PRB Act Press And Registration of Books Act, 1867 Features OF PRB Act: Under this Act , the printer and the publisher has to appear through an authorized agent before a specific Magistrate and make a declaration that he is the printer or publication incharge . Then the Magistrate has to write to the press registrar to ascertain the formalities that the intended newspaper is free or is same or similar to that of any other newspaper published either in the same language or in the same State. The Press registrar has to reply after the verification of the records. On receiving clearance from the Press Registrar , the Magistrate has to authenticate the declaration and send copies to the intended printer or the publisher. After that the Press registrar issues a certificate of registration. But according to Second press commission , there is no need for personal appearance before the magistrate for this purpose. After sending the declaration and affidavit regarding the title the publisher should be free to commence the publication.
