Goal of the CI FSS
• CARE, in partnership with stakeholders,
supports the empowerment of poor women
and girls to realize gender equitable and
sustainable food and nutrition security
Impact Group
• Vulnerable women and girls living in ultrapoverty, marginalized from socio-economic
support and opportunity
Theory of Change
CARE supports the
empowerment of
poor women and
girls to realize
gender equitable
and sustainable food
& nutrition security
by….
Demonstrating
a long-term
commitment to the
community
Addressing all three
components of the

and resilience to

Resilience
x
Women realize their
right to food through
increased access to
and control over
resources
Promote pro-poor
and gender
equitable
institutions that
protect and
promote the food
security and
nutrition of poor
women and girls

Logic of the ToC…..
• Domains of change – you cannot
achieve gender equitable and
sustainable food and nutrition
security unless you address the
underlying causes of poverty and
inequality and build just (equitable,
fair) systems for managing
opportunity, risk and uncertainty
Technical pillars for a
comprehensive approach
• Agricultural production and marketing systems
• Livelihood strategies
• Nutrition
• Social protection
• Emergency response
• Right to food linked to governance
To transform the lives of women, girls and their
families by building on their own capabilities and
desires to ensure the availability, access , utilization
and stability of safe, quality nutritious food
An integrated approach – The
technical pillars
• The technical pillars do address the key
components to build livelihoods and protect and
provide food and nutrition security for the most
vulnerable
• The technical pillars do not articulate
fundamentals about CARE’s approaches –
program approach, analysis, advocacy, women’s
empowerment and gender transformation
• Therefore, we will contextualize the CI FNS
strategy with a program framework
CI FNS Strategy Framework (CARE UK)
• Availability
• Access
• Utilization
• Stability

Big Questions:
Overarching
• What are the UCVPs in Pathways COs?
Which of these barriers should CARE work
on?
• Why are women and girls hungry? Analysis
of the right to food, inequities and social
justice
• Policy scans etc
Questions ????
• Women’s Empowerment (WE framework)
– Is women’s empowerment fundamental to achieving food
and nutrition security? Why and in what ways?
• Strengthening Resilience (Livelihoods framework)
– What do we mean by resilience, and how to you strengthen
resilience of chronically food insecure women?
• Governance (UK Governance Framework)
– How can more accountable systems for food and livelihoods
justice be built?
Positioning CARE in FNS
• How do we communicate and represent the
strategy across the organization? How do we
engage with teams in CI member offices?
• How is the strategy relevant to developing longterm programs? In what ways can it be
operationalized?
• How do we build our profile and use this to lever
new partnerships?
• How is CARE a good investment for allies,
partners and donors?
CI FNS Strategy
• How can we be effective in supporting
country office portfolios for long term
programs in FNS?(design, implementation,
partnerships, resources and impact
measurement)
• What are current realistic approaches and
activities for FY15 and beyond?
