RESIDENCE HALL AGREEMENT

I, ____________________________________
(name of student), a bonafide student of the University
of the Philippines Diliman this Academic Year 2024-2025, hereby declare:

1. I acknowledge that the University of the Philippines Diliman (UPD) offers residence halls that
transcend far beyond the mere provision of lodging. It fosters a caring, inclusive and nurturing
environment that provides students opportunities to experience community living and character
formation suitable for academic pursuits as well as avenues to flourish and grow;
2. That the University, through the Office of Student Housing (OSH), cannot guarantee assignment
of the student to any particular residence hall, building, or type of accommodation (e.g. freshie,
upper class, graduate, etc.), but will endeavor to provide reasonable accommodation based on
the criteria set in the 2010 General Guidelines on Accommodation in UP Diliman Residence
Halls;
3. I understand that due to limited capacity, accommodation in a UPD residence hall is a privilege
granted to a duly-registered student on the basis of their voluntary desire to avail of such
privilege;
For the purposes of this agreement, I also fully understand that "Occupancy by a Student" shall
be defined as the issuance to or the possession of a room key by a student who has been duly
assigned a residence hall. Nothing in this provision shall be construed to prohibit the University
from charging fees for any unauthorized occupancy of a residence space or to permit a resident
to physically occupy a residence hall without incurring fees set forth in this Agreement;
4. I am fully aware of the conditions and limitations of the UPD Residence Hall that I have been
assigned to, and that the privilege granted to me is not transferable or assignable at any time;
5. I also bind myself to comply with the regulations set by the Residence Halls and OSH, as well
as all applicable University issuances, local ordinances, and laws. These include the House Rules
of the Residence Hall, OSH-approved memoranda, the 2008 Rules and Regulations Governing
Residence Halls in UP Diliman (as amended) and its Implementing Guidelines, and other laws
specified in the succeeding sections below.
I am fully cognizant that any attempt to breach the above stipulation shall subject the
undersigned to appropriate disciplinary actions, including but not limited to, revocation of this
agreement and the opportunity to reapply for residence in the Office of Student Housing;
6. Upon confirmation of a dormitory slot, I am expected to comply with all published rules and
announcements regarding the residence hall's "check-in and check-out" procedures. This
includes, but is not limited to, the timely occupancy and vacancy of the residence unit, the
collection of personal belongings, the surrender of all keys, and the proper inventory of all
University property.

Further to this, I am fully aware that UPD Residence Halls will need to be fully vacated on
specific days with reference to the Academic Calendar to allow them to carry out essential
repairs and maintenance works;
7. I understand that upon check-in, I am obliged to settle my residence hall fees. Payment can be
made through the Diliman Cash Office or via online payment channels set forth by the
University.
I have the option to pay it in (1) full as assessed by the Residence Hall Management OR (2)
initially pay the one-month fee AND one-month deposit fee. The deposit will serve as payment
either for the last month of the semester or for any damages made to the dormitory facilities.
If I choose to undertake the 2nd option, I agree that the remaining residence hall fees must be
settled on or before the last day of every month to avoid incurring surcharge. Otherwise, I shall
pay a surcharge of one percent (1%) of lodging fee per month, reckoned from the date due, until
fully paid. Failure to pay at least two (2) cumulative months within the semester may be a ground
for the termination of this agreement.;
8. On the other hand, should I decide to leave my assigned Residence Hall at any time before the
expiration of the aforesaid academic year, I shall notify in writing, the Residence Hall
Management at least a month before my departure date; otherwise, or except on very meritorious
reasons, I shall be liable to pay a departing fee equivalent to fifty percent (50%) of the fees from
the remaining period reckoned from the required notice to the end of the regular semester,
provided that for the purpose of computing the departing fee, the Midyear Term shall not be
included;
9. I am fully informed that as a resident of the UPD Residence Hall, I am responsible for
maintaining cleanliness and orderliness of my assigned room and if applicable, my bathroom,
the common areas of the Hall, and in conscientiously adopting measures to prevent untoward
incidents that include but are not limited to fire, accident, theft, and the spread of diseases i.e.
COVID-19, etc.;
10. I understand and agree that the OSH, the Residence Hall Management, or their representatives
may conduct a general inspection and maintenance works of my room at any time the
management deems necessary;
11. I specifically agree to be liable for all damages or other losses incurred to the residence hall
facilities which are not the result of ordinary wear and tear. I also understand that damage within
the residence hall is a shared responsibility of the residents assigned to a particular unit.
Damages that occur to common areas (e.g. rest rooms, lounges, study rooms, etc.) that cannot
be attributable or chargeable to any specific individual(s) shall be equally shared by the residents
in the closest proximity to where damages have occurred. Upon demand, the student agrees to
pay the assessed value of all such damages as determined by the University;
12. I agree to disclose to OSH and the Residence Hall Management all medical or physical
conditions or limitations which may necessitate special accommodations to be provided by the
University. This disclosure should be done during the dormitory application process and/or
during the check-in process. I also understand that the University cannot guarantee special living
conditions to accommodate any medical condition except as may be required by law. Further to

this, I confirm the necessity to provide truthful and accurate information relative to my dormitory
application and stay in the residence hall.
13. Because dormitory living necessitates an awareness of and concern for other residents' needs, I
fully understand that my admission in a UPD Residence Hall entails strict compliance with the
following general guidelines at all times:
A. Universal Precaution - Overall health, safety and security of the residence hall
community must always be observed. Utmost caution and cooperation in promoting
these is expected at all times;
B. Check-in/Check-out- Accomplish all necessary documents before check-in, and settle all
accountabilities for temporary or permanent check-out;
C. Curfew - Curfew is at 10:00 PM. Leaving from and returning to the dormitory premises
beyond curfew would require submission of appropriate errand/s form;
D. Resident Monitoring - For security purposes, residence halls implement a system for
checking whether a resident is inside the residence hall or not. Security personnel as well
as the dorm management closely monitors CCTVs to protect residents and the
management against any security breach;
E. Courtesy, Silent Hours, and Alarm Clocks - Courtesy hours are in effect at all times.
Silent hours are from 10:00 PM-6:00 AM daily;
F. Appliances - Only OSH-approved appliances are allowed in the residence halls. All
other electrical appliances (e.g. perming iron, hair blower, clothes iron, garment steamer,
cooking appliances) are not allowed. Unauthorized appliances brought in during the
check-in period will be temporarily placed in storage by the dorm management and will
only be released by the end of the term upon check out;
G. Laundry -There is no provision for washing of clothes and beddings in the residence
hall. Only undergarments, PE uniforms, and laboratory gowns are allowed. Commercial
laundromats are readily available in nearby areas for students;
H. Drunken Behavior and Possession/Use of Prohibited Drugs - Drunken behavior will
be dealt with accordingly. No bringing of alcoholic drinks inside the building. Possession
and/or use of prohibited drugs are punishable by law.
I. Smoking - According to RA 8749 or the Philippine Clean Air Act of 1999, the Quezon
City Municipal Ordinance, and Executive Order No. 26 as amended by EO 106, smoking
and vaping are not allowed in all areas of the University. As such, smoking and vaping
are prohibited in the UPD residence halls.
J. Harm, Harassment or Threat - Any form of harm, harassment, or threat to any member
of the dormitory community will be dealt with accordingly and subject to relevant
University policies;
K. Pest Control - As part of the maintenance of the residence halls, pest control service is
scheduled every month which includes misting and fogging of rooms that usually takes
2 hours. During this time, residents must leave the residence hall and cover all food and
utensils. Valuable items must not be left in the room;
L. Communication - For announcements and updates on residence hall activities, it is
highly encouraged to join the residence hall's online group. All online communications
between and among residents and the management should be respectful.

14. I understand and concur with all the rules and regulations cited above and to any other directives
and policies which may be established by the University, all of which are incorporated by
reference and herein made part of this Agreement. I understand that violation of any of the
stipulations of this Agreement and/or failure to comply shall constitute misconduct under the
2012 Code of Student Conduct of UP Diliman, the UPD Anti-Sexual Harassment Code, and
other pertinent University policies and guidelines as well as local ordinances and national
legislations.
15. I am fully aware that this Residence Hall Agreement shall be binding and deemed effective for
Academic Year 2024-2025 (1st and 2nd Semesters, and Midyear Term) only, unless otherwise
revoked or terminated earlier by any party;
I hereby constitute UP Diliman as my Attorney-in-Fact, and authorize UP Diliman, upon expiration or
termination of my stay at my assigned residence hall, for whatever cause or reason, to immediately take
possession of the above-mentioned room and remove my possessions remaining therein, if any, for
safekeeping with cost of safekeeping on my account up to a maximum of 60 days, after which the OSH
has the right to dispose of such possessions accordingly.
