FAMILIJIN PROGRAM PARTICIPACIJE MLADIH FAMILIA’s YOUTH PARTICIPATION PROGRAMME Razvijan je u periodu od 1999 do 2010. godine (finansiran od SC Norway i SIF fonda Ministarstva za socijalna pitanja). Program je pružao psihosocijalnu podršku mladima bez roditeljskog staranja tokom boravka u hraniteljskim porodicama, kao i u prelaznom periodu napuštanja zaštite. It was developing since 1999 until 2010 (funded by SC Norway and Social Inovation Fund of the Ministry of Social Affairs). The programme provided psychosocial support to adolescents deprived of parental care during both, their placement in foster families and in transitional period of leaving care. Kako od adolescenta u zaštiti postati uspešan odrastao čovek van zaštite Koncipiran je kao direktan odgovor na potrebe mladih ljudi ometenih nesigurnim obrascima vezivanja, koji je potrebna podrška da integrišu prošlost i steknu efikasne strategije kako da grade i održavaju odnose, razvijaju samopoštovanje steknu praktične životne veštine i znanja formiraju proaktivan odnos prema sopstvenom životu i poziciji u zajednici. How to make transition from the role young person in care to that of adult out of care It is concieved as a direct answer to the needs of young people disturbed by the insecure patterns of attachment, who needed an opportunity to integrate the past and acquire efficient strategies on how to build and maintain relationships, develop self-esteem foster practical and financial skills/ knowledge and form proactive attitudes related to their own life and position in the community. Within ALEN Project, the model has been adjusted and tested in Kragujevac, in partnership with NGO “SUNCE” (with a colaboration with CPSU - Family Centre for Fostering and Adoption). Ciljna grupa About the target group… Uzrast od 16 do 21 godinu. Zajedničko im je da svi napuštaju zaštitu u predstojećih nekoliko godina (8 devojaka i 2 mladića). Njihov rani razvoj obeležen je traumama i separacijama, odnosno promenama sredine. Aged between 16 and 21, but they all have to leave the foster care in a following few years (eight females and two males). It is a core group activity, which supports cohesion of the group and provides framework for processiong experiences and complex internal contents. Be-frienders’ support Učestvuju na radionica za grupnu psihosocijalnu podršku. Nedeljno se čuju sa decom i hraniteljima. Provode određeno vreme sa mladima – idu na kafu, posećuju zajednički socijalne događaje/priredbe, itd. Participate at psychosocial group meetings. Weekly phone communication with youth and their foster parents. Organize “leisure” time with youngsters coffee time, social events, etc. Naučene lekcije I Uspešno osamostaljivanje mladih bez roditeljskog staranja, ne može se ostvariti bez sistematskog uključivanja i podrške lokalne zajednice, kako ne bi ostali u segregiranom krugu korisnika zaštite. Model podrške pri osamostaljivanju treba da bude koncipiran kao sveobuhvatan (wraparound) servis, u kome sistem socijalne zaštite ima koordinirajuću ulogu pri planiranju i uključivanju mladih u resurse zajednice. Podrška mladima u okviru modela može da bude raznovrsna i da varira od specifičnosti lokala, ali je nužno da sadrži procenu rizika, kao i back-up planove sa mogućnošću povratka u hraniteljsku porodicu ili neki drugi vid zaštićenog stanovanja, ukoliko se osamostaljivanje ne realizuje po planu. Lessons learnt I Involvement of local resources/community is of a vital importance for leaving and after care of child-care leavers, to avoid their segregation within the system cycle. A model of support should be conceived as wraparound service, in which social welfare system coordinates planning and including youngsters into community setting. Services offered to youngsters can be diverged and varied, depend on local municipality resources. But, it is essential to undertake risk assessment,, as well as to define contingency plan in case the proposed support breaks down (return to foster family, protected accommodation, etc.) Naučene lekcije II Izuzetan značaj psihosocijalne dimenzije podrške pri osamostaljivanju: VAŽNOST PODRŠKE U KRIZNIM SITUACIJAMA, KOJE UGROŽAVAJU REALIZACIJU PLANA.
