Trainer Recognition and Accreditation New Arrangements for Trainer Recognition and Accreditation In August 2012, the GMC released a document ‘Recognising and Approving Trainers: The Implementation Plan’. The document details the GMC’s new arrangements for the formal recognition of medical trainers in secondary care (and in primary care for those not accredited as GP trainers). Arrangements will be in place from 2013-14. The GMC is currently working to secure legislative change so that the process of recognition becomes a formal approval process in the future. Why is a formal recognition process necessary? The GMC anticipates that the formal recognition of trainers will improve the quality of training particularly in relation to: Trainers as positive role models, demonstrating good medical practice Teaching and feedback Assessment decisions The training of, and support for, trainers When will the new arrangements be introduced? The new arrangements are to be fully implemented by 31st July 2016. The new arrangements will be introduced using a staged approach in line with the following deadlines which have been set by the GMC: 31st December 2012 Deanery submitted a timeline for the implementation of trainer recognition to the GMC 31st July 2013 Deanery systems and databases must be ready 31st July 2014 All trainers to be registered on the database and have either provisional or full recognition 31st July 2016 New arrangements to be fully implemented Who will the new arrangements apply to? The new arrangements will apply to: All Educational Supervisors for postgraduate trainees All ‘Named’ Clinical Supervisors for postgraduate trainees Those overseeing education in medical schools Lead co-ordinators for undergraduate students at the different hospitals and community sites How will trainers be recommended for formal recognition by the GMC? Trainers to be formally identified by the Deanery AND Trainers to meet the accreditation requirements set out by the Deanery Recommend for formal recognition by the GMC Formal recognition of trainers by the GMC How will Educational Supervisors be accredited by the Wales Deanery? Educational Supervisors in Wales will be required to sign and meet the requirements of the Educational Supervision Agreement The Agreement defines the roles, responsibilities and rights of the three parties: An Educational Supervisor A Local Education Provider The Wales Deanery It also identifies the mechanisms to support the provision of high quality postgraduate medical education and training. What are the key aims of the Educational Supervision Agreement? The Agreement aims to professionalise the Educational Supervisor role by: Clearly defining the roles, responsibilities and rights of those providing educational supervision and those supporting Educational Supervisors Ensuring that Educational Supervisors receive protected time, resources and support to deliver their educational role, including increased recognition of the Educational Supervisor role within the Consultant job planning process and access to appropriate training Protected time to undertake the Educational Supervisor role = One hour per week per trainee Raising the profile of postgraduate medical training in Wales thereby increasing its attractiveness as a graduate destination and improving recruitment What are the accreditation requirements detailed in the Agreement? The Agreement includes an Educational Supervisor responsibility to meet the GMC’s standards in relation to the requirements of the Academy of Medical Educators’ (AoME) ‘Framework for the Professional Development of Postgraduate Medical Supervisors’. The Framework comprises the following seven areas: 1. Ensuring safe and effective patient care through training 2. Establishing and maintaining an environment for learning 3. Teaching and facilitating learning 4. Enhancing learning through assessment 5. Supporting and monitoring educational progress 6. Guiding personal and professional development 7. Continuing professional development as an educator How can Educational Supervisors demonstrate they have met the accreditation requirements? Educational Supervisors MUST: Undertake Educational Continuing Professional Development (CPD) activity as follows: • Eight hours of Educational CPD per year • Four of the eight hours to be recognised by CPD certificates and provided as evidence at annual appraisal • Cover at least two different areas of the AoME’s Framework per year • Cover all seven AoME Framework areas over a five year cycle Demonstrate/provide evidence of appropriate attitudes and behaviours How will the accreditation process work for Named Clinical Supervisors? The accreditation process for Named Clinical Supervisors is yet to be agreed and will be subject to consultation. The following key principles will apply: The role will need to be recognised in both appraisal and job planning Trainers who meet Educational Supervisor accreditation requirements will not require separate accreditation as Clinical Supervisors Clinical Supervisors will only be required to meet areas 1 – 4 and 7 of the AoME’s Framework The accreditation process for Clinical Supervisors is likely to take place over a five year cycle How will the Deanery monitor the implementation of the accreditation process? The compliance of individual Educational and Clinical Supervisors will be monitored at annual appraisal, where evidence of CPD activity and appropriate skills and behaviours will be required. The Deanery will work to: Establish arrangements to monitor trainer, Local Education Provider and Deanery compliance with Agreement responsibilities and accreditation requirements Develop remediation and other processes to handle instances in which accreditation requirements are not met How can I find out more?
