of students (CST scores and CAHSEE). This is contained in the site’s SPSA. 2. Sites conduct Schoolwide reform strategies that provide: • Opportunities for all children to meet proficient and advanced levels of achievement • Effective methods and instructional strategies based on scientific research that – – Strengthen the core academic program in the school Increase the amount and quality of learning time by providing an extended school year, before and after school and summer programs, and an enriched and accelerated curriculum Schoolwide Title I Components 2. Schoolwide reform strategies that: • Address the needs of all children and include: – Counseling, pupil services, and mentoring services – College and career awareness and preparation such as college and career guidance, personal finance education, innovative teaching methods, applied learning, and teamteaching strategies – Integration of career technical education programs • Key Point to address: How will the school assess the effectiveness of the programs? Schoolwide Title I Components 3. Must include instruction by highly qualified teachers (PSUSD has 100% highly qualified teachers) 4. Must provide high-quality and ongoing professional development for teachers, principals, and paraprofessionals and pupil services personnel, parents, and other staff to ensure students meet state academic content standards 5. Must include strategies to attract highly qualified teachers to high-need schools (the District addresses this need if there is one) Schoolwide Title I Components 6. Include strategies to increase parental involvement. 7. Ensure there are plans for assisting preschool children in the transition from early childhood programs (Head Start, Even Start, etc) to local elementary school programs (this is a District goal this year) 8. Ensure that teachers are included in decisions regarding the use of academic assessments to improve the achievement of individual students and the overall instructional program (PLC’s, data teams, etc.) School Wide Title I Components 9. Offer effective, timely assistance for students who experience difficulty in attaining the proficient or advanced level of the academic content standards (Response to Intervention - RtI) 10. Coordinate and integrate all federal, state, and local services and programs supported under NCLB – ie: violence prevention, nutrition, Head Start, adult education, career technical education.
