ON NATIONAL VOTERS’ DAY-2014 AT LUCKNOW . 2 Introduction Voters’ education - the most appropriate way to improve enlightened participation in a democracy and SVEEP is the best program of ECI to ensure people’s participation in electoral process. Participation- Of all segments of society- Greater participation for stronger democracy. Effective Partnership- Owning the process of electing the Government of People’s choice Strategy- ECI’s decision to adopt a sustained and Systematic Voters’ Education and Electoral Participation strategy to increase people’s participation in the electoral process got reflected in a range of policy initiatives, programs and activities, by now known as SVEEP. 3 AN OVERVIEW OF SVEEP AT MATHURA SITUATION ANALYSIS The systematic assessment of current and previous electoral data-Population, Elector-Population ratio, Gender ratio on roll as against census figures, EPIC coverage etc. Gaps were identified category-wise i.e. gender and age wise, urban-rural, non-included groups etc. based on statistics of past elections and registration data. Tehsil-wise, Block-wise and Polling Stn. wise analysis. Analysis of various gaps to find reasons for nonparticipation. Low voter turnout Polling stations were identified so that suitable interventions can be mounted and their impact assessed. 4 Strategy SVEEP The best way to ensure people’s participation in electoral process. We did it by ensuring Effective partnerships of Educational institutions– Universities, colleges, senior secondary schools, vocational institutes even primary schools, Sections of electorate, not covered by formal education systemunorganized labor like construction workers, brick clin labors, stone crasher labor, rickshaw pullers, ferry walas, vendors, various stall operators, local fair /Haat vendors etc., rural house wives, Religious preachers and gurus, The newly-eligible youth from all segments, Contd… 5 Contd…. a. b. c. Erecting a mass movement - by way of street plays, rallies, Prabhat Pherries, slogan writings, wall writings, quiz, debate, seminars, human chain, RWAs, various social clubs like lions, Rotary, NGOs, Making effective use of local folk art and culture- Music, dance and drama to sensitize and educate rural and urban population towards electoral process. Physical activitiesA human chain of approx 15000 people including locales and devotees who came for Parikrama around Holy Govardhan Parvat. Flagging off of 1st Matdata Jagrukta Express from Mathura by ECIs brand ambassador Smt. Malini Awasthi- Program organised at a short notice was a great success. A voter awareness musical concert by local Icons Vandana Singh and Zee little champ fame Hemant Brijwasi witnessed by a huge crowd of more than 5000 people. Numerous rallies, prabhat pherries organised by SDMs in all tehsils. 6 MODEL BOOTH AND ITS CONCEPT VOTER FECILITATION PHYSICAL EVENTS & ACTIVITIES 7 TEAM FORMATION IMPLEMENTATION AND EXECUTION MATDAATA MITRA 40 PARTNERSHIPS CAMPUS AMBASSADORS -25 MEDIA & COMMUNICATION PLAN Monitoring and Review Mid-period review and constant monitoring of SVEEP Program in the district was conducted to assess the SVEEP Activities. Frequent meetings and Press Conferences to discuss and announce the work completed and the future plans. Daily activity reports and fortnightly reports, photos and videos were sent to sveepup@gmail.com. 8 District Icons We had three local icons – a. b. c. Ms. Vandana Singh- a well-known folk singer of Brijbhasha, Hemant Brijwasi- winner of Sa Re Ga Ma Pa- Zee Little Champ fame Surinder Beriwal -folk singer of Haryanavi Icons travelled in all four tehsils singing voter awareness songs on an open vehicle with his Mandli. These icons helped a lot in educating unawared people. 9 National Voter’s Day This year’s NVD on 25th Jan,2014 marked history in Mathura. SVEEP team with students of different colleges from Mathura participated in inter-university competition on voter awareness on National Voters Day. This team won 18 prizes in all on NVD. Team leader ADM (F&R), Mathura and SVEEP co-ordinator were awarded by HE the Governor Sh. B.L.Joshi in Lucknow. 10 Innovations 11 A Day-to-day Planner for SVEEP activities in Mathura was drawn up. A facebook fan page created. Voter Awareness Rath (Chariot) was made with posters, banners, playing voter awareness songs in local Brijbhasha. A large number of audio CDs of recorded Brijbhasha songs on voter Awareness -distributed free of cost in city and rural areas. A group of college students recorded their cultural program and voter awareness message on All India Radio, Mathura which was broadcasted on the radio throughout the electoral season till the completion of elections in Mathura. No NIC in collectorate for speedy electronic communication, Insufficient man power in government offices, district police force, infrastructure in both government and private sector, resources-transporters, printers, hotels, guest houses, taxi operators tent houses etc. volunteers and social organization/clubs/associations, Riots stricken district– Communal disturbance in September, 2013 which forced around 23000 people to leave their native place and to take shelter in approx 17 temporary rehabilitation camps. Strategy and Execution Computer Hardware and trained private personnel collected to establish NIC using SWAN network in collectorate. We did randomization of EVM and polling personnel at or own NIC Did Web-casting at 16 PSL. SVEEP activities through school, colleges and Vyapar Mandals, Mohalla Societies, banks, IMA etc. Voter awareness done through SMS sent by sugar mills to sugar cane growers. Gathered man power from various outsourcing agencies and from parent district Muzaffarnagar, vehicles- both heavy and light managed from Commissionorate pool and at local level. 20 Contd… Contd… 21 Planned management of Polling Personnel, material and logistics. Intensive training in small groups of 20 to 25 imparted to polling personnel. Intensive visits/meetings done by senior magistrates and police officers in every potential (vulnerable) villages and localities as confidence building measures. 2 auxiliaries booths were set up to facilitate 1337 voters residing in temporary relief camps to cast their votes. All candidates and political parties- made aware and educated about instructions of ECI and legal provisions of MCC. Level playing field ensured by- - equal treatment to every candidate - FIRs against every offender Not a single complaint from any candidate or political party was received at DEO or CEO level. 23 Welfare Voter’s facilitation centers established during registration of voters and on the poll day for casting their votes. Cooked meal made available to polling parties by 1660 lady cooks in the district working on honorarium for cooking MDM at the primary schools. Bedding and cots made available to the polling parties at polling stations by tehsil staff through local petty tent houses. never before arrangement for Food and bedding was highly appreciated by polling staff. This 24 Outcome Of Elections in Shamli Efforts in SVEEP and confidence building measures adopted by officers resulted in 73.05% voters turnout in LS General Election 2014 as compared to 52.71% in LS General Election 2009. Shamli was the second highest voter turnout district in Uttar Pradesh only after Saharanpur. No incidence of poll violence.
