NO! …But Local Governments which want to obtain ISO 9001 – 2008 are obliged to meet the requirements What are the benefits for Local Governments holders of ISO 9001 – 2008? CREDIBILITY! THE LOCAL GOVERNMENT’s COSTUMERS (LOCAL CITIZENS) THE NATIONAL GOVERNMENT THE WORLD INVESTORS IN EUROPEAN DIMENSION: WHO ELSE WANTS TO KNOW IS THE PUBLIC PRODUCT DELIVERED BY LOCAL GOVERNMENTS MEETING THE WORLD STANDARDS? THE EUROPEAN UNION COMMUNITY WHY? BECAUSE THE EU MEMBERS – COUNTRIES ARE SHARING LIMITED AMOUNT OF SOVEREIGNITY IT MEANS THAT THE EU MEMBER - COUNTRIES ARE SHARING WEALTH ON THE POLICYMAKING PLATFORM THE EXPRESSION OF THIS WEALTH – SHARING PROCESS IS THE EU COHESION POLICY LOCAL GOVERNMENTS ARE MAJOR PLAYERS IN THIS PROCESS OF COHESION IF LOCAL GOVERNMENT HAS NOT BUILT A QUALITY SYSTEM FOR STRATEGIC PLANNING & MANAGEMENT, THE QUALIITY OF THE PUBLIC PRODUCT IS NOT MET, THE GOALS OF THE COHESIAN POIICY ARE NOT MET AND THE WEALTH SHARING PROCESS IS NOT WORKING What ESPAC Initiative wants to achieve?
