UNESCO International Institute for Capacity Building in Africa 1999 - 2009 Background • Since the World Conference on Education (Jomtien, 1990), strengthening the capacity of African Ministries of Education was a major condition for Achieving EFA goals. • This was also the central theme of the ADEA Biennale (Dakar, 1997) . The 29th General Conference of UNESCO (Paris, 1999) created IICBA, a category I Institute based in Addis Ababa, Ethiopia.
