5-year-old finds flaw
in Xbox Live security
SAN DIEGO (AP) — A 5-year-old San Diego boy has outwitted the sharpest minds at Microsoft — he’s found a backdoor
to the Xbox.
Kristoffer Von Hassel managed to log in to his father’s Xbox
Live account. When the password log-in screen appeared, Kristoffer simply hit the space button a few times and hit enter.
Robert Davies tells KGTV-TV that just after Christmas he
noticed his son playing games he supposedly couldn’t access.
Davies, who works in computer security, says he reported
the issue to Microsoft, which fixed the bug and recently listed
Kristoffer on its website as a “security researcher.”
A Microsoft statement says “we take security seriously” and
thanks customers for highlighting issues.
It’s not the Kristoffer’s first triumph. At a year old, he

General Description:
The incumbent of this position is responsible for the National Register program for the
American Samoan Historic Preservation Office under the administrative direction of the
Historic Preservation Officer.
Key Duties and Responsibilities:
• Responsible for the National Register Program
• Responsible for all aspects preparing National Register Nominations
• Responsible for ensuring that at least two National Register Nomination is prepared and
submitted each fiscal year
• Responsible for researching and writing ‘historic contexts’ as support material for
National Register nominations and publishing them in academic journals as
appropriate, ensuring that at least one historic context will be written each fiscal year
• Responsible for reviewing and providing comments to the Historic Preservation Officer
on National Register nominations public submitted by the public or by Federal Agencies
to ensure that they meet the National Register criteria and regulations
• Responsible for writing and distributing notification letters to landowners of proposed
National Register nominations, as per the National Register regulations
• Responsible for preparing and presenting overviews of National Register nominations
to the American Samoa Historical Commission
• Responsible for assisting staff archaeologists with assigning site numbers to newly
identified historic properties upon request
• Responsible for the development of historical aspects of a public awareness plan
concerning historic properties and the National Register program including the writing
of at least five press releases each fiscal year

preparation of National Register nominations
• Responsible for assisting staff archaeologists with assigning site numbers to newly
identified historic properties upon request
• Responsible for cooperating with and assisting historian, archaeologists, scholars,
students, and associations with archaeological and historic preservation related
information requests and queries, including logistical support for visiting scholars
• And all other duties and responsibilities as assigned
Knowledge and Ability:
• Knowledge of Pacific, Polynesian, and Samoan history, or North American history
(preference will be given to candidates with knowledge of Pacific, Polynesian, and
Samoanh istory)
• Knowledge of the U.S. National Register Program and the Historic Preservation Act of
1966, as amended, and how the National Register Program relates to the Review and
Compliance and Survey and Inventory Programs
• Knowledge of public information education; Samoan Language are pluses
• Ability to communicate effectively with agencies in the federal and territorial
governments regarding National Register and historic preservation issues, as well as
professional and historic preservation organizations through written and oral mediums
• Ability to adapt to local cultural setting
• Ability to render technical assistance to appropriate agencies and interested citizens
Academic and Experience Requirements:
Applicant must have a Master degree in History or related field from an accredited college/
university plus 2 years of work related experience, or a Bachelors degree History or related
field from an accredited college/university plus 4 years of work related experience, 2 years of
which at a supervisor level. Other criteria that will be considered include (2 years): experience
in research, writing, teaching, interpretation, or other demonstrable professional activity with
an academic institution, historic organization or agency, museum, or other professional
institution; or substantial contribution through research and publication to the body of
scholarly knowledge in the field of history. Years of progressively responsible working
experience may be substituted for portion of the academic requirement. Salary will be adjusted
according to experience.

Hail to the Oafs

It’s hard to tell if Washington NFL team owner Dan Snyder
has publicly embraced the desperate plight of Native Americans because he’s genuinely moved, or whether it’s a cynical
crisis-management stunt by a man whose franchise is under
siege because its name is a slur, the hateful R-word. If it is the
latter, then Snyder might want to find new PR people.
He and/or they have announced that economic assistance
will be funneled through their Original American Foundation.
That’s right: OAF. Critics are having a field day with that, suggesting that Snyder’s open letter about providing coats, 3,000
so far, and athletic shoes and other largesse to reservations after
he and his staff had visited several of them was nothing more
than an oafishly cynical effort to take the heat off and try to
slow momentum of a campaign to get rid of the team’s hateful
brand. Snyder says he will never do that, because it represents
a grand history of professional football in D.C.
Never mind that the tradition includes an owner, George
Marshall, who was a rabid racist, who only allowed black
players on his roster after heavy financial pressure. And, of
course, never mind that the desperate straits Native Americans
struggle with today have grown out of the brutal treatment
afforded previous generations. The R-word is a symbol of that
oppression, an inflammatory slur.
You’ve heard this all before. The debate has been laid out
many times. President Barack Obama has weighed in carefully in favor of a new name. Even NFL Commissioner Roger
Goodell has hinted that maybe the time has come. But perhaps
those who live outside the Beltway, those who cheer for other
teams, are wondering why they should even care about this
issue, particularly when polls show that a majority of the fans
don’t want a change.
First of all, let’s face it: Otherwise sensitive and socially
conscious people turn into fanatics when it comes to their spectator sports. They’re crazed. I know, because I’m one of them.
Still, we should be aware that a pejorative name for one of the
teams demeans the entire league.
Snyder is well aware that a growing number of fair-minded
fans are realizing that they are, in fact, deeply offended, now that
the issue has been forced into their minds, and are beginning to
question whether their cheers should include an out-and-out slur.
He’s clearly getting nervous. Why else would Snyder suddenly be moved to show his concern: “The more I heard, the
more I’ve learned, and the more I saw, the more resolved I
became about helping to address the challenges that plague the
Native American community.”
Obviously, it’s great that he has suddenly discovered the
wretched conditions that plague the reservations, and plans to
address them (he didn’t say how much he’d contribute). But,
until he realizes that the nickname that identifies his business
is a fundamental part of the problem, this is just a token effort.
A lot of us have had fun suggesting alternative names for the
Washington Slurs: the Politicians, the Lobbyists, the Special
Interests, all using a pig as a mascot. But here’s another idea:
Let’s call them the OAFS. The symbol? A decal of Dan Snyder.

HOUSE VERSION OF $625K SUPPLEMENTAL
PASSED WITH AMENDMENTS
The House of Representatives has approved their version of
the Fiscal Year 2014 $625,000 supplemental in third reading
yesterday with a final amendment of $300,000 allocated to
materials and supplies for the Fono, and $325,000 for what the
measure was intended — the repair and rehabilitation of the
main highway between Visa Point (around Lauli’i village) and
Fagaitua.
This is one of four issues on the agenda for the special session
called by Acting Governor Lemanu Peleti Mauga. The amendments were discussed on Thursday, during the regular session,
and House Budget and Appropriations Committee Chairman,
Timusa Tini Lam Yuen reported the $625K supplemental in for
second reading.
House Speaker Savali Talavou Ale called a recess while
the lawmakers voiced their concerns over the measure. Vice
Speaker, I’aulualo Talia Fa’afetai proposed an amendment of
$300K for the Fono and the remaining for its intended purposes,
which was seconded immediately by other members of the
House.
Funding source for the measure comes from the $625,000
that was a “partial line item veto” in the FY 2014 budget by
Governor Lolo M. Moliga. The Senate has tabled this measure,
while they proceed to the Court to seek a judicial ruling on the
legality of the “partial” line item vote.
HOUSE HEARING ON
RETIREMENT BOARD NOMINEE
It’s been almost two years since Retirement board nominees
have been going back and forth before the Legislature, and this
is the fifth time the Lolo and Lemanu Administration has submitted nominees since they took office, Representative Faimealelei Anthony Allen pointed out during the hearing before the
House Retirement Committee Thursday morning, which lasted
a mere 15 minutes.
Faimealelei said he’s concerned about this since this is the
fund that government employees fall back on when they retire
from their service to ASG.
The nominees who appeared before the House hearing were
Aleki Sene Sr., Sen. Magalei Logovi’i, Human Resources
director Sonny Thompson and Maaelopa Bob Tuiasosopo, while
Beaver T. Ho-Ching was not present as he’s currently off island.
Treasurer Dr. Falema’o ‘Phil’ Pili did not attend the House
hearing as his nomination was not approved in the Senate earlier
this week, and approval in both chambers is required.
Rep Atualevao Gafatasi Afalava noted that the retirement
board members’ main mission is to protect the retirement fund
and they should carry out their duties diligently and honestly,
and then motioned to dismiss the nominees from the hearing and
allow the committee to elaborate more on the matter.
The committee is expected to hold another hearing on
Monday, where Ho-Ching will attend, and following the hearing
the House is expected to vote on the nominees.
In the Senate on Wednesday the nominees endorsed were:
Thompson, (12-4); Maaelopa (13-3); Sen. Magalei (11-5); and
Aleki Sene Sr. (12-4). Rejected — again — by the Senate, was
Pili in a vote of 6-10.
REP LEGAE’E ASKS ASG TO
INVESTIGATE WHY LT LIUSILA BROWN WAS SHOT
Rep Fatulegae’e Mauga has appealed to the Attorney General’s office and the Department of Public Safety to conduct
an investigation into why Lt. Liusila Brown was shot — in
July 2010. The faipule made the appeal to open an investigation during a hearing before the House Public Safety Committee, when DPS officials and Deputy AG Mitzie Jessop were
answering questions on the recent move by Police Commissioner, William Haleck to arm police officers.
During the hearing on Tuesday, the faipule asked the witnesses if they ever wondered why Liusila was shot and stated
there is a reason for everything that happens.
Fatulegae’e said he was informed that Liusila was shot
because of how he treated a woman, who is the mother of the
shooter. He said, “No one would standby when anything happens to his or her parents.”
Deputy AG Jessop, who’s prosecuting this matter, pointed
out that she cannot comment on this matter as the case is pending
in the High Court for prosecution.
In the meantime, Commissioner Haleck told Samoa News
the question the faipule raised was covered in the investigation
of Brown. “Which I am not at liberty to further discuss with
anyone as this case is still pending in court. When this case is
finally heard in court, I am sure all of the facts of this case will
be disclosed at that time,” he said.

American Samoa native and fallen Toa o Samoa, U.S. Air Force Staff Sgt. Robert ‘Danny’
Hollister, was honored in February during the naming ceremony for the ‘Hollister Auditorium’
at the C-17 Squadron Operations held Feb. 28 at the Joint Base Pearl Harbor-Hickman, Hawai’i.
Hollister’s family including his parents, Rev. Dr. Tony Hollister (second from left) and Mrs.
Anna-Marie Hollister hold a picture of Hollister. Family members traveled from American
Samoa to attend the ceremony. Others in the picture include two Air Force officials who were
part of the ceremony.
Lt. Col. Any Leshikar, in an invitation letter to Hollister’s parents, said, “I was always amazed
with his strong military bearing and his strong display of professionalism. He seemed to truly love
being an airman and loadmaster” in the U.S. Air Force.
“He was an exceptional Airman,” he said.
In a March 2012 news release, the Air Force said Hollister died of a head injury after falling
from a one-story building while deployed to Udon Thani, Thailand, in support of Exercise Cope
Tiger 2012. Hollister was an A C-17 loadmaster assigned to the 535th Airlift Squadron at Joint

Gov. Lolo Matalasi Moliga has stressed to the Department
of Education to work collaboratively with Human Resources
for the implementation of salary adjustments for teachers and
to have the changes in place before the final fiscal year 2015
budget is sent to the Fono.
In a Mar. 31 letter to DOE director Vaitinasa Dr. Salu HunkinFinau, the governor says that before he left the territory in February, he had instructed HR director Sonny Thompson “to work
with you to adjust the salaries of teachers making below the
established salary threshold of $23,000 for the Bachelor Degree
holder and $27,000 for the teacher with a Master’s degree.”
(In a Jan. 6 ‘Executive Policy Declaration’ memo, Lolo
established the new entry level compensation package for ASG
employees, $23,000 or $27,000 per annum for a bachelor’s or a
master’s degree respectively. The memo also instructed DHR to
review the current government workforce to determine college
graduates making below the established threshold salary levels
to ensure appropriate salary adjustments are executed.)
Lolo recalled that last year’s Educational Summit affirmed the
desire of teachers to have their compensation packages adjusted;
hence, the issued policy declaring attempts to “address this disparity but more so to send the strong message to the teachers that
we recognize their true value and the crucial role they play in
raising the educational performance of our children.”
According to the governor, it has been reported to him that
personnel actions implemented so far do not reflect the organizational chart that the DOE submitted to him for approval.
He pointed out that financial resources allocation decisions are
predicated on the organization chart and any deviations will not
be approved as he has already indicted to the HR director.
“Positions can’t be shifted without revision of the organizational chart. The practice of moving positions not in compliance
with the approved organization chart is to cease,” the governor
wrote, but didn’t provide any other details.
Lolo stressed in his letter the need for Vaitinasa to collaborate
with Thompson to implement the adjustment of the teachers not
compliant with the compensation policy.
“The adjustment should take into consideration the years of
actual teaching experience, hard to fill content area, successful
completion of teaching competency tests, and performance,”
Lolo said, adding that this task should be completed before the
FY 2015 Budget is prepared to ensure that needed financial
resources are earmarked and incorporated.
The annual budget call for the next fiscal year usually goes
out to directors around May or early June each year.
Speaking to lawmakers in January, the governor first revealed
that he has instructed DOE to address the compensation package
for the teachers, and this task was to be included in the FY 2015
budget plan.
Because of inquiries from our readers, Samoa News should
point out that the governor told his cabinet directors in a conference call from Honolulu two weeks ago that while he remains
in Hawai’i for his medical check ups, he will still work from his
Honolulu office along with other staff members from American
Samoa.

Youth 10-12 years old interested in
Marine Science encouraged to register

Local youngsters have a chance this summer to learn basic marine science when the National
Marine Sanctuary of American Samoa (NMSAS) hosts the Ocean Star Summer Program, set to
be held June 23 — July 18 at the Tauese P.F. Sunia Ocean Center in Utulei.
Last year, a total of 20 local students took part in the program, which included walks to Utulei
Beach to examine the calcium carbonate skeletons of the coral along the shore, as well as learn
about threats to coral reefs, and how they can help prevent those threats.
This year, the number of participants could increase, thanks to more interns expressing interest
in helping out during the summer.
According to NMSAS officials, they might be able to accept as many as 30 students for the
program this summer, as they are expecting five interns to help carry out the program.
NMSAS Education, Outreach and Community Coordinator Apulu Veronika Molio’o
Mortenson said the interns were here before and asked if they could return this year.
A total of four interns will be arriving from the University of Hawai’i- Hilo. Two of the interns
are being educated through scholarships provided by the NMSAS (one on full scholarship, the
other on a partial one).
Next summer, the interns have the chance to visit the Marine Center in Sarasota, Florida, at
the MOTE marine laboratory, which is a non-profit research facility that accommodates over 300
interns a year.
This year’s Ocean Star Summer Program will be held three times a week (Tuesday, Wednesday
and Thursday) from 8 a.m. - 11 a.m. for four weeks.
The target age group are 5th, 6th and 7th graders, or those between 10 and 12 years of age.

The program is free of charge and will include many hands-on activities, video clips, and field
trips to areas within the National Park of American Samoa, as well as a trip to Fagatele Bay.

NEW YORK (AP) — The New York Police Department
says four of five people pulled from a vehicle submerged in a
New York City creek have died. The fifth apparently escaped
serious injury.
Police say two men and two women were pronounced dead at
area hospitals after rescue divers pulled them from a vehicle submerged in Steinway Creek in Queens around 10:35 p.m. Friday.
Authorities say the survivor was the driver. A fire department
spokesman says he was in stable condition at Elmhurst Hospital
Center.
It wasn’t immediately clear how the vehicle became submerged. Police say they are investigating.
The accident occurred at a dead-end street next to the creek in
Astoria, an industrial Queens neighborhood.
Mudslide: Hundreds
gather for prayer service
ARLINGTON, Wash. (AP) — Gov. Jay Inslee was among
several hundred people who gathered Friday night for an interdenominational prayer service honoring the victims, families
and rescuers affected by the deadly March 22 mudslide in Oso.
Hanging at the front of the Haller Middle School gym where
the service took place was a large banner that simply said
“Together.”
Clergy involved in planning the Arlington event wanted to
reflect the connection among neighbors not only in Oso but in
nearby Arlington and Darrington, KING-TV reported.
The audience twice gave standing ovations to first responders
who continue to search the debris for missing people.
“Nobody, and I mean nobody, could be prepared for what
we encountered,” Arlington Fire Chief Bruce Stedman told the
crowd.
As of Friday, the toll stood at 30 people dead and 13 missing
in the landslide that buried the community of Oso, about 55
miles northeast of Seattle.
“I’ve walked away many times, saying to myself, ‘Why, God,
why?’” said chaplain Ralph Fry. “And what I do know today is
that God’s love sustains us in the darkest moments of our lives.”
Four private memorial services are scheduled this weekend
for victims, slide response officials said Friday in a statement.

Description:
The Feleti Barstow Public Library (FBPL) is a semi-autonomous department of the American
Samoa Government, and is the State Library Administrative Agency for American Samoa. The
Territorial Librarian (TL) is responsible for the oversight of the day-to-day operations of the
FBPL, all of its branch locations, as well as the administration of the American Samoa Library
Consortium. The TL plans, organizes, directs, and promotes the mission, goals, and activities of

SEASON 2 OF LE LEO O
AMERIKA SAMOA OFF TO A GREAT START
Twelve of the 24 contestants on the popular Le Leo o
Amerika Samoa singing competition sang their hearts out this
past Wednesday, during a live broadcast of the solo performance
battles that featured a lot of head bobbing, finger snapping —
and tears.
This year, the format of Le Leo has changed slightly “to
make it more interesting for the singers, to show their development and expose their talent of singing,” said Tapumanaia
Galu Satele, Deputy Director of the Department of Youth and
Women’s Affairs (DYWA) who hosts the weekly live broadcast
of the show. “We don’t want the singers to get eliminated after
one bad night, so we’re giving them more than one chance to
show us what they have.” A panel of five judges (to be officially
named on April 23) will account for 70% of the final results,
while text voting will make up the other 30%
Three of the judges include two former Le Leo coaches from
Season 1, and a music teacher from a local high school. DYWA
is awaiting confirmation from the other two judges.
The judges will be responsible for determining the placement
of the top 12 singers. Contestants will be judged on their performance during last week’s duet battle and their scores will be
added to their points from Wednesday’s solo performance battle.
The highest 12 scores will move on to the next phase of the
competition while the other 12 will be eliminated. This will
be announced on April 23, the same day the panel of judges
will be revealed. Those in the top 12 will be required to sing an
upbeat song and a ballad. Scores will be tallied and those with
the highest scores will vie for the top prizes that include $2,000
for 1st place, $1,500 for second place, $1,000 for third place,
and $500 for fourth place.
The remaining singers will receive consolation prizes donated
by Blue-sky Communications (the major sponsor) and other
local businesses. Wednesday’s performances were top notch,
with singers giving it their all and audience members leaving
the Fale Laumei in awe. The event culminated with a final emotional performance by Tolu Aulava, who dedicated her rendition
of “I Look To You” by the late Whitney Houston to Tammy
Malae, a teacher at Faga’itua High School, who recently lost her
battle to cancer.

NMSAS SCIENCE TEAM
CHECKS OUT ‘BIG MOMMA’ IN TA’U
Last month, science and marine coordinators from the
National Marine Sanctuary of American Samoa (NMSAS) went
on a field expedition in Ta’u, Manu’a, where they had the chance
to document one of the biggest Porites coral heads in the world
— known as Big Momma.
Two dives were completed and followed-up by tow board
surveys that took place along the western side of the Ta’u sanctuary management area. Big Momma is located in the Valley of
the Giants, a region of reef along the South West coast of Ta’u
island that contains numerous giant boulder corals, among the
largest in the world.
According to the NMSAS, although the Ta’u giants have not
been properly identified by a taxonomist, they are most likely
the species Porites lobata (known commonly as lobe coral)
which grows very slowly, sometimes as little as 1cm (0.30 in.)
per year. This means that large colonies are among the oldest
life forms on earth. Big Momma is the largest in the Valley of
the Giants and may be the largest in the world. This past February, scientists measured Big Momma’s circumference at 41m
(135ft), making her average width 13meters, or 42 feet.
In 2012, Dr. Rob Dunbar and scientists from Stanford University took three long core samples from Big Momma, which
showed that she started growing around 1479 AD and has
enjoyed regular growth since.
Big Momma, in general, is healthy and in an area with good
water quality. The NMSAS reports that “there is a large tumor
on her south facing side, and a large fissure on her east facing
side with other corals growing in it.”
“The major threats to Big Momma include warming ocean
temperatures and acidification due to climate change, disease,
and Crown of Thorns Starfish (COTS), which are destructive
to corals.” Earlier this year in February, Sanctuary researchers
conducted video transcends across the cardinal points of Big
Momma to “document her state and have a baseline for comparison in the future. They also conducted tow board surveys
to check for Crown of Thorn starfish and to look for other reef
threats.” According to the NMSAS, no COTS or major disease
events were found, although there were numerous bleached
mushroom corals on the first survey.

Red Shirts set to rally
BANGKOK (AP) — Supporters of Thailand’s beleaguered
prime minister are holding a major rally Saturday on the outskirts of Bangkok, a move aimed at countering months of antigovernment protests and an increasing spate of legal challenges
that could bring down Yingluck Shinawatra’s administration.
The last time pro-government “Red Shirts” gathered en
masse at a stadium in the capital in November, shooting broke
out nearby and five people were killed. The Red Shirts have
avoided rallying in Bangkok since then to avert bloodshed, and
Saturday’s rally is being held dozens of kilometers (miles) from
downtown, on the western edge of the sprawling metropolis, for
the same reason.
Thailand has been shaken by more than five months of antigovernment protests that snowballed after the ruling party tried
to ram an amnesty bill through Parliament that would have
allowed Yingluck’s brother Thaksin Shinawatra to return from
self-imposed exile and avoid serving a jail sentence for corruption. Thaksin, a billionaire former prime minister who now
lives in Dubai, was overthrown by the army in a 2006 coup after
being accused of abuse of power. His ouster triggered a political
fight between his supporters and opponents that has continued
ever since and is now focused on removing Yingluck, who took
office in 2011 after a landslide vote that was deemed free and
fair. Although the number of anti-government protesters in
Bangkok has dwindled dramatically in recent weeks, Yingluck
and her government remain highly vulnerable to legal threats,
which her supporters say have intensified since street protests
failed to unseat her. Most analysts predict her administration
will eventually fall in a “judicial coup,” because Thailand’s
courts and independent state agencies are widely seen as biased
against Thaksin’s political machine. There are fears that if that
happens, violence will follow as Yingluck’s backers react.
Earlier this week in the northeastern province of Udon
Thani, about 1,000 Red Shirt members took part in a martial
arts training that organizers said was intended was aimed at protecting democracy and the elected government.
Since November, 24 people, including three children, have
been killed in protest-related violence. On Wednesday, Thailand’s Constitutional Court announced it will hear a case accusing
her of misconduct for transferring her National Security Council
chief in 2011 to another position in a conflict of interest. The
court ordered Yingluck to present her defense within 15 days. If
she is found guilty of interfering in state affairs for her personal
benefit or that of her political party, Yingluck would have to step
down.
Two days earlier in a separate case under consideration by
the National Anti-Corruption Commission, Yingluck defended
herself against charges of dereliction of duty in overseeing
a contentious rice subsidy program. If the case goes forward,
it could lead to her suspension and eventual impeachment by
the Senate. Yingluck is currently serving as a caretaker prime
minister whose powers were automatically reduced when she
called February elections dissolved the lower house of Parliament. That move was meant to ease the political crisis, but it
only intensified and although elections were held, the poll was
annulled last month by the Constitutional Court.
No date has been set for a new vote, and Yingluck’s opponents hope that a failure to form a new government will spark
a constitutional crisis, allowing them to invoke vaguely defined
clauses in the charter and have an unelected prime minister
installed.

• Formulates and determines a plan of action that is focused on the etiology of the problem based on

• Defines the intervention plan by writing the nutrition prescription

• Evaluates outcomes by comparing current findings with previous status, intervention goals, and/or

Documentation, Communication and Continuation of Care
• Documents relevant, accurate, and timely information performed in steps in the Nutrition Care
Process in the patient’s electronic medical record.
• Communicates and influences treatment interventions determined by the medical team through
interdisciplinary meetings
• Works cooperatively with food service staff to ensure conformance to nutrition prescriptions
• Serves as a resource to medical staff and allied health personnel on nutrition issues
Compliance
• Ensures that care delivered to each patient is in accordance with the state form of dietetics
regulation, licensing, certification, or registration
• Assists in achieving compliance with the Joint Commission, Healthcare Facilities Accreditation
Program (HFAP), or other accrediting agency
• Complies with federal requirements set forth under the Centers for Medicare and Medicaid Services
(CMS) Conditions of participation (COP) through reports, abstracts, presentations, and publication
• Maintains dietetic registration and continuing education requirements.
• Develops and implements an individualized portfolio plan for professional growth and development
• Participates in departmental and interdisciplinary meetings, task forces, and projects

Minimum Qualifications:
Bachelor’s degree in dietetics, foods and nutrition OR related area, granted by a U.S. regionally accredited
college or university. Completion of a didactic program in dietetics and supervised practice program
approved by the Commission on accreditation for Dietetics Education (CADE) of the American Dietetic
Association. Registered Dietitian or eligible for registration by the Commission on Dietetic Registration of
the American Dietetic Association; Certification/Licensure as required by state of practice.

The captain of Aua’s new sa, Paopao Ailua Fiaui agrees.

But winning is nothing new to fautasi that wears Ioane’s
badge of craftsmanship. Just last year, the Fua’o from Vatia, with
its $30,000 tag price beat the over $300,000 high tech Aeto from
Pago Pago, not once but twice in tu’uga va’a. The Segavao, one
of the most famous fautasi here and Apia has won many races.
The Little Rina was one of only two fautasi that beat Fagasa’s
first high tech Fealofani Samoa ll in a fair race (Segavao was
the other one). There were local fautasi that claimed that fame
but they did it in a cheating way. The Kionasina also took first
honors in races held in Apia. Over all, Ioane has built 10 fautasi
between the two Samoa.
Judging from the way the new Paepae O Ulupo’o glides
during Aua’s practice runs, the new fautasi is set to surprise fans
and foes. But to fautasi aficionado, it is just another conspicuous
sign of Ioane’s genius in motion.
Skipper Paopao is all set to take Aua to another level of fautasi supremacy. However that commitment was not firmed until
after Thursday’s meeting where he was on the verge of giving
up the captaincy after just weeks on the job.
When the Aua village leaders met to appoint a kapiteni for
the new Paepae O Ulupo’o, they turned to one of their ranking
matai, Paopao. They determined that he was the best man at the
helm citing his experience as a former rower and captain.
Paopao left the sport for close to 10 years, but he accepted his
selection to head Aua’s fautasi campaign again out of respect.
But two days ago, he called a meeting of the auva’a and the
fautasi committee at the fale va’a to inform them that he was
resigning as skipper. He told them to pick an able kapiteni from
the aumaga to take over the duties and responsibilities he was
going to leave behind.
Later, Paopao shared his thoughts with this correspondent.
“My reasons for wanting to step down are personal. My wife is
sick, I’m old, and because of my poor health I could not fulfill
my obligations as a captain on a daily basis. That is not fair to
the auva’a, the committee, and our village”.
Paopao said he has missed many rowing practices with the
auva’a because of his health. “I attend maybe two or three a’oga
(practices) every week. To me that is not good for the morale of
the auva’a.”
When Paopao stunned the auva’a and committee with his
verbal resignation, many in the boat shed did not like it at all.
“They did not want me to step down. They reiterated their
faith and trust in my leadership and persuaded me to stay and
lead the auva’a as their kaipteni. Some even gathered their personal belongings (sheets, mats, and clothes) and threatened to
walk out if I left.”
With that strong spirit of unity extended and a show of confidence by the Aua auva’a for their kapiteni, Paopao withdrew
his request to resign and ordered them to prepare the fautasi for
rowing practice.
But before they dispersed, Paopao imparted his words of
wisdom to the young rowers and committee members when he
said, “Now that I have sacrificed my family for you, you promise
me that you will sacrifice your lives for our village.”
The new Paepae O Ulupo’o is 92ft long, and has a capacity
to carry 45 rowers.
Ioane explained that the Aua fautasi is narrower than that of
the Fua’o. That, according to the boat builder increases its speed.
He mixed foam and marine plywood and white pine and applied
it inside the boat, while on the entire body of the fautasi, he plastered it with a lighter application of fiberglass. “It makes the boat
lighter, tougher and faster,” he said.
The Aua fautasi is built for rough and calm waters. “It is
neither lighter nor heavier. I have created a good balance in
between. Three quarters of the racecourse in American Samoa
is on rough and choppy seas. The Paepae O Ulupo’o is built to
withstand such conditions and still be able to maintain speed and
balance,” Ioane said.
Captain Paopao has found out that the new fautasi has performed as advertised. “It has a good balance and is fast. It’s just
a matter of having my auva’a get used to the boat and learn the
art of rowing fast. But I guarantee that our fautasi is a force in
tu’uga va’a.”
But Ioane was not his village’s first choice to build Aua’s
new fautasi, Paopao explained. “We made plans to contract the
New Zealand boat builder, (Liam Power) that constructed Fagasa’s Fealofani Samoa lll. We bought all the high tech materials
that cost us $86,000 to be used in the building of our high tech
new boat. But when the New Zealander came back and said his
hourly wage was $96/ $100 an hour, we decided we could not
afford him and we parted ways.
“I recommended to our village leaders to get Maseligo, our
own kufuga to build the new Paepae O Ulupo’o.”
Ioane said that termites and other insects had eaten most of
the expensive high tech materials, while other materials had
rotted away.

DYWA GRADUATES SECOND ELEI CLASS
A total of 21 women were presented with certificates of completion earlier this week during the
second graduation for the elei classes offered by the Department of Youth and Women’s Affairs
(DYWA). A brief ceremony was held in the Fale Tele at the Suigaula ole Atuvasa Beach Park in
Utulei Thursday morning where family, friends, and supporters were present to witness the occasion. Graduates were able to display their works of art, which included colorful patterns printed
onto fabric pieces - popular amongst locals to wear as sarongs or make into a puletasi or aloha
shirt.
The elei class is a 10-week program that is free of charge and open to all interested women.
Males are also welcome to come learn the art of elei. The next session of the elei course is set to
kick off this coming Monday. Registration can be made at the DYWA office on the 2nd floor of
the A.P. Lutali Executive Office Building in Utulei. DYWA Deputy Director Tapumanaia Galu
Satele, who served as emcee for yesterday’s event, explained that with their certificates, the graduates now have something to add to their resume, for job search purposes, and they can even apply
for a business license so they can start making money with their newfound skill. In the past few
weeks, DYWA has graduated several residents from their sewing and cooking classes.

As for his crew, Paopao claimed he has “the
fittest, strongest, youngest, and most disciplined
auva’a of all the crews” that are competing in
the Flag Day race next week. “They are excited
and are ready to fight for the pride of their
village”.
Training of the crew and other preparations
come under the supervision of Aua’s fautasi
committee.
They include two Mormon bishops; Pio
Croce and Brown, Sunny, Siela, and the leader
of the Aua aumaga, Leonard Sonoma Liufau.
Sa’oaumaga Liufau serves as Paopao’s right
hand man and assists the captain when he is
not available to take the crew out for rowing
practices.
