value of improved
coordination across MPO
boundaries
• But wanted to maintain
autonomy for a variety of
reasons
• So, MPOs formed formal
alliances of two or more
MPOs working together
on issues of joint interest

coordinate regional
transportation planning
activities with one or more
neighboring MPOs
