Current Budget Situation
• The 2009-2011 budget deficit was $11.6 billion.
• State revenues continue to decline; more people need
help from the state
• Future:
 Drastic cuts to services announced to balance current
budget;
– $520 million in across-the-board cuts
– Additional cuts in the supplemental budget
 At least a $4 billion deficit is projected for the 20112013 biennium.
• Much of the budget is protected and cannot be cut.

16
Who Has Authority to Do What?
• Governor:
 Across-the-board cuts
 No discretion in what areas to cut
• Legislature:
 Line item budget changes
 Additions and cuts
