TANZANIA NATIONAL PROFILE
• The United Republic of Tanzania is one of 5 countries constituting the East
African Community (EAC). Other countries in the East African Community
include Kenya, Uganda, Rwanda and Burundi. Other countries collaborating
with EAC are Southern Sudan, Eastern DRC, Zambia, Mozambique and Malawi;
• Tanzania has a total area of 945,087 sq.km including 61,000 sq. km of inland
water constituting both Tanzania Mainland and Zanzibar;
• The Capital City is Dodoma located 450 km west of the major commercial city
of Dar es Salaam. Dar es Salaam is the major city on the coast of Indian ocean
on the Africa continent;
• Official currency is Tanzanian Shilling (TZS)
• National language is Kiswahili whilst English is widely used as official language
of education; administration and business communication. Other foreign
languages gaining touch on the land include French, Chinese, Arabic and
German;
• Population – 45 Million People
• GDP Growth – 7% in 2012

District Councils)

Local Governments in Tanzania:
• Established under Article 145 of the
Constitution of The United Republic of
Tanzania;
• LGAs are Obliged to follow national
legislation policies and priorities elaborated
in the national development framework and
plans

LGAs Responsibilities:
• Ensure peace, order, National Unity, good
governance and security of the people and their
property
• Promote social welfare and economic wellbeing
of all persons within its area of jurisdiction; and
• Plan for urban and rural development to further
social and economic development of their area
of jurisdiction;

• Tanzania is one of the least developed countries
which has great potential and prospects for
attaining higher growth and development levels;
• The country is endowed with natural resources,
pursues sound economic policies and has
attractive investment policies: natural gas,
mining, agriculture, tourism etc;
• Tanzania is a vibrant democracy and the
government is seriously committed to good
governance, rule of law and respect for human
rights.

• Motivated Human resource & availability of
skills development institutions i.e.
Universities, Technical Colleges, Vocational
Training Centres, Specialized Hospitals,
Research centres, etc;
• Strategic Geographical location;
• Attractive Investment Fiscal Regime.

WHY FOCUS IN REGIONS AND LOCAL
GOVERNMENTS
• Government Policies that support Decentralization by Devolution
whereby LGAs become central and engines of social and economic
development;
• LGAs have Land and other resources to invest in;
• LGAs are constitutionally legal entities and safe to work with;
• Capable Mayors, Chairperson and skilled and motivated staff who
are able to work and eager to realize the economic development in
their localities.;
• Capable and Motivated Regional Commissioners (Governors) to
coordinate and supervise cross cutting investments opportunities
in their regions (Provinces);
• Coordinated business communities ready to partner and

collaborate with Chinese counterparts.
Why Focus In Regions and Local
Governments …..
• There are wide range of investment opportunities
available at the Local Level and other institutions, i.e.;
- Establish Friendship/sister city relations;
- Road, railway, and Ports construction;
- Improve export products through value addition;
- Engage in investment in energy, agriculture;
infrastructure, transportation, health, education;
- Encourage companies and investors to invest in Textiles

concentrating in the 8 Regions and 31 LGAs of Tanga,
Dar es salaam, Coast, Morogoro, Mtwara, Lindi, Katavi

PMO-RALG’s Expectations
• Following Chinese Delegation Visit of last year and
our visit last June, 2014, We know that some of
Regions and LGAs have already entered into
contact
with
Liaoning
Province
Business/investment companies;
• RCs will lead, coordinate and take stock of all
businesses and investment opportunities agreed ;
• LGAs and Regions are ready to make seriousness
commitments with their Chinese counterparts and
look forward to get the same response from China
specifically Liaoning Province

• PMO-RALG is ready to coordinate city to city
collaboration and partnership with the aim of
attaining win win situation;
• As a county we going to witness increased and
strong contacts and collaboration both between
and among public and private sectors for the
mutual benefits of our two nations areas of
business and investment

Conclusion
• In one to one session, we have arranged by Sector Breakout
Sessions - Please make use of those sessions to cement our
long awaited collaboration;
• PMO-RALG, REGIONS and LGAs are always ready and will be
happy to work with Chinese Investors especially LIAONING
Province for the Mutual Benefits of the Peoples of our two
countries
• We believe that through the “spirit of Genuine Partnership”
Local Governments and the Private Sector of Tanzania and
China will be able to promote competitive growth and
enhance national wealth for our two countries
