Definitions
“Boiler” Means a pressure vessel in which steam is generated for use external to
itself by application of heat which is wholly or partly under pressure when steam
is shut off but does not include a pressure vessel,
I.
With Capacity less than 25 liters. (such capacity being measured from the feed
check valve to the main steam stop Valve);
II.
With less than one kilogram per centimeter square design gauge pressure and
working gauge pressure; or
III. In which water is heated below one hundred degrees centigrade:

Definitions
“Boiler Components” Means
steam piping, feed piping, economiser, super heater, any mounting or other fitting and
any other external or internal part of a boiler which is subject to pressure exceeding one
Kilogram per centimeter square gauge
“Steam pipe” Means any pipe through which steam passes if,
i.
the pressure at which steam passes through such pipe exceeds 3.5 Kilograms per
Square centimeter above atmospheric pressure ; or
ii.
such pipe exceeds 254 millimeters in internal diameter and the pressure of steam
exceeds 1 Kilograms per square centimeter above the atmospheric pressure,
and includes in either case any connected fitting of a steam pipe:

Definitions
“Competent Authority” Means
an institution recognised in such manner as may be prescribed by regulations for issue of
certificate to the welders for welding of boiler and boiler components;
“ Competent Person” Means
a person recognized in such manner as may be prescribed by regulations for inspection and
certification of Boilers and boiler components during manufacture, erection and use.
All inspectors shall be ipso facto competent person;
“Inspecting Authority” Means
an institution recognised in such manner as may be prescribed by regulations for the
inspection and certification of boilers and boiler components during manufacture
All Chief inspectors of Boilers shall be ipso facto Inspecting Authorities

Definitions
“Accident” Means
an explosion of boiler, or boiler component, which is Calculated to weaken the
strength or an uncontrolled release of water or steam there from, liable to cause death
or injury to any person or Damage to any property;
“ Owner” includes any person “possessing or” using a boiler as a agent of the owner
thereof and any person using a boiler which he has hired or obtained on loan from the
owner thereof;
“ Manufacture” means manufacture, construction and Fabrication of boiler or boiler
component, or both
“Manufacturer” means a person engaged in the manufacture;

Boiler Users :
Following are the conditions / situations where Boiler Act is applicable
1. Purchasing of a new boiler
as per Section 4C
Boiler manufacturer must have facilities for design and construction as prescribed in
IBR 1950 . ( boiler manufacturer are recognized by IA)
Design and drawings of a boiler is to be approved by IA
All the materials, mountings and fittings which are to be used in construction of boiler
must meet the specifications as prescribed in regulations
Persons engaged for welding of boiler must have welders certificate issued by CI

Boiler Users :
1. Registration of a boiler
2. Registration of transferred boiler
As per Section 6, use of unregistered and uncertified boiler is prohibited
No owner of boiler shall use or permit it to be used ,
 Unless boiler has been registered as per Act
 In case of transferred boiler, such transfer has been reported in prescribed manner
 Boiler certificate or provisional order authorizing to use a boiler in force
 At a higher pressure than the maximum pressure recorded in boiler certificate/PO
 When boiler is not in charge of persons holding proficiency or competency certificate
as required by rules

Boiler Users :
Registration of a boiler
As per Section 7,
 An application with such documents (what we call it as a Makers Papers and Construction
Drawings )as prescribed in regulations and required fees is to be made to inspector
 A date is fixed for examination of boiler
 After inspection of boiler, inspector submits his report to chief inspector
 Chief inspector may register a boiler and assign registration number or suggest any
alteration, addition or renewal if necessary
 A certificate/PO is issued with a time limit and permitted max. pressure
 Owner to mark registration number within prescribed time limit.

Boiler Users :
Renewal of a boiler certificate
As per Section 8 , A certificate of boiler is cease ..
 On the expiry of period for which it is granted
 When any accident occurs to the boiler
 When boiler is moved (except portable or vehicular boiler)
 When any structural alteration, addition or renewal is made to the boiler
 If chief inspector or inspector is of the opinion that boiler or boiler component is in
dangerous condition ( such order with the ground on which the order is made is to be
communicated to the boiler owner )

Boiler Users :
Renewal of a boiler certificate
1. An application is to be made to competent person for renewal
2. Inspection is carried out as prescribed in regulations
3. Competent person to issue certificate if satisfied or refuse to issue cert. if
boiler does not conform to the standard prescribed by regulations( Inspecting
authority to direct owner in writing to carry out such modifications
,rectifications as it deems necessary)
4. Owner can apply during any time for the renewal during currency of certificate

Boiler Users :
As per Section 11 , Certificate or PO can be revoked ,
By chief inspector on the report of inspector or otherwise…
1.
If there is reason to believe that certificate / PO is fraudulently obtained or granted
erroneously or without sufficient examination
2.
If boiler has sustained injury or not in good condition
3.
If boiler is not in charge of a person which is required by Rules
( Up to 200 m2 HSA = Second Class B.A., From 200 - 1000 m2 HSA = First class B.A.,
HSA > 1000 m2 = Proficiency engineer is required)

Boiler Attendants Rules,2011:
Rule : 3
The owner of a Single boiler or Two or more boilers connected in a battery or of many separate
individual boilers should have a Boiler Attendant with a certificate of competency of required
class.
Rule : 6
Owner to furnish Details of Boiler Attendant within Seven days to Director of
Boilers.(details as name, serial no , date and place of issue of certificate)
Rule :24
A person having certificate obtained from other state, on application to Chairman of
Board , can get endorsed his cert. by paying fee of Rs 100

Boiler Attendants Rules,2011:
Rule : 23 First Class Boiler Attendant Certificate of Competency
 can take charge of single boiler with steam pipes of any type or capacity or,
 two or more boilers in a battery or,
 many separate individual boilers
provided total heating surface area does not exceed 1000 sq. meters and
such boilers are within a radius of 30 meters in the same premises and belonging
to one owner. He is assisted by Second class B.A.

Boiler Attendants Rules,2011:
Rule : 23 Second Class Boiler Attendant Certificate of Competency
 can take charge of single boiler with steam pipes of any type or capacity or,
 not more than three connected boilers in a battery,
provided total heating surface area does not exceed 200 sq. meters and
such boilers are within a radius of 30 meters in the same premises and belonging
to one owner. He is assisted by Second class B.A.

Boiler Attendants Rules,2011:
Rule : 31 Eligibility criteria to apply in examination
Second Class Boiler Attendant
Age : not less than 18 years
Passed Matriculation or equivalent exam and
Not less than Two years experience as a fireman or operator or Asst Fireman or Asst
operator or waterman or pump man on steam boiler OR
Not less than three years experience as a fitter where boilers are manufactured or
erected , operated or repaired. Out of this at least one year exp as a Asst fireman. OR
Not less than two years service on a Small Industrial Boiler with a ITI certificate.

Boiler Attendants Rules,2011:
Rule : 31 Eligibility criteria to apply in examination
First Class Boiler Attendant
Age : not less than 20 years
Not less than Two years experience as a Second class B A as a sole in charge on a boiler with a
Heating surface of not less than 50 square meters. OR
With a three year course certificate from technical or industrial institution , with one year as an
Apprentice in a steam power plant or an engg workshop where engines or boilers are repaired or made
and in addition not less than one year experience as a Second class B A as a sole in charge on a boiler
with a Heating surface of not less than 50 square meters.
Not less than two years service as a Fireman or Asst. Fireman with a Second class BA cert under a First
Class BA on a on a boiler with a Heating surface of more than 50 square meters.

Boiler Users :
As per Section 12 and Section 13 ,
Chief inspectors prior written sanction is required ,
1. When any structural alteration, addition or renewal is to be made in any
registered boiler
2. When any structural alteration, addition or renewal is proposed in any boiler
component
such repair is to be carried out through a person having Boiler repairer
certificate and under the supervision of competent person

Boiler Users :
As per Section 14 ,
Duty of owner at examination is as ,
1.
To afford all reasonable facilities for the examination and such information as
required,
2.
Boiler to be properly prepared in a manner and ready for examination as
prescribed in regulations.
3.
In case of registration drawings,specifications,certificates and other particulars as
prescribed in regulations.
if owner fails to provide above , boiler examination is refused and chief
inspector shall direct an owner to file fresh application for registration or renewal.

Boiler Users :
As per Section 15 ,
Owner is bound to produce certificate or PO to ,
1.
District Magistrate,CoP, or Magistrate of First class having jurisdiction in that area
where boiler is situated or
2.
Chief Inspector , Inspector, or Any Inspector appointed under Factories Act 1948
3.
Any person specially authorized in writing by DM Or CoP
As per Section 16,
Preceding owner to make over Boiler certificate/PO to new owner

Boiler Users :
As per Section 17 ,
An Inspector for the purpose of inspecting or examining a boiler or steam pipe
, can enter any place or building at all reasonable times within his jurisdiction when he
has reason to believe that boiler is in use.
As per Section 18 ,
Owner or person in charge to report in writing of any Accident to boiler or boiler
component within 24 hours to inspector with description of accident ,detail of injury
etc.
Every person is bound to answer questions of Inspector in writing to investigate the
accident.

Use of Boiler without REGISTRATION.

Use of Boiler without reporting of TRANSFER of
Boiler from one state to another.
SECTION 24 (a)

Rs. One Lakh OR with Both.

Use of Boiler without valid CERTIFICATE/PO.

Fine up to Rs. One Lakh & for Continuing Offence
