Before TCI (Year 2000).
•
No Thai databases to collect Thai and local articles.
•
No citations of any published articles recorded.
•
The major aim was to publish and disseminate their own staffs papers for
their own academic promotions.
•
Most Thai journals did not have strong peer review process and some had
never peer review at all.
•
Most journals could not publish articles in timely manner.
•
There were multi-formats and -styles in one journal.
•
No journal evaluation processes had ever taken place for Thai-Journals.
•
Most articles have never been cited, mostly self-citations.
•
Never used any local publications and citations for budget allocations.
•
There had never had any symposia or conferences for journal editors to
meet and share their publishing or editorship experiences.

Missions of the TCI Centre
1. Collect published articles and citations for Thai journals,
and develop search and retrieval tools in the form of
sustainable TCI database [link]
2. Report the Thai journal impact factors on a yearly basis in
the same way as those provided by ISI [link]
3. Conduct scientometrics research in related issues and
publish articles regularly in national and international
journals [link]
4. Provide academic and social services as well as training
and consultancy on how to improve the journal quality
across the country [link]
5. Seek partnership with related organizations both locally
and internationally [link]

Social impacts of TCI
 Thailand has its own online database which contains not only
bibliographic records of journal articles, but also the citations
 Thai articles have greater visibilities (more Thai journals indexed
in ISI and Scopus, higher impact factors, more citations,
authorships).
 More online publications of Thai journals.
 Based on citation records and the impact factors, some of the
journals have much higher submissions, whereas some had to
terminate themselves due to too low submissions.
 TCI organizes an annual forum for Thai editors (about 200 editors
each year) to update publishing news and policies, and also to
exchange ideas and experiences on how to run better scholarly
journals.
 TCI’s database supports the HEIs, and funding agencies for
quality assurance evaluations, research assessment exercises,
academic promotions, funding allocations.

Examples of specific impacts
TCI (as of 2011)
 The Bangkok University and other many universities (>10 univ)
set their policies that only Thai articles indexed in TCI are
accepted for academic promotions.
 The Thailand Research Fund (One of the biggest research
funding agencies) annually assesses the research performance
of instiutions and universities financially supported by using the
citations and the Thai-journal impact factors of TCI to grade the
journals as well as the published articles.
 The office for National Education Standards and Quality
Assessment (Public Organization) assesses the research
performances of all Thai universities by giving higher weights for
Thai articles indexed by TCI Centre.
 More than 20 universities in Thailand award their researchers (in
cash) who publish their works in specific international databases
(ISI, Scopus and PubMed) for international articles and the TCI
database for national articles. (Ex. Thammasart, Chulalongkorn,
Taksin, Mahanakorn universities).

Current challenges faced by TCI
• Best articles still go to international journals. Thus, citations of
Thai articles are low. Best professors still do not publish their
works in Thai.
• Most journals are produced in faculty and/or university levels,
thus the publishing policies are dependent on its own
administrators.
• Most editors are commissioned by duty and doing editorship
work part-time.
• Thai journals still publish in different formats – difficult to merge
them.
• Most thai journals(articles) still have low visibilities (citations) by
regional and international peers, mainly due to the language.
Most citations are within Thailand.

Criteria for TCI inclusion
• Submitted journals must be published within Thailand.
• The journal age must be 3 years minimum.
• Journal issues must be published on time (one issue delay allowed)
as stated in the Editorial and journal policies.
• All articles must be peer-reviewed before accepting for publication.
• All articles must have abstracts in Thai and English.
• All articles should have cited references.
• Journal must have reliable and active editorial board members.
PS: There is a slight difference for social science journals (such as
book reviews).
