Background
• Culture of “Protection” – Agencies working on their own
Services were fragmented and failed to act together to
meet the needs of patients and users
• Without the consent of the data subject – too difficult
Improvement Agenda
- Internal Review - Gold Standard needed updated
- Information Commissioner’s Officer (ICO) Guidance
- Data Sharing Code of Practice
- Data Protection Act 1998
- Welsh Accord (WASPI)

Model - SASPI

• Discussions with Scottish Government – re-enforced
success of WASPI and benefits of a national framework
• Information Commissioner – Letter of Support

lawfully and securely”

Ongoing Issues
• Understanding of what SASPI can & cannot do
• Cannot guarantee:
- partners can share anything and everything they
wish to – still need to comply with DPA etc.
- data security
- good use of information
- improved records management
- document handling compliance

Steps involved in Rapid Development
Need for a controlled drugs (CD) ISP identified by NHS Fife clinicians, then highlighted to and discussed with NHS Fife
Information Governance Team.
Initial meeting held on 17 July 2012. Attendees included representatives from NHS Fife (2 clinicians, 2 IG Team, 1
Local Intelligence Network (LIN) member), Fife Police Liaison Officer, and Fife Council (1 Information Policy Team
member). Agreed the scope, format, and general content of the ISP.
Second meeting held on 24 July. The NHS Fife Caldicott Guardian and a Fife Council Information Policy Team (IPT)
member worked through the template and populated approximately 70% to 80% of the text.
First draft of the ISP circulated by NHS Fife LIN member to remainder of LIN for comments.
Third meeting held on 5 September. This included NHS Fife LIN member and 2 from IG Team and 1 Fife Council IPT.
Agreed the changes from LIN members’ feedback
LIN meeting on 26 September. Final draft formally reviewed by LIN members at their regular meeting
The ISP was then updated, as required, and the draft process flow included. This was submitted to the LIN meeting
on 27 November, for approval
The Fife Information Governance Group met in January 2013, and provided final sign-off and approval.
From initiation to approval took an elapsed time of six months, but with the total effort across that time, for the
individual co-ordinating the development of the ISP, amounting to no more than fifteen hours
From initiation to approval took an elapsed time of six months but the
development of the ISP amounted to no more than 15 hours
Cross Agency Challenges
• The role of the Caldicott Guardian
• The role of the Executive Director (Social Work)
• The alignment of Governance arrangements
• Need to understand the multi agencies
challenges/key drivers and how we work
together to tackle the risk factors
• Proposed joint Social Work/Health
Privacy Statement
• Breaches
• Public Trust
Proportionate Governance – should be slicker, quicker, ……
BUT no loss of scrutiny
Benefits
• Securing good governance with benefit of information
sharing leading to improvement in service provision
• Created conditions for improving collaborative working
between & across professionals and respective Multi
Agency Partners to provide best service requirement
• Establishing shared values & goals
- communicating collective vision
“Common Standard”
- helped ensure consistent approach
- legal compliance
Real Benefit to its adoption
Summary - SASPI
• SASPI framework – still work to be done.
• Supported from a common basis for multi agency electronic
& other secure information exchange procedures
• Improved communication between partners and a greater
understanding of how each agency works
• Facilitated the exchange of sensitive personal information
between the Agencies – increased trust & strength in
partnership
• Provided guidance to our information sharing processes in
support of Health & Social Care integration
Sharing of Information
Sharing of information about individuals is central to
effective care and service provision across the whole
service sector and our Multi Agency Partnership is
working well in the Kingdom of Fife and providing a
solid framework to build upon.
