Any exception to the requirements of this specification shall be submitted in writing for resolution by Purchaser. 1.2 VENDOR'S RESPONSIBILITY The Vendor shall be responsible for the complete design, manufacture, supply, inspection, testing, preparation for shipment for the welded steel storage tanks including full compliance with all applicable design codes and standards, not limited to those listed in Section 2.0 of this specification, and the requirements of the independent certifying agency. Items supplied by Vendor as the welded steel storage tanks, but those which are not required shall be identified in his original bid. 1.3 SUBCONTRACTORS Written permission by Purchaser shall be obtained before any work is subcontracted. 2.0 CODES, STANDARDS AND REFERENCS 2.1 GENERAL The tank(s) requirements shall be limited to those noted in this specification, except that where the governing laws of the People's Republic of China are more stringent they shall apply. Unless otherwise decided by the Purchaser, the most stringent requirements shall apply. Should any conflict occur as a result of applying data sheets and specifications, the order of precedence shall be as follows: • Data sheets • P&ID • This specification • Other referenced Project Specifications • Codes and Standards referred to within this specification and its attachments All deviations from the requirements of this specification, its attachments and the referenced codes and standards shall be stated in the Tender. In the absence of such a statement, full compliance will be assumed. Compliance by the Vendor with the provisions of this specification does not relieve him of his responsibility to furnish equipment and accessories of a proper mechanical design suited to meet the specified service conditions and/or local codes governing health and safety. 2.5 CERTIFYING AGENCY The Certifying Agency will be any one of the certifying agencies approved by the China Offshore Oil Operation Safety Office (COOOSO), i.e. DnV, CCS, BV, ABS or Lloyd's. The selection/arrangement of the certifying agency shall be done by the Vendor at his cost. The design review report and inspection certificate shall be issued by the certifying agency and are transferred to the Purchaser. 3.0 SCOPE OF SUPPLY 3.1 GENERAL The Vendor shall be responsible for the design, preparation of drawings and data sheets, production of materials, manufacture, assembly, all sub-Vendor, testing WELDED STEEL STORAGE TANK Page 6 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 and guarantees, shipment, plus the provision of skilled personnel for the testing and commissioning of the complete package at the module fabricator's yard and/or offshore, as required. Vendor shall commence manufacturing and/or purchasing of required equipment or material until required Vendor drawings and data sheets have been submitted to, and approved by the Purchaser. 3.2 SCOPE OF SUPPLY The scope of supply for the tank(s) shall include, but not be limited to, the following: Vessel (with hot insulation). All internals. All nozzles with suitable projections as specified on data sheets. All associated piping, valves, fittings and instruments. All on-skid wiring. Supports and skid with lifting lugs. All necessary interconnecting pipework and valves, terminating at the edge of the skid. All mating flanges and associated gaskets, bolts, nuts and washers shall be provided for all Purchasers’ connections. All necessary instrumentation and controls as defined on the P&ID, data sheets and requisition documentation. Spare parts for one year operation. Ladder, operating/maintenance platform (if necessary). Other accessories defined on the data sheets. All documentation requested in this specification and its attachments. Inspection and testing as called for in this specification and its attachments. The Vendor shall be responsible for the complete design, engineering, coordination, testing, delivery and proper functioning of the tank(s), not withstanding any omissions from this specification. 3.3 MATERIALS, WORKMANSHIP AND SUITABILITY All materials and parts included in the construction of the specified tanks shall be WELDED STEEL STORAGE TANK Page 7 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 new, unused, and of the highest grade, and free from all defects or imperfections which can affect the performance of the tank(s). The tank(s) shall be product of a Vendor regularly engaged in the manufacture and shall be of modern design, of proven performance for similar service in an offshore environment. 3.4 WARRANTY Vendor shall guarantee engineering, workmanship and materials of the complete vessel package to meet the design conditions of this specification and its attachments for either of the following two conditions, whichever is longer. Twelve (12) months from actual start-up of the facility. Eighteen (18) months following shipment to destination. All components found to be defective due to design, material or workmanship during the applicable warranty period shall be replaced free of charge to Purchaser. All experienced personnel, required to replace faulty parts during this period, will also be provided to Purchaser free of charge. 4.0 ENVIRONMENTAL DESIGN CRITERIA 4.1 GENERAL Unless otherwise stated on the data sheets, the tank(s) will be located in an open exposed area. 4.2 AREA CLASSIFICATION The area classification for the tank(s) and accessories will be noted on the data sheets. 4.3 SITE ENVIRONMENTAL DATA The weld steel storage tank shall be designed for installation on an offshore platform and must be able to operate in a highly saline atmosphere coupled with high relative humidity conditions. The site environmental data shall be noted in the data sheets. 5.0 DESIGN REQUIREMENTS 5.1 GENERAL WELDED STEEL STORAGE TANK Page 8 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 The design life of tank(s) will be stated in the data sheets. Requests for substitutes of any kind shall be complete with all pertinent engineering information for the Purchaser's evaluation of the proposed substitution. The minimum plate thickness, excluding corrosion allowance, shall be 5 mm for stiffened flat roofs and sidewalls, and 6mm for stiffened bases. For small tanks refer to the data sheet. Stiffeners shall be on the outside of the tank unless otherwise stated on the data sheet. Deflections of stiffeners shall not exceed 1/300th of the span regardless of deflective direction. Deflections of flat plates shall not exceed 1/150th of the shortest width. The design membrane stress shall not exceed 70% of the specified minimum yield. The tank outline drawings submitted to the Vendor are not intended to cover complete details. The Vendor shall make detailed calculations covering the design of tanks shown on the Purchaser's tank outline drawings and shall prepare his own detailed shop drawings. The Vendor shall submit concurrently to the Purchaser, prints of fabrication drawings, weld procedures and detailed calculations for approval. Hold-down bolts to be sized by Vendor. Design temperature and pressure to be as stated on tank data sheets. 5.2 CORROSION ALLOWANCE Unless otherwise specified on the data sheet, 3 mm corrosion allowance shall be applied to the inside surface of all tank shells, roofs, bottoms and heads where applicable for carbon steel. 3 mm corrosion allowance shall also be applied to all surfaces of non-removable internals exposed to the process fluid. Removable internals shall have half the specified corrosion allowance applied to all surfaces exposed to the process fluid. 5.3 DESIGN LOADING The tank(s) shall be designed to withstand following maximum loads, unless otherwise stated on the data sheet: WELDED STEEL STORAGE TANK Page 9 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 Liquid pressure (S.G to be not less than 1.0). +2000 N/m2 acting vertically on the whole roof of the tank + weight of the structure/contents + full wind pressure 600 N/m2 external gauge pressure + Full wind pressure 14000 N/m2 internal gauge pressure + Full wind pressure The loads due to lifting of empty tank Transport loads Acceleration forces as defined below + 1/3 wind pressure. Tanks and their supports shall withstand forces resulting from an acceleration of +0.28g acting on the tank at any time in any direction unless otherwise stated on the data sheet. 5.4 MANHOLES, NOZZLES AND INSPECTION OPENINGS Each tank shall have at least one manhole or handholes for inspection, cleaning, and maintenance. The minimum size of manholes shall be at least 20 inches and handholes shall be 8 inches minimum. Nozzle projection shall be in accordance with data sheets. All nozzle openings for 3 inches in size and larger shall be reinforced. Nozzle reinforcement shall be calculated to determine if such reinforcement is required. Nozzle wall thickness shall be as specified by the applicable design standard. Nozzle connections 1 inches and larger shall be flanged. Unless otherwise specified, boltholes on all flanged nozzles shall straddle the normal centerline of a tank. Openings for nozzle connections requiring operator attention or periodic maintenance shall be located for easy accessibility. Nozzle reinforcing plates shall be provided with a tapped test hole 6 mm NPT. Unless specified otherwise on the data sheets, the nozzle projections shall comply with the requirements of Appendix B. WELDED STEEL STORAGE TANK Page 10 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT 5.5 JZ25-1-SPC-GEN-MA-0004 REV. 0 INTERNAL DETAILS The tank Vendor shall furnish and install all vortex breakers, piping and all other internals required by the appropriate drawings. Flanges on internal piping may be of built-up construction. Light plate flanges may be used with machined flat face. Internal piping shall be flanged for ease of removal. All removable internals shall be fabricated to pass through tank manholes. Supports and fixed internals welded to shells/heads shall be seal welded to prevent crevice corrosion. Seal and strength welds shall carry the appropriate corrosion allowance. A suitable gradient for the bottom inside of the tank shall be designed to drain the tank completely. 5.6 EXTERNAL DETAILS The tank Vendor shall furnish and attach all insulation supports, external pressure stiffeners, lifting lugs, ladder and platform clips and pipe supports. Unless otherwise specified, all tanks shall be provided with a minimum of two lifting lugs. All attachments shall be continuously welded. 5.7 EARTHING BOSS All tanks shall have two earthing bosses in accordance with the drawing show in Appendix A. 5.8 DRAWINGS AND CALCULATIONS Shop details drawings shall be complete with all dimensions, thickness, and details of construction including all nozzle locations and orientations. All material thickness shall be shown. All welds shall be detailed or fully described by notes or weld symbols, and annotated to the relevant weld procedure specification. The assembly drawings shall contain all pertinent information relating to the standards, codes and specifications used in the design, fabrication, inspection and testing of the tank, including the materials used, the total weight of the tank empty, operating and full of water. WELDED STEEL STORAGE TANK Page 11 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 The tank Vendor shall submit detailed calculations establishing the compliance of the design with the requirement of this specification. All calculation shall be complete giving all references and showing all working methods. Review of the drawings by the Purchaser, does not relieve the Vendor of his responsibility for the correctness of the design to suit the stated conditions. 5.9 INSULATION Tank insulation if required on the P&ID/Data Sheets shall be in accordance with the Specification for Pressure Vessel and Tank Insulation, JZ25-1-SPC-GEN-MA-0017. 5.10 CATHODIC PROTECTION Cathodic(al) protection of the internal surfaces of the welded steel storage tank shall be furnished by the Vender. Galvalum III anodes shall be furnished, sized for 100% of the bare area for a minimum 25-years life. Anodes shall be placed to protect all internal surfaces of the welded steel storage tank internals. 6.0 MATERIALS 6.1 GENERAL Materials shall be as stated on the data sheets. Alternative materials may be used if it is advantageous with the prior approval of the Purchaser. Proposed substitutions must be clearly defined. Unless otherwise stated, the following shall apply: 6.2 All materials shall be subject to acceptance by the Purchaser. All pipes shall be seamless and materials shall be as specified on the data sheets. All materials welded directly to the tanks shall be made of weldable steel of similar compatible quality as the tank shell and roof. GASKETS Gasket material shall be in accordance with the Specification for Piping Material, WELDED STEEL STORAGE TANK Page 12 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 JZ25-1-SPC-GEN-PI-0003. Where nozzles are connected to external piping of valve, gaskets shall be in accordance with the relevant Piping Material class. 6.3 BOLTING Bolts and nuts shall be furnished by the Vendor for all cover plates, manholes, blind flanges and bolted attachments. Bolts and nuts shall be new. All external bolts and nuts shall be protected against atmospheric corrosion. Flange bolts and other bolts shall be PTFE coated or cadmium plated to ASTM A-164. All internal bots and nuts shall be selected in material to anti-corrosion according to the fluid contacted. Embitterment should be removed in accordance with ASTM A-143 or B-242 7.0 FABRICATION 7.1 GENERAL No fabrication may begin until the Vendor has received written approval of proper material certification, detailed fabrication drawings, calculations, weld procedures, plus welder performance and weld procedure qualifications from the Purchaser or the Purchaser's authorized representative. Shop details shall be complete with all dimensions, thickness and details of construction including dimensional location of weld seams and nozzles. All welds and weld preparations shall be detailed and annotated to the relevant weld procedure specification. No fabrication shall be sub-contracted without the prior written approval of the Purchaser. No holes shall be made in either the bottom or shell plates for the purposes of erection. All lugs attached by welding to facilitate erection shall be removed prior to final inspection and the plate surface crack detected. 7.2 WELDING 7.2.1 GENERAL WELDED STEEL STORAGE TANK Page 13 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 This specification covers the requirements and procedures for welding and does not relieve the Vendor from his responsibilities and guarantees with respect to welding results. The layout of all welded seams shall permit both internal and external inspection. All butt welds shall be full penetration welds as shown in the applicable code or specified in this specification. No lap joints are permitted on shells. Corner welds for tank shall be full penetration and welded from both sides or full penetration double fillet welds where one plate projects beyond the corner. Nozzles and couplings shall be welded to tank with full penetration welds. Backing rings shall not be used on butt welds. Shop fabricated tanks shall have bottom plates butt-welded throughout. All welds of lugs, brackets, structural steel, etc., shall be located so as to miss all tank welds by a minimum distance between the edges of the welds of 100 mm, or 3 times the thickness of the thicker part being welded, whichever is greater. Where tanks are to be internally lined, weld joints shall be smooth and free from sharp edges and corners. No welding shall be performed when the metal temperature is 5 ℃ and below without the application of preheat. All fillet welds shall be continuous. 7.2.2 WELDING PROCEDURES AND PROCEDURE QUALIFICATIONS The Vendor shall submit weld procedures, qualifications and weld details for all new weld types utilized for the Purchaser’s review and approval prior to commencing any production welding. Each procedure shall be qualified in accordance with ASME IX (or JB/T 4735 for domestic tank) and this specification. All repairs welding shall be in accordance with procedures previously approved by the Purchaser. Caulking is not permitted. 7.2.3 WELDING CONSUMABLES AND DEPOSITED METAL PROPERTIES WELDED STEEL STORAGE TANK Page 14 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 The deposited weld metal shall have yield strength of not less than the minimum specified for the parent material. All consumables shall be stored and handled in accordance with manufacturer's recommendations. Any unidentifiable consumable or those showing signs of damage or deterioration shall be discarded. Low hydrogen electrodes shall be dried or baked at the temperature level and times specified by the manufacturer, and shall be used within 8 hours when stored in quivers. Electrodes stored in quivers, but not used within the specified times, shall be restored in ovens. No electrodes shall be left lying about the site or in workshops. Electrodes so left shall be scrapped. 7.2.4 WELDER PERFORMANCE QUALIFICATION All welders and welding machine operators shall be qualified in accordance with ASME IX. These welders and operators shall only be allowed to weld using the approved welding process and in the position for which they are qualified. 8.0 INSPECTION, TESTING AND CERTIFICATION 8.1 GENERAL Inspection and testing shall be carried out at the manufacturer works, and shall be witnessed by the Purchaser and Purchaser's representative if required. The responsibility for inspection rests with the Vendor;however, the Purchaser and their authorized representatives reserve the right to inspect at anytime during fabrication to ensure that materials and workmanship are in accordance with this specification and the individual data sheets and/or drawings. The Vendor shall provide a projected shop schedule with appropriate fabrication stages at the time drawings is submitted for approval, to highlight the inspection activity schedule. The inspection of any work by the Purchaser or their authorized representative, and the release of a tank for shipment, shall in no way relieve the Vendor of any responsibility for carrying out the provisions of this specification. The Vendor shall inform the Purchaser at the time of placing the order of any tests which cannot be adequately performed. WELDED STEEL STORAGE TANK Page 15 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT 8.2 JZ25-1-SPC-GEN-MA-0004 REV. 0 INSPECTION OF WELDS All welds shall be visually inspected after completion. All tanks and attached welds shall be with 100% visual inspection. Throat thickness of all fillet welds shall be checked. Butt welds shall be spot examined by radiography specified on the tank data sheet. When spot radiographic examination is required, all junctions of welds and all repaired areas shall be fully radiographed and in addition at least one radiograph shall be taken at a location chosen by the Inspector. Spot examination by Sectioning is prohibited. Corner joints and butt welds in tank plates shall be 100% inspected by magnetic particle crack detection test for carbon steel. Nozzle and reinforcing pad welds shall be subject to 100% magnetic particle inspection. For stainless steel, Dye Penetrate method shall be used instead of MPI. All sealed welds of stiffeners, attachments and internal parts on the tank shell shall be 100% inspected by MPI. All inspection shall be conducted and interpreted by qualified persons utilizing proven techniques and equipment. The inspection results shall be substantiated by charts, photographs and reports, which shall be submitted to the Purchaser. The Purchaser shall be notified in advance of all these tests to enable him or his appointed Agency to witness the tests. The Purchaser shall have the right to request additional inspections or examinations by presentation of written notice to the Vendor. Such additional work shall meet all the requirements of the preceding paragraphs. 8.3 TESTING 8.3.1 GENERAL WELDED STEEL STORAGE TANK Page 16 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT JZ25-1-SPC-GEN-MA-0004 REV. 0 The equipment shall be tested as required by the tank data sheet. Prior to final inspection and hydrostatic test, the inside and outside of the tank shall be cleaned and free from all slag, loose scale, dirt and weld spatter. 8.3.2 PRESSURE TESTING All tanks shall be subject to a hydrostatic test. The test pressure shall be defined on the tank data sheet. All hydrostatic tests shall be carried out using fresh water, in the presence of an authorized inspector and subject to his approval. After successful testing, all water shall be drained and the equipment thoroughly dried. Tanks shall be properly vented during filling for hydrostatic testing so as to prevent the formation of air pockets before any test pressure is applied. Tanks shall be hydrostatical tested whilst being supported as in normal operation. The test shall be held for a length of time to allow a thorough inspection. The minimum test period shall be one hour. Tell tale holes in saddles or nozzle reinforcing pads shall be tested with air at 200 kPa maximum and checked with soapsuds prior to final hydrostatic test. The test mediums shall be at a temperature between 7 ℃ and 25 ℃ unless specified in the rules. Tanks shall be retest if any repairs are found necessary. The retest shall be performed after completion of repairs and any heat treatment, all subject to the approval, and in the presence of, the Purchaser's representative. 8.4 NAMEPLATE A Stainless Steel (Type 316) nameplate shall be provided and be in accordance with the Project Specification for Package General, JZ25-1-SPC-GEN-MA-0001. 8.5 CERTIFICATION DOCUMENTS The Vendor shall store in good order all material certificates, fully catalogued and indexed NDT test records, mechanical test certificates, welding qualification certificates, heat treatment certificates and hydrostatic test certificates for a minimum of 5 years after acceptance of the complete and fully certified tank by the Purchaser. WELDED STEEL STORAGE TANK Page 17 of 20 BASIC DESIGN OF JZ25-1 OFFSHORE OIL FIELD DEVELOPMENT 9.0 PAINTING AND PREPARATION FOR SHIPMENT 9.1 PAINTING AND PROTECTIVE COATING JZ25-1-SPC-GEN-MA-0004 REV. 0 Painting, protective coatings and the procedures used for the preparation of surfaces shall be as specified in the Project Specification for Protective Coating of Topside, JZ25-1-SPC-GEN-CC-0001. Where painting is specified, the entire tank shall be painted. Nozzles shall be painted on the flange edges, inside bolt holes, and up to the gasket surface. Fireproofed or insulated surfaces shall be shot blasted and given one coat of primer only. 9.2 PREPARATION FOR SHIPMENT Preparation for shipping and storage shall be in accordance with the requirements of the Project Specification for Package General, JZ25-1-SPC-GEN-MA-0001, and with the following additional requirements. After the final hydrostatic test, the tank shall be dried and cleaned thoroughly. All machined surfaces and threaded connections shall be protected by coating with rust preventative. Flanged openings shall be protected with steel plate covers attached by proper bolting or strapping and sealed with a plastic compound. Screwed connections shall be protected with threaded forged steel plugs. The Vendor shall be responsible for loading and anchoring tanks to prevent any damage during shipment. When shipped loose, all instruments, valves, parts, etc., of a tank shall be tagged with the item number and purchase order number to facilitate installation in the field. Tags and wire shall be stainless steel. Vendor shall state in the proposal his recommendations for long term storage (up to 12 months) for both indoor and open-air storage in a marine environment.
