BARANGAY RESOLUTION NO. ____ SERIES OF 2024
“A RESOLUTION ADOPTING REPUBLIC ACT NO. 11596, "AN ACT PROHIBITING THE
PRACTICE OF CHILD MARRIAGE AND IMPOSING PENALTIES FOR VIOLATIONS
THEREOF" IN BARANGAY CACAON, AND IMPLEMENTING MEASURES TO ENSURE
COMPLIANCE AND PROTECTION OF CHILDREN IN THE COMMUNITY”
WHEREAS, Republic Act No. 11596, also known as "An Act Prohibiting the Practice of Child
Marriage and Imposing Penalties for Violations Thereof," was signed into law on December
10, 2021, by President Rodrigo Roa Duterte;
WHEREAS, the law recognizes the harmful effects of child marriage on the health,
development, and well-being of children, and it aims to protect them from such practices;
WHEREAS, Section 3 of the Act declares it unlawful for any person to solemnize, facilitate, or
arrange child marriages, as well as to cohabit with a child outside of wedlock in the guise of
marriage;
WHEREAS, the Barangay Council of Cacaon is committed to upholding the rights of children
and ensuring that all laws enacted for their protection are effectively implemented at the
community level;
NOW, THEREFORE, on motion of Barangay Kagawad Filver A. Famor, duly seconded by
Barangay Kagawad Romnick B. Abello,
BE IT RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Barangay of
Cacaon, in session assembled, to adopt Republic Act No. 11596 in its entirety and to
implement the following measures to ensure compliance within the barangay:
1. Information Dissemination: The Barangay Council shall conduct information drives
and seminars to educate residents about the provisions of Republic Act No. 11596,
particularly focusing on the prohibition of child marriage and the penalties for violations.
2. Monitoring and Reporting: The Barangay Council shall establish a monitoring
system to identify and report cases of child marriage or related practices within the
community. Any suspected cases shall be immediately reported to the proper
authorities for investigation and appropriate action.
3. Support Services: The Barangay shall coordinate with relevant government agencies
and non-governmental organizations to provide support services, including legal
assistance, counseling, and shelter, for victims or potential victims of child marriage.
4. Partnership with Schools and Religious Institutions: The Barangay Council shall
engage local schools and religious institutions in promoting awareness about the
negative effects of child marriage and the importance of protecting children's rights.
5. Barangay Ordinance: The Barangay Council shall draft and pass a corresponding
barangay ordinance to impose local penalties and sanctions for individuals found
violating the provisions of Republic Act No. 11596 within the jurisdiction of Cacaon.
RESOLVED FURTHER, that copies of this resolution be furnished to the Municipal/City
Council, the Municipal/City Social Welfare and Development Office, and the Department of
the Interior and Local Government for their information and appropriate action.
