•Utilization Certificate (Audited) for the year 2010-11 has been received
from J&K, Karnataka, Madhya Pradesh, Maharashtra and Rajasthan
•Provisional UC has been received from Chhattisgarh, Haryana, Kerala,
Sikkim, Punjab and Uttarakhand.
•Andhra Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Orissa, Tamil
Nadu and West Bengal has not furnished UC (neither provisional nor
audited)
•No fund has been released to Jharkhand and UP in 2010-11 due to nonreceipt of Bank A/c Details.
Areas of concern
• Further release of funds under NPHCE is possible only after
receipt of Utilization Certificate (duly signed by the
authorized Charters Accountant / Audit Officer and
countersigned by the competent authority of the State
Govt.) & Audited Statement of Accounts (in original) for the
year 2010-11, Provisional/Audited UC for the year 2011-12
and Statement of Expenditure as on 31.3.2012.
• Physical Performance Report not received from 3 Institutes
and 12 States
• Among States, reports received from Gujarat, Haryana, J&K,
Madhya Pradesh, Sikkim, Orissa, Punjab, Uttar Pradesh only
• Bank Account details are awaited from Uttar Pradesh (in the
name of State Health Society –NPHCE)

Issues requiring attention
• Further release in of funds in 2012-13 under NMHP is possible only after
receipt of UCs duly audited and SOE(in original) for 2010-11.
• Provisional UC for the year 2011-12 and Statement of Expenditure as on
31.03.2012
• Only 10 Districts in Tamil Nadu have been released funds as per the
revised guidelines. Others could not be released due to non submission of
UCs & SOE.
• MCI clearance/approval to be obtained by States to start PG Courses
under Manpower Development Programme
• To observe “World Mental Health Day” falling on 10th October, States may
ensure awareness building through IEC activities.

Introduction
• National Programme for Control of Blindness
was Launched in 1976 as a 100% Centrally
Sponsored Programme to reduce prevalence
of blindness from 1.4% to 0.3%
• As per rapid survey on avoidable blindness
conducted during 2006-07, the prevalence of
blindness has come down to 1%.
• 11th plan outlay was Rs. 1250 Crore.

Donation Counselors @Rs 10,000/- on contract basis.

National Programme for
Prevention and Control of
Deafness (NPPCD)
Disease Scenario
• Prevalence of severe to profound Hearing Loss is
291 per lakh population in India (NSSO Report of
year 2002)
• As per WHO (year 2003) Prevalence of significant
auditory impairment is 6.3% in India
• Causes of Hearing Impairment are - Acute
Suppurative Otitis Media (ASOM), Chronic
Suppurative Otitis Media (CSOM), Secretory Otitis
Media, Trauma, Rubella, Noise Induced Hearing
loss etc.
• Over 80% of the above causes are either
preventable, treatable or rehabilitation is possible
Objectives of NPPCD
 Preventing avoidable hearing loss on account of
disease or injury
 Early identification, diagnosis and treatment of ear
problems responsible for hearing loss and deafness
 Developing institutional capacity for ear care
services by providing support for equipment,
material and trained manpower
 Rehabilitation of persons of all age groups suffering
with Hearing Impairment
 Strengthening inter-sectoral linkages with other
Ministries for Prevention & Rehabilitation

Achievements & Strategies
• NPPCD was started in January 2007 in 25 districts of
10 States & 1 UT. Total of 184 districts of 16 States
and 3 UTs covered till 31/3/2012
• Total Programme expenditure during 11th F.Y.P. was
Rs. 47.57 crore out of which Grants-in-aid to
State/UTs was Rs 36.78 crore
• Strategies of Programme are:
1. Capacity Building of Human resource for service
delivery and development of institutional capacity
2. Promotion of outreach activities
3. Increased awareness through IEC
Provision of Funds at DH/CHC
1. Sound treated Room at DH for Audiological Assessment
2. Procurement of ENT & Audiological Equipments at DH &
CHC/PHC (Surgical Microcsope, Audiometers, Microdrills
etc.)
3. Salary for one Audiologist/ Audiometric Asst. & Hearing
Impaired Instructor at DH level
4. Training programme for ENT Specialist, Obstetricians &
Pediatricians, MO, CDPOs, ANM, AWW, ASHA
5. Procurement of Hearing Aids
6. Screening Camps in DH, CHC, PHC and Outreach
7. Approximately Rs 30 lakh is given to each district
CONCERNS…
1. Less priority accorded to Programme by
States/UTs
2. Lack of Coordination between State Nodal
Officer and District Health Administration
3. Failure to procure Equipments and hiring of
Manpower by State/UTs
4. Non submission of Utilization Certificates and
Progress Report to MoHFW by 11 States out of
19 States/UTs. (Assam, AP, Gujarat, Tamil
Nadu, Uttarakhand, UP, Manipur, Madhya
Pradesh, Jammu & Kashmir, Himachal Pradesh
and Meghalaya) resulting in non release of
funds in the current year.
