Administrative Errors/Voids 11 Test Security Measures Summer 2014 • Must strictly adhere to all JPPSS Test Security Policy procedures. • All personnel involved in any aspect of standardized testing must trained. • Only personnel trained in test security and administration shall be allowed to have access to or administer any standardized test. 12 Test Security Measures Summer 2014 • Assurance – All parties involved in the testing procedure must sign a JPPSS “Oath of Test Security and Confidentiality Statement” BEFORE testing begins. • Appendix I-A – Test Monitor “Oath of Test Security and Confidentiality Statement” today and turn in at end of meeting. • We collect them and keep on file. – The JPPSS “Oath of Test Security and Confidentiality Statement” must be kept on file for three (3) years. 13 Test Security Measures Summer 2014 • Assurance – AFTER testing is concluded all parties involved in the process must sign the “Oath of Test Security and Confidentiality Statement”. – Keep TA Oath on file at school site for 3 years. 14 Test Security Measures Summer 2014 • Materials: Storage – A predetermined, secure, locked area must be designated for storage of secure materials – the principal and School Test Coordinator (STC) should have the only keys for the duration of testing. 15 Test Security Measures Summer 2014 • Materials: Storage and Use – Test booklets and answer documents are secure materials that must NEVER be left in open areas or unattended. – Test Administrators (TA) should be given access to test booklets ONLY on the day(s) the test is administered. – Test Administration Manuals –must be given out at least one week before testing begins. 16 Test Security Measures Summer 2014 • Materials: Storage and Use – All testing materials must be accounted for using written documentation that is then forwarded to District Test Coordinator (DTC) at the conclusion of testing (Appendix VI). – At the conclusion of daily testing or during an extended break, all secure testing materials must be counted and returned to the secure, locked storage area. 17 Test Security Measures Summer 2014 • Testing Environment – Must be the same as the usual classroom environment (Appendix IV). – Complete form if large room such as library, cafeteria, etc. • Spacing between students • Space for students to handle materials • Procedures for controlling interruptions 18 Test Security Measures Summer 2014 • Classroom Preparation – The classroom must be prepared for testing. – Students need to be seated with sufficient space between them. Seating needs to be staggered. – Seating charts must be completed by each TA. – Any content related bulletin boards, walls, or posters must be covered or removed. – Conduct a walk through to determine that classroom preparation has occurred. 19 Test Security Measures Summer 2014 • Test Administration – Testing signs must be on door. – TA must have a list of accommodations for the students. – Students must have room for materials and to write at desks. – TA must read directions as written. 20 Test Security Measures Summer 2014 • Test Administration - Classroom – Test materials must be disseminated and picked up as directed in Test Administration Manual in a systematic order. – TA must periodically circulate around the room and monitor students as they are testing. – Students may highlight in their test booklets, but must not highlight on the answer documents. 21 Test Security Measures Summer 2014 • Test Administration Writing Sessions • ELA Writing Topic for LEAP • There are two or three lines of directions that appear above the reading passage(s). These directions will be read aloud by the TA to all students. • The Writing Topic is the task description that explains what the students must do. • The text for the reading passage(s) appears in a box following the directions. The students read the boxed text silently and use the text to support the ideas in their composition. The reading passage or passages in the writing session may be read aloud or signed only to students with the accommodation Tests Read Aloud or Communication Assistance. 22 Test Security Measures Summer 2014 • Test Administration Writing Sessions • LAA 2 • TA must stand next to a student and read aloud the ELA directions and Writing Topic from the student’s test booklet. • Separate copies are no longer provided. • TA must not discuss topic with students. • ELA Writing Topic for GEE 10 • TA must read aloud only the directions from the manual. • The Writing Topic may not be read aloud or discussed. 23 Test Security Measures Summer 2014 • Cell Phones – All student and TA cell phones MUST be turned OFF during testing. This must be carefully monitored during testing. – Students’ phones must be turned in to the TA before testing. 24 Test Security Measures Summer 2014 • Cell Phones – If an individual student’s cell phone is seen, rings, or if there is any cell phone activity while the phone is on the student’s person during the actual testing sessions, then the test on which the student is working will be voided. In such instances, the teacher is to collect the student’s test and answer document immediately and have a hall monitor take the student to the office. – The student must remain out the classroom until testing is completed for that subject. An Irregularity Report and a Void Notification Form must be completed and sent to the District Test Coordinator as soon as possible. 25 Test Security Measures Summer 2014 • Cell Phones • If a student’s cell phone rings and it is with the phones that have been collected, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided. • If a TA’s cell phone rings, is seen, or if there is any cell phone activity during testing, all students are to continue testing. An investigation by the Principal and School Test Coordinator will be conducted when testing is completed to determine if tests will be voided due to Administrative Error. 26 Test Security Measures Summer 2014 • Emergencies During Testing – Students should place answer documents on top of test booklet and hand all secure materials to TA as they file out of room. – TA should carry documents with them outside of the building. – If test security has been maintained, testing may continue after students return to the room. 27 Test Security Measures Summer 2014 • Emergencies During Testing – If test security has been compromised, testing should not be continued. Answer documents should be sent in with the responses that were completed prior to the emergency. 28 Test Security Measures Summer 2014 • Administrative Error – If tests are voided due to Administrative Error, a retest may be give prior to the next scheduled test administration. – $350 charge to school for each retest due to administrative error. 29 Test Security Measures Summer 2014 • How to Avoid a Violation – Do not examine any test items. – Do not give students access to test questions prior to testing. – Do not copy, reproduce, discuss, or use at any time, all or part of any secure test booklet or answer document. – Do not coach examinees in any manner during the test. 30 Test Security Measures Summer 2014 • How to Avoid a Violation – Do not alter or interfere with examinees’ responses in any way. – Do not provide answers to students in any form written, printed, verbal, or nonverbal. – Administer the tests in a manner that is consistent with instructions provided by LDE. – Follow all security regulations for distribution and return of secure materials. 31 Test Security Measures Summer 2014 • How to Avoid a Violation – Have a written accounting of secure materials before, during, and after testing. – Report ANY testing irregularities to the Principal and the District Test Coordinator. – TESTING IRREGULARITY REPORT to DTC (Appendix IX) – Testing irregularities to be on the look out for: • Excessive erasures • Plagiarism • Unauthorized materials use 32 Test Security Measures Summer 2014 • What Happens After a Violation – The District Test Coordinator (DTC) shall be notified in writing immediately by the School Test Coordinator (STC) and Principal. – The District Test Coordinator (DTC) starts an investigation process. – A report of the investigation and a written plan of action is provided to JPPSS and State Superintendent within 30 days. 33 Test Security Measures Summer 2014 IRREGULARITIES • When something out of the ordinary happens complete an irregularity form. • WHEN IN DOUBT, FILL IT OUT. 34 STATE Monitoring During Testing Monitor’s Role – – – Observing testing Documenting observations Notifying LDOE of issues requiring immediate attention NOT Monitor’s Role – – – Assisting in testing including supervision of students or materials Answering questions regarding testing Providing immediate feedback to schools 35 Payroll • Separate 10 hours stipend pay – Remediation – Testing 36
