CDD is a strategy that gives: Control over decisions Control over resources To COMMUNITIES CDD The Community is the BOSS in CDD The community is the Voice Inclusion Participation • Involved from start to end. • Direct access and control of the funds. • Make development decisions on priority needs and solutions. • Make government accountable (social accountability). Harmonizing NCDDP and GPBP Implementation NCDDP and GPBP share common municipalities. Both programs can complement each other through community-level action planning using CDD and GPBP-coordinated budgeting Municipalities can continue CDD operation with GPBP support, even after the end of the four NCDDP funding cycles. NCDDP and GPBP GPBP ensures NGA plans (funds) are responsive to local needs for poverty reduction. NGA Funds based on mandates Local Poverty Reduction Action Plan LGU Local Development Investment Programing ensure managed resources for sustained poverty reduction and growth. CDD ensures that community priorities inform municipal planning and budgeting. Municipal LGU Barangay LGU Community Community NCDDP AND GPBP will make Public Expenditure Management (PEM) Participatory, Transparent, and Accountable Regular LGU functions on PEM for development Performance Monitoring Making PEM PTA by enhancing engagement between citizens and government Budget Formulation Civic Engagement Expenditure Tracking Budget Review & Analysis Results experienced from implementing Community Driven Development (CDD) approach 1 Enhanced community empowerment is essential for addressing poverty at the local level. 2 The use of LGUs of CDD enhance significantly the effectiveness of poverty reduction initiatives. 3 The volunteer system provides good training ground for developing a new breed of community leaders. 4 Corruption or misuse of development funds can be drastically reduced through strong community participation in CDD mechanisms. 5 Support by barangay and municipal officials is critical.
