Emmanuele F. M. Emanuele Professor and Lawyer Emmanuele Francesco Maria Emanuele - descendant of one of the most illustrious ancient families of Spain and Southern Italy, Baron of Culcasi and Noble of the Marquises of Villabianca - is a Supreme Court lawyer, economist, expert in financial, tax and insurance issues and essayist. As a youth he attended the Saint Anna and Saint Luigi schools and then G. Garibaldi high school. He graduated in law and has been awarded a degree honoris causa in Fine Arts by the St. John’s University in Rome, a degree honoris causa in Canon Law by the Pontificia Università Lateranense in Rome and a degree honoris causa in Humane Letters by the American University of Rome. He attended a course in Financial and Monetary Economics at the Harvard University in Cambridge, Massachusetts U.S.A. He is a renowned Professor Emeritus of Public Finance and Economic Development at the Universidad Francisco de Vitoria in Madrid. Former professor of Public Finance at the LUISS Guido Carli in Rome, professor of Public Finance and Tax law at the Link University of Malta and extraordinary Professor of Public Finance and Economic Policy and the Università Europea of Rome, the professor currently hold lectures on ‘Art and Finance’ in the master’s degree course on Management of Artistic and Cultural resources in the UILM University. Former Vice Chairman and member of the Board of Directors of the LUISS University, member of the Board of Directors of the LUMSA University and of the Fondazione Civitas Lateranensis and member of the Policy Committee of the Università Europea of Rome, of which he was also Vice Dean. As a lawyer, he has been a tax and financial advisor, commissary for distressed companies on behalf of the Ministry of Trade and Industry, commissioner, receiver and trustee of the Bankruptcy Division of the Court of Rome and has acted as appraiser in mergers and acquisitions. He has proved to be sensitive to social issues by patronising the House of Savoy’s interest to return to Italy and opposing the Inland Revenues compulsory withdrawal of six per thousand from bank accounts. During his career Professor Emanuele has held numerous offices as Chairman, Member of the Board of Directors and Advisor to both public and private leading institutions, companies and industries at an international level in the financial, chemical, steel and metal engineering and building sectors. In the bank sector he held the offices of Vice Chairman of the Cassa di Risparmio di Roma, Chairman of Leasing Roma and of S.i.g.r.e.c., member of the Board of Directors of Medicredito del Lazio and member of the Board and subsequently Chairman of the institute supervising the insurance industry ISVAP. He has been a chartered auditor since 1977. In the field of Art and Culture he has, in time, held positions such as: Ambassador to UNESCO on behalf of the Sovereign Military Order of Malta, Member of the Board of the Associazione Amici dell’Accademia dei Lincei, President of the Italian section of the Consiglio Mediterraneo della Cultura, a NGO established under the aegis of UNESCO, President of the Fondazione Palazzo della Civiltà Italiana, Chairman of the Azienda Speciale Palaexpo - which manages the Scuderie del Quirinale and the Palazzo delle Esposizioni museums and the Casa del Jazz, Member of the Board of Directors of the Fondazione Teatro dell’Opera di Roma, President of the Italian Pavilion Intellectuals’ Committee for the fifty-fourth art exhibition in the 2011 Venice biennale; President of the Art Section’s Scientific Committee for the exhibition of visual arts in the fifty-fourth edition of the Festival dei Due Mondi in Spoleto; member of the Board of Directors of the Fondazione Biennale di Venezia and Advisor to the Minister for Cultural Heritage and Activities for the preservation, enhancement and promotion of ancient and contemporary sacred art in relation to State and ecclesiastic institution’s architectural and historic-artistic heritage until April 2013 and Honorary President of the Orchestra Sinfonica di Roma. He is currently a member of the Associazione Civita’s Chairman’s Committee of which he is also Head of International Affairs and the Research Division, Chairman of Fondazione Roma and of Fondazione Terzo Pilastro – Italia e Mediterraneo. Author of numerous essays, the following books have been published in recent years. On the subject of politics: Stato e cittadino. La rivoluzione necessaria (The State and citizens. In the field of literature (poetry) : “Un lungo Cammino” (2008) for which he was awarded the ‘Premio Margutta’ and “Le Molte Terre” (2009) an anthology for which he was awarded the Premio Laurentum for poetry the “Mondello International Prize for Literature – President’s special Prize” (2010), La Goccia e lo Stelo” (2013) and most recently he has been awarded an Honorary Diploma by the World Academy of Poetry. The professor is a member of many cultural and religious associations including the Associazione S. Maria Odigitria dei Siciliani, the International Association of Contemporary Art Curators, the Rotary Club of Salerno of which he was an honorary member, the Rotary Clubs of Palermo, Roma Cassia and Parioli of which he is an honorary member, the R. F. Kennedy Foundation of which he is a member of the Leadership Council, the Pontificial Council for promoting the New Evangelization of which he is a member of the study panel, the Pontificia Università Lateranense of which he is a member of the Scientific Committee for international research called “Caritas in veritate. He is a member the International Supporting Committee of the XXVIII Florence International Antiques Biennial, member of the Founding and Organising Committee of the International Made in Italy Forum held in the he Principality of Monaco, member of the Chairman’s Committee of the Italiadecide research association, Honorary Member of the Associazione Amici di Santa Cecilia, Honorary President of the Associazione Amici Italia Austria and recently became a member of the Nobile Compagnia della Pace. He is also a member of the following academies: Accademia Belgo-Española de Historia of which he is Académico Correspondiente, the Maltese Academia Hispana of which he is Académico de Mérito, the Accademia Teatina per le Scienze, the Jacques Maritain International Institute of which he is a member of the Honorary Committee, the Accademia Raffaello di Urbino and the Casa di Dante of which he is an honorary member, the Accademia Angelico Costantiniana of Literature, Art and Science of which he is an honorary scholar and Honorary Member of the Accademia Sapientia et Scientia in the Russian Centre of Science and Culture. He has played numerous sports and excelled in fencing, a field in which he became a national champion finishing in third place ex aequo in the Italian Youth Sabre Championships Absolute in 1958 and winning the title of Sicilian Foil Champion in 1960/1961. At the executive level, he subsequently became Chairman of the Club Scherma Roma (Fencing Club of Roma), which won four Italian Club Championships (the Nedo Nadi Trophy) during his term of office between 1988 and 1995. He has been Honorary General President of the Polisportiva Lazio (Lazio sports association) since 2007 and in this capacity has supported the Club Scherma Ariccia (Fencing Club of Ariccia), deciding that it should join the Polisportiva and supporting the club as it increasingly attained success at a national level. For these reasons, he received the Premio Renzo Nostini “Atleti Olimpici e Azzurri d’Italia” (2009); the fencing school of the S.S. Lazio Ariccia has been named after the Professor, to whom the Vito Resse Memorial Trophy was also awarded in 2014, the Federazione Italiana Scherma (Italian Fencing Federation) awarded him the “Elsa d’Oro prize for: “the high esteem in which the world of fencing holds the Professor, who has always been considered an ethical and image point of reference” and, again in his capacity as Honorary General President of the SS Lazio, he has been awarded the 3rd Nostini Memorial Trophy as “custodian of Laziality and Olympic ideals”. He has recently been awarded the Fédération Internationale d’Escrime 100 years medal, the highest accolade of international fencing, for the following reason: “to a person who has the merit of doing great things for fencing, for his sympathy and support for the development and promotion of this sport”. Moreover, the Professor successfully engaged in rowing attaining excellent results in the Yole race with crews of four and eight led by the famous helmsman of the Italian team, Rubolotta, which came first in the Pergusa inter-regional competitions held in 1957; open water swimming, including the crossing from the Port of Trapani to the Gulf of Mondello; horse-riding, becoming an honorary member of the Società Mitteleuropea della Caccia a Cavallo (Master of Foxhounds Association) in 2010 and the top award-winning breeder of Spanish horses, as demonstrated by the prize conferred by the Asociaciòn de Alta Escuela Espagnola en Italia in 2013; hunting, becoming ‘Gran Priore’ of the Order of Saint Hubert; motor-racing, competing in the Club Italia’s classic car race ‘Targa Florio’ and the Winter Marathon. He is also a member of other sports associations such as the R.D.S Rugby Roma, of which he was Vice-Chairman in the 1998 -2000 term and the Accademia Olimpica Nazionale Italiana since 2007. In September 2009 the Government of the People’s Republic of China conferred him the honorary citizenship of the city of Dujiangyan (Sichuan) and he was bestowed the honorary citizenship of the of the City of Latina on the 18th January 2013.
