If yes, either vehicle may be used If no, only a GWAC may be used 29 So, Which Vehicle Should I use ? – Is my IT requirement solely for hardware or software? If yes, Schedule 70 should be used if the items are commercial items GWACs may never be used solely for hardware/software requirements – Do I need a BPA structure? – If yes, MAS 70 may be used; GWACs may also be structured to achieve the same outcome offered by a BPA through the use of optional CLINs, NTE CLINs and a combination of contract types to achieve maximum flexibility and risk management (e.g. hybrid task order) Do I need a cost type Order? If yes, then GWACs offer cost type Orders 30 So, Which Vehicle Should I use ? – Does my IT requirement involve ancillary support (i.e., non-IT subject matter experts, ancillary construction, hardware, software etc…) to achieve an integrated IT solution? Whereas either may be viable, the process is very different for each vehicle. GWACs are specifically designed to support complex integrated IT solutions offering a single prime to manage an Order MAS 70 accomplish an integrated solution through “Contractor Team Arrangements (CTAs) ” offering multiple Primes to manage an Order 31 So, Which Vehicle Should I use? • Your acquisition strategy for each Order should be determined based on: – – – – – – – your agency's policy and objectives scope contract type commercial/non commercial contractor pool/incumbent teaming/subcontracting ancillary services and support in achieving a total integrated solution • Hopefully we have given you some ideas, so be creative and ask questions 32 GSA Online Resources/Tools for GWACs and Schedules 33 Schedules eLibrary www.gsaelibrary.gsa.gov • A great resource for market research • Information on the Terms and Conditions of the Schedule 70 Contract • Listing of Contractors and Special Item Numbers (SINs) • Access to most eCatalogs of IT Schedule 70 Contractors • Information on GWACs 34 Alliant Website www.gsa.gov/alliant 35 Alliant Small Business Website www.gsa.gov/alliantsb 36 GSA Advantage! www.gsaadvantage.gov • • • • Federal Government’s premier online shopping superstore Facilitates access to more than 40 million commercial products and services Enables convenient search feature by keyword, part number, manufacturer, contractor, and contract # Streamlines acquisition for Supply Chain and Schedule Purchases under IT 70 37 eBuy- www.ebuy.gsa.gov • • • • • Facilitates the request for submission of quotes or proposals for commercial products, services, and solutions offered through GSA Federal Supply Schedules and Governmentwide Acquisition Contracts (GWACs) Customer prepares RFQ or RFI Online Helps Customer to find viable sources of supply Prepares RFQs/Define Parameters Allows the buyer to procure big-ticket items 38 Summary • Some Considerations for your Acquisition Strategy: – Do you require an Integrated total solution (e.g. service, hardware, software, ODCs)? – Is the requirement commercial or non commercial? – Do you need all contract types? – Do you need only hardware or software? – Do you want the Incumbent to participate in the competition? – Do you want a BPA or BPA like arrangement? – Do you want one Prime or Multiple Primes to be responsible for performance? – Do you want flexibility to subcontract/team at the task Order level? 39 Schedule 70 Resources Customer Support Line: (General Information) 703-605-2700 (M-F 8:00 am - 4:30 pm EST) email: it.center@gsa.gov Multiple Award Schedules Desk Reference www.gsa.gov/cmls Contractor Teaming Agreement guidance www.gsa.gov/cta Blanket Purchase Agreement guidance www.gsa.gov/bpa 40 Enterprise GWAC Center Resources Enterprise GWAC Center –SW (817)-574-4331 Enterprise GWAC Center - West (877)-534-2208 Alliant Fax: Alliant E-mail: Alliant Scope Review: Alliant Website: (817) 574-2437 alliant@gsa.gov alliantscopereview@gsa.gov www.gsa.gov/alliant Procuring Contracting Officer Contract Specialist Director Client Support Business Specialist Paul Martin Todd Richards Mimi Bruce Richard Blake Contract & Ordering Guide: www.gsa.gov/alliant (858) 530-3176 (817) 574-4331 (925) 735-1641 (858) 530-3192 41 Small Business GWAC Center Resources Small Business GWAC Center Alliant SB Fax: Alliant SB E-mail: Alliant Scope Review: Alliant SB Website: 877-327-8732 816-823-1608 alliantsb@gsa.gov sowreview@gsa.gov www.gsa.gov/alliantsb Procuring Contracting Officer Greg Byrd Contract Specialist Lee Tittle Business Development Specialist Dean Cole Contract & Ordering Guide: 816-823-4356 816-823-2370 816-823-2465 www.gsa.gov/alliantsb 42 QUESTIONS?
