E-PRTR – spatial mapping of diffuse emission sources project Jochen Theloke, Thomas Gauger, Balendra Thiruchittampalam, Melinda Uzbasich TFEIP-Meeting 10-12 May 2010 Jochen Theloke 1 / 5 Legal basis: article 8 of E-PRTR Regulation Article 8 Releases from diffuse sources 1. The COM, assisted by the EEA, shall include in E-PRTR information on releases from diffuse sources where such information exists and has already been reported by MS. 2. The information referred to in par. 1 shall be organised such as to allow users to search for and identify releases of pollutants from diffuse sources according to an adequate geographical disaggregation and shall include information on the type of methodology used to derive the information. 3. Where COM determines that no data on the releases from diffuse sources exist, it shall take measures to initiate reporting on releases of relevant pollutants from one or more diffuse sources in accordance with the procedure referred to in Article 19(2), using internationally approved methodologies where appropriate. CLRTAP) • Improvement by EDGAR proxies • EMEP layers for key air pollutants re-projected and adapted to E-PRTR map tools (50km X 50km) • Develop a methodology to grid emissions per sector (Transport, Domestic heating, Agriculture,..) TFEIP-Meeting 10-12 May 2010 Jochen Theloke 6 Aim of the project 1) Gathering of available data on diffuse releases to air for ● NOx, SO2, PM10, CO and CO2 emissions released by Transport (on-road, shipping, domestic aviation) Stationary combustion sources, which are not covered by Annex 1 Industrial releases from activities which are not covered by the E-PRTR regulation (Annex 1 and 2) ● NH3, PM10 emission from agriculture activities ● Underlying proxy data to be used for gridding diffuse emissions for each pollutant and each sector 2) Methodology development for gridding emission data 3) Derive gridded emission map layers covering EU27 + EFTA for selected sectors and pollutants with as a minimum a 5x5 km TFEIP-Meeting 10-12 May 2010 Jochen Theloke 7 Tasks 1) Methodology development ● Methodology to incorporate EMEP grids for integration into the EPRTR website ● Methodology for disaggregating the National totals to EDGAR level of resolution ● Methodology for gridding the industrial releases not covered by EPRTR => Development of a subtraction methodology ● Development of a methodology for disaggregating national total emissions to a higher resolution of at least 5x5 km. 2) Data Gathering ● Emissions (NOx, SO2, PM10, NH3, CO, CO2) ● Proxy data compilation TFEIP-Meeting 10-12 May 2010 Jochen Theloke 8 Tasks 3) Data processing and gridding i. Creating a comprehensive set of databases to store original data (spatial and non-spatial), incl. meta data description, intermediate derived data and final data sets ii. Compiling of gridded emission maps with metadata based on INSPIRE-compliant templates 4) Public Accessibility of the outcomes of the project Make public of emission maps compiled in task through the EPRTR web-interface (not in ToR of this project) ● Dissemination document ● Preparing of short text for each layer TFEIP-Meeting 10-12 May 2010 Jochen Theloke 9 Subtraction methodology TFEIP-Meeting 10-12 May 2010 Jochen Theloke 10 Inconsistencies for NOx: CLRTAP vs. E-PRTR (sum over all countries) 1200 1000 800 In [kt] 600 400 200 0 -200 -400 -600 Energy industries Production and processing of metals Mineral industry Chemical industry Waste and Paper and waste water wood management production processing TFEIP-Meeting 10-12 May 2010 Intensive Animal and livestock vegetable production products from and the food and aquaculture be Jochen Theloke Other activities Subtraction methodology ETC/ACC (2007) TFEIP-Meeting 10-12 May 2010 Jochen Theloke Remaining NOX diffuse emissions in relation to the national total of sectors with point sources TFEIP-Meeting 10-12 May 2010 Jochen Theloke Methodology for spatial distribution TFEIP-Meeting 10-12 May 2010 Jochen Theloke 14 Methodology for spatial resolution TFEIP-Meeting 10-12 May 2010 Jochen Theloke 15 P Point Source 18 19 20 (x, y) 20,P = 1 i,P share of cell i on emissions of point source P Methodology of the spatial distribution Zell-ID 5 6 7 Spatial Distribution of Calculated Emissions Line Point Source Source 18 18 PS a(x, y) n} Zell-ID Zell-ID 5 5 6 6 7 7 18 18 19 19 20 20 a' A' A aA''''' 1 , ... , P n } {S{P 1 , ... , S n } AreaArea Source (considering Source land use) Zell-ID Zell-ID F 6 6 7 7 18 18 19 19 20 20 Zell-ID Zell-ID F Area Source (considering TFEIP-MeetingL A' LA' '' A ''' LA'' '''' 5 5 6 6 18 19 i,P i,P E s a a'' L ''' 7 7 20,P share of cell i on= 1 emissions of line source S share of cell emission of Si on emissions of point source length of road section a P length of section a'' in cell 6 Es E F a A a'' A' share of of cell cell ii on on share emissions of line emissions of areasource sourceSF emission of S emission of F length of road total area of F section a length section a'' in19 cell 6 area ofof part A' in cell 20,F = E=F E *L'/(L'+L'') 19,F F *A'/A E FF L A L' A' L'' share of cell i on emissions of area source F emission of F urban areaof F total area urban cell19 20 area ofarea partof A'Finincell urban area of F in cell 7 20,F = E 20 L' S *a''/a 6,S = 19,F =E E SF*a''/a *A'/A i,F i,F n} n 10-12 May 2010 6,S = E i,P i,F A '' aA''''''' 5 5 A L {S 11 , ... , S a ''' a '' FS a 20 20 a' {P 1 , ... , P Line Area Source 19 19 i,F F *L'/(L'+L'') Source: Wickert 2001 share of cell i on emissions of area source F Jochen Theloke Overview proxy data TFEIP-Meeting 10-12 May 2010 Jochen Theloke 17 Distribution parameters for Germany Point sources Line sources TFEIP-Meeting 10-12 May 2010 Jochen Theloke Area sources 18 Methodology of the spatial distribution ● Visualisation of line sources Streets Railways TFEIP-Meeting 10-12 May 2010 Rivers Jochen Theloke Methodology of the spatial distribution ● Visualisation of polygon sources TFEIP-Meeting 10-12 May 2010 Jochen Theloke Results - Examples TFEIP-Meeting 10-12 May 2010 Jochen Theloke PM 10 in 0.01° x 0.01° Resolution for the year 2020 TFEIP-Meeting 10-12 May 2010 Jochen Theloke 22 TFEIP-Meeting 10-12 May 2010 Jochen Theloke 23 Member state Involvement • Questionnaire to the Member states • Overview about existing proxies on national level • Overview about existing spatial data sets on national level • Taking into account addtional info from the MS Response from 13 (of 31) Countries => Deadline 30 april 2010 • Workshop with the Member states (5 October) • Presentation of the methodology TFEIP-Meeting 10-12 May 2010 Jochen Theloke Response received Country yes Austria X Belgium X Bulgaria X Cyprus Czech Republic X Denmark X Finland France Germany Greece Hungary X Iceland Ireland Italy X Liechtenstein Luxemburg Malta Netherlands X Norway Poland Portugal Romania X Slovakia Slovenia Spain Sweden X Switzerland UK X Estonia X Lithuania X Latvia Sum 13 No Responses from the Member states X X X X X X X X X X X X X X X X X X 18 TFEIP-Meeting 10-12 May 2010 Jochen Theloke Thank you for your attention!
