What is it and What is its’ purpose?

A facility to avail of funding that will enable
sports clubs to develop and improve the
facilities they currently use – aim is to
maximise use in appropriate locations – priority
is given to applications from disadvantaged
areas

Who can apply?



Any voluntary or community sports
organisation
Any sports national governing body
Schools, colleges & local authorities (only in
certain circumstances)

Who cannot apply?

Claims from clubs and organisations in
Gaeltacht areas are not met from this
programme – such applications must be made
to the Department of Community Rural &
Gaeltacht Affairs, Furbo, Co. Galway

How much funding is available?


Specific local facilities – 70% of the total
approved eligible project costs
Specific local facilities in disadvantaged areas
– 80% of the total approved eligible project
costs

How much funding is available?



National facilities – dependant on appropriateness &
scale of the individual project
The balance of the project cost to be met from own
resources (fund-raising, external loan finance,
sponsorship donations, etc)
NOTE – actual amount awarded to each applicant is
contingent on total amount of funding awarded from
one year’s programme to all applicants

What can the funding be used for?


Provision of new or improvement to existing
sporting facilities only
Capital Expenditure: e.g.; new changing rooms
& shower facilities; training pool; equipment
storage areas, etc

What can the funding be used for?


Equipment Expenditure: e.q.; permanently
based sports equipment that will be securely
housed & in use for more than 5 years, (say,
rowing machines)
Items that do not qualify include site costs;
recreational facilities; clothing, etc (private
funds should finance this as tax relief is
available to the contributer)

 List amount of own funds being contributed
 List details of expected use once complete
 List details of project cost
 List details of management

Special requirements:
Projects with estimated costs exceeding
€500k require a feasibility study to be carried
out

Projects with estimated costs exceeding €80k
require a deed of covenant & charge to be in
place
OPW will monitor the progress of projects
exceeding €150k in cost – OPW will also
inspect all relevant papers

Special requirements:
For grants exceeding €6½k Tax Clearance
Certificates (TCCs) of applicants must be
available and up to date
TCCs of suppliers must be available for
equipment costing > €6½k

Guarantee Bonds are required for contracts
exceeding €150k
Voluntary labour can be used on projects
exceeding €50k if it can be shown that this
saves costs
All projects must be disability-accessible

Disqualification of Applications
Automatic disqualification from further
consideration:
 Projects that have already begun construction
 No evidence of funds or planning permission
 Lack of necessary legal paperwork

Awarding & Payment of Grants





Payable as work progresses
Only original invoices are paid
Invoices for work not included in original
submission will not be paid
Terms & conditions of undertakings must be
provided to DoAST – insurance to be in place
No work to commence until Grant Awarded
