Introduction
In DepEd Order No.12, Series 2015, the Department
of Education recognizes that the foundation of learning is in
a child’s early language, literacy, and numeracy skills.
These skills, according to DepEd, do not develop naturally,
and thus require careful planning and instruction. There is
thus, a need, for children to have access to age-appropriate
and culturally-sensitive materials to help them develop the
habits of reading, speaking, writing and counting.
Objective
ELLN aims to develop literacy
and numeracy skills and attitudes among
Filipino children which will contribute to
lifelong learning. More particularly, it
aims to improve reading and numeracy
skills of Kinder to Grade 3 learners which
is considered the basic foundation of
setting the learners’ readiness in acquiring
knowledge. This is designed in
consistency with the K to 12 Curriculum.
Implementation of the Program
ELLN
brought numerous
learning innovations through the so
called Best Practices which were fully
and strictly implemented in different
elementary schools. These Best Practices
depend on the situation a specific school
faces. This way, children are able to
acquire more depth and meaning from
their lessons.
Teacher SAVES means “Teacher Stops Activities
and Visits Easy-going Students. This is an intensified home
visitation process required from all advisers or subject
teachers having a student with excessive absences.
1. Teacher S.A.V.E.S.
A program where a student at-risk of dropping out
or failing is assigned of a faculty to be his/her faculty
guardian. The teacher will conduct daily monitoring,
weekly counselling, pep-talks to that child. The student is
given a discipline monitoring chart where the subject
teacher writes every violation the student commits. At the
end of the week, the student brings home the chart to be
signed by the parents/guardians.
2. EACH ONE SAVES ONE PROGRAM
Class advisers provide interventions and activities
for reading pleasure and numbers at 1:00-1:30 PM daily.
These interventions are chosen, prepared and given
according to their needs to improve academic performance .
All pupils should be inside the classroom to read their
books, study their lessons, work on their assignments and
projects instead of playing under the heat of the sun.
3. ONE O’ClOCK HABIT
“Hatid snacks in the classroom” in one involvement
of parents where they volunteer to bring snacks of their
children in classroom. The hatid snacks in the classroom
minimizes pupils to stay out of the classrooms during
recess. Thus, pupils eat with their classmates in the
classroom which develop their harmonious relationships
and avoid occurences of accidents.

Due to the ELLN Program, teachers were provided
numerous avenues for a more effective strategies in
teaching beginning reading and numeracy. In like manner to
the pupils where at the end of the school year, all schools
implementing the program in the Division of Tuguegarao
City slowly improving the reading and numeracy level
skills of early learners in the division.
