Bilateral Aviation Safety Agreements,
re. Aircraft From Russia and the CIS
- New Policy for (imported) “Public Use” aircraft could save American lives and property this
year.
- Connecting the elements toward certification.
(Post – presentation note: These agreements speak to “import” rather than certification of
foreign aircraft. Processes are outlined at faa.gov.)
In the war against wildfire, California now has a brother in arms, Texas.
Problems?
Contract structures among agencies, political will, funding …
8 – 10 Large Air Tankers remaining, while people and animals die, property burns…
As losses mount into the $ billions annually.
But then you know that part already.
Offshore options are available. Policy and trends inhibit use today.
Texas burning in 2011.
2012 potentially drier.

Summary
In the past 20 years…
The U.S. and Russia established a Bilateral Aviation Safety Agreement in 1998.
Certifications by U.S. to date, the following aircraft have achieved FAR certification:
FAR 25 - IL-96T heavy cargo jet aircraft with PW 2037 engines, Collins avionics.)
FAR 23 - Be-103 light amphibian (Continental IO360 engines, MTU propellers)
- IL-103 light trainer
Bilateral Failure: Political will has been lacking on both sides, while lives in
balance and various opportunities are missed.
The FAA should be directed by Executive order to amend the bilateral
agreement with Russia, adding the following subparagraph:
…“all Russian made, Russian certificated manned aircraft as equipped, for aerial firefighting and emergency operations under
Public Use contracts with federal, state and local agencies”.
