“十一五”以来环境保护的积极成效
The environment achievements
► “十一五”期间，在国内生产总值超出预期目标13.7万亿、城镇人口
多增加1100万人的情况下,超额完成“十一五”COD、SO2减排目标；
局部环境质量有所改善。
The targets of reducing total discharge of major pollutants during the
11th Five-Year Plan had been achieved，and national environment
quality had been promoted partly.
► “十二五”以来，中国加快转变经济发展方式，大力推进生态文明建
设，确立了“在发展中保护、在保护中发展”的方针，环境保护加快
融入经济社会发展的全过程。2012年，我们首次在“十二五”期间实
现了COD、氨氮、SO2、NOX四项主要污染物排放量均同比下降。
The guideline launched during the 12th Five-Year Plan that
environment will be protected along with development and
development will be boosted in parellel with environment protection.
当前面临的严峻环境形势
The severe environmental challenges
► 区域性、复合型大气污染日益突出，近年来频繁出现大面积、重污染
雾霾现象 。
China confronted with severe Regional complex air pollution ,Beijing
and other big cities suffered from serious hazy weather frequently.
► 地表水环境质量轻度污染，全国开展地下水质监测的点位中有16.8%
水质极差，近岸海域水质一般。
In 2012, the surface water across the country was under slight
pollution*. 16.8% of the monitoring sites (4929) had very poor water
quality. The overall quality of coastal marine waters of China was not
bad*.
► 化学品生产、加工、储存、运输、使用、回收和危险废物处置等多个
环节的环境风险防控任务艰巨。
• There is an urgent need to strengthen emergency response mechanism
on pollution caused by chemicals and hazardous waste.
造成环境问题的深层原因 Reasons
► 一是粗放型经济增长方式是环境问题产生的根本原因。
Irrational energy and industrial structure, low energy consumption
efficiency.
► 二是部分地方盲目发展加剧环境保护的压力。
High-rapidly economic development and urbanization lay heavy
pressure on environment protection.
► 三是消费模式的变化加剧环境污染态势。
Unsustainable consumption pattern worsen pollution .
► 四是科技支撑能力不足制约环境治理的效果。
Low technical supporting ability restraint the effect of environment
recovery.
► 五是政策管理体系不健全影响环境管理成效。

► 一是全面构建有利于环境保护的法律法规体系。
Build a comprehensive system of environmental protection laws and
regulations.
► 二是逐步完善有利于环境保护的经济政策体系。

system gradually.
► 三是加快建设专业高效的环境管理体系。
Accelerate the construction of professional and efficient system of
environmental management.
► 第四，着力解决影响群众健康的三方面突出环境问题。
Solve three striking environmental problems which influence human health.
