Aim:
To determine the combinations of disaster management
policies across different ECI which lead to resilience which can
be described as “optimal”
Objectives:
1. Determine how different preparedness and mitigation
policies across Europe influence X (for various ECIs)
2. Determine how different response and recovery policies
across Europe influence T (for various ECIs)
3. Determine the interdependence of resilience curve
shapes across different (1) ECIs (2) countries
4. Through computer experiments, determine “management
cycles” which lead to resilience which is Pareto-optimal
