BADAC RESOLUTION No. 2022-124
A RESOLUTION RECOMMENDING THE REMOVAL OF THE NAME OF
“AGCAOILI, LYNDON ANDAYA”
FROM THE LOCAL WATCH LIST
WHEREAS, pursuant to R.A. 7160, otherwise known as “the Local Government Code of the 1991” the
government at the level of barangay is tasked to promote the general welfare of its constituents through the
maintenance of peace and order situation thereat through the enforcement of national and local laws;
WHEREAS, in line thereto, the Barangay Anti-Drug Abuse Council (BADAC) had been created too curb
and address the emerging problem in illegal drugs in the country especially at the level of the barangay;
WHEREAS, DILG Memorandum Circular No. 2015-63 dated June 16, 2015, had been issued by Hon. Mar
Roxas, former Secretary of Department of Interior and Local Government, entitled “Revitalization of the
Barangay Anti-Drug Abuse Council (BADAC) and their Role in Drug Clearing Operations” purposely to
emphasize to local authorities, especially the barangay officials, their principal responsibilities in support of
overall government efforts to address peace and order, particularly to curb illegal drugs;
WHEREAS, one of the functions of BADAC is to continuously gather and update data on all drug related
incidents and its effects on the peace and order situation in the barangay including listing of suspected drug
users and pushers;
WHEREAS, pertinent thereto the intensified operation of “PROJECT DOUBLE BARREL” resulted to the
surrender and clampdown of the presence of personalities and their drugs activities in the Barangay San
Fermin, Cauayan City, Isabela;
WHEREAS, “AGCAOILI, LYNDON ANDAYA”, one of the listed drug personality in the local watch list
Barangay San Fermin, is NOT A RESIDENT/CANNOT BE LOCATED in this barangay and that there is no
monitored illegal drug activity of the said personality herein;
WHEREAS, with the above personality not a resident and plying his illegal drug trade in the barangay, it is
but apposite to remove his name from the local watch list of drug personalities;
NOW THEREFORE, on unanimous accord of all the members of the BADAC of Barangay San Fermin,
Cauayan City, Isabela, be it RESOLVED, as it is hereby resolved, that the name of
“AGCAOILI, LYNDON ANDAYA” shall be removed from the local watch list;
RESOLVED FURTHER, that this resolution be forwarded to the Chief of Police of Cauayan City, Police
Station, PLTCOL SHERWIN F. CUNTAPAY, for his information and appropriate action.
SO ADOPTED.
