sorrow, shock, and support of one another. We
turned to our government for answers. How could
this happen? Will it happen again? What do we do
now?

One of the primary functions of a government is to protect the
people it governs. When America was attacked on September 11, 2001,
we felt vulnerable for the first time within our own borders. The
