ACTIONS VIA ERGENE RIVER BASIN ACTION PLAN Action 1. Works on rehabilitation of stream beds are going on. Action 2. Municipal waste water treatment plants are being constructed by Directorate General for State Hydraulic Works. Action 3. Rehabilitation Organized Industrial Zones are established Action 4. Advanced joint waste water treatment plants for industry are being constructed. Action 5. Processing less polluting raw materials and using less water are being started. Action 6. Under the Institution Building for Pre-Accession (IPA) Programme for 2011, our project proposal of 6.6 million Euro has been approved for the basins named above. 36 WATER EFFICIENCY ACTION PLAN (WEAP) 1. Reuse of Treated Domestic Wastewater 2. Public Awareness on Saving Water 3. Reduce Water Loss and Leakage Ratios 37 WATER EFFICIENCY ACTION PLAN (WEAP) 1. Reuse of Treated Domestic Wastewater • Treated domestic wastewaters will be used for irrigation purposes. • Reuse of treated wastewater will prevent contamination of fresh water resources. • In the regions where water scarcity prevails, reuse of treated wastewaters will lead to a variety in agricultural products. • The tender phase of the Project; “Reuse of Treated Domestic Wastewater in Agricultural Irrigation” which is conducted with the Dutch Government is finalized and contracts are signed between parties. Project is started on September 2012 and is planned to last until September 2014. • With the help of this project discharge water of Afyonkarahisar Wastewater Treatment Plant will be disinfected (UV) and approximately 5000 decare agricultural land will be irrigated. the fast consumption and 38 WATER EFFICIENCY ACTION PLAN (WEAP) 2. Public Awareness on Saving Water • Public spots are prepared and released on television channels. • Posters are prepared and published on billboards in order to guide public on products which consume less water. • It’s is planned to encourage usage of water efficient equipment in public institutions and schools where water consumption is high. • Economic value of water will be calculated and the price will be paid by consumer using appropriate economical tools. WATER EFFICIENCY ACTION PLAN (WCAP) 3. Reduce Water Loss and Leakage Ratios • The inventory of water loss and leakage will be prepared and the received information will be integrated in Water Information System. • Water loss and leakage prevention plans and related legislation will be prepared and the implementation phase will be observed. • Technical assistance will be provided for municipalities. • Within the frame of EU IPA Prpogramme-2013, the project ‘Technical Assistance on Economic Analyses within River Basin Management Plans and Water Efficiency Aspects in 4 Pilot River Basins in Turkey’ with a budget of 7.000.000 Euro is started. 40 WATER FOOTPRINT OF TURKEY Insufficient Water yet Relatively High Water Footprint! Together with WWF Turkey and Pegasys Consultancy Company, to raise awareness on water footprint an informative education programme was conducted. After training a core group composed of several institutions were gathered together with a meeting to discuss the steps to be taken in the future. 41 WATER EFFICIENCY POSTERS Posters are prepared and published on billboards in order to guide public on products which consume less water. NEGOTIATION PROCESS FOR THE CHAPTER ON ENVIRONMENT 43 Turkey as candidate for EU membership During the presidency of Sweden, the negotiations for the Chapter on Environment was officially opened at the “Intergovernmental Accession Conference” which took place in Brussel, December 21st, 2009. 44 CLOSING CRITERIA 1. Adoption of the horizontal legislation and framework environmental acquis of the European Union 2. Improvement as a result of adoption of the environmental acquis of the EU on the water sector. Preparation of River Basin Management Plans. 3. Adoption of the environmental acquis on industrial pollution and risk management. 4. Continuance of compliance to the acquis in the rest of the sectors, including nature conservation and waste management; and proving that all the requirements of the EU are met on the date of accession. 5. Continuance with the improvement of administrative capacity and coordination, including inspection services. 6.
