THE CONTEXT
1)Institutional
websites
are
becoming
the
main
vehicle
of
transparency
2)Public administrations in Italy are more than 20,000, many of them are
independent organization, with their own institutional
website:
• 8.100 MUNICIPALITIES
• 300 CENTRAL PUBLIC ADMINISTRATIONS
• 1.600 OTHER TYPOLOGIES
• 10.000 SCHOOLS (which also are Public Administrations)

to be
published on websites (For a shake of simplicity, they are
grouped in
42 subsets)
THE COMPASS OF TRANSPARENCY:
HOW IS MADE?
The heart of the system is an engine (made by
software algorithms sensors),which analyzes
institutional websites, and automatically, collect
data into a data warehouse .
Now the system looks for links and some kind
of contents and informations.
In a month we are improving feature to give
probability, for each section found, to be filled
with contens, data and information.
Web sites verification is performed by
comparing found contents with defined and
standardized requirements.

“RANKING AND COMPARING” FEATURES TO
ENHANCE COMPETITION AMONG PUBLIC
ADMINISTRATIONS
The Ranking and comparing features enable an “healty”
competition among public administrations and greatly
contribute to improve transparency
Those administrations which are located among the first in
the list will become the most controlled ones on behalf of
either public administrations and citizens.

OGP countries, for benchmark actions, and for a global and
