1.
INTRODUCTION
1.1
Scope
This Procedure provides necessary general information, requirements and guidelines for
the Oil Flushing of lube oil pipelines that are installed for Karbala Refinery Project.
1.2
Purpose
The purpose of Oil Flushing is to eliminate the scale and other foreign material in the pipe
physically to supply the clean Oil to the rotating equipment in order to prevent any damage.
Any leakage and misalignment between pipe and equipment also can be checked during
Oil Flushing.
1.3
Application
Oil Flushing is one of the oil pipes cleaning method utilizing kinetic energy produced from
oil velocity and temperature.
Cleaning medium for each service line will be shown on the Attachment #4.
2.
DEFINITIONS & ABBREVIATIONS
Contract means the Contract Agreement, the Conditions, the Employer’s requirements,
the Tender, and the further documents (if any) which are listed in the Contract Agreement.
Party means the Employer or the Contractor, as the context requires.
Employer means the person named as Employer in the Contract Agreement and the
legal successors in title to this person. The “Employer” and reference to “Engineer” means
the Director General of SCOP or any person authorized by him.
Contractor means the person(s) named as contractor in the contract Agreement and the
legal successors in title to this person(s).

Employer’s Personnel means the Employer’s Representative, the assistants referred to
in Sub-Clause 3.2 [Other Employer’s Personnel] and all other staff, labor and other
employees of the Employer and of the Employer’s Representative; and any other
personnel notified to the Contractor, by the Employer or the Employer’s Representative,
as Employer’s Personnel.
Contractor’s Personnel means the Contractor’s Representative and all personnel whom
the Contractor utilizes on Site, who may include the staff, labor and other employees of
the Contractor and of each Subcontractor; and any other personnel assisting the
Contractor in the execution of the Works.
Subcontractor means any person named in the Contract as a subcontractor, or any
person appointed as a subcontractor, for a part of the Works; and the legal successors in
title to each of these persons.
Commencement Date means the date of notification to the Contractor’s bank of the
opening of the activated L/C referred to in clause 14.16.1, unless otherwise defined in
the Contract Agreement (date upon which Letter of Credit is opened). “Contract
Effective date” means the date of signature of the Contract.
Materials means things of all kinds (other than Plant) intended to form or forming part of
the Permanent Works, including the supply-only materials (if any) to be supplied by the
Contractor under the Contract.
Plant means the apparatus, machinery and vehicles intended to form or forming part of
the Permanent Works.
Temporary Works means all temporary works of every kind (other than Contractor’s
Equipment) required on Site for the execution and completion of the Permanent Works
and the remedying of any defects.
Works means the Permanent Works and the Temporary Works, or either of them as
appropriate.

Contractor’s Documents means the calculations, computer programs and other
software, drawings, manuals, models and other documents of a technical nature supplied
by the Contractor under the Contract.
Country means the Republic of Iraq.
Site means the places where the Permanent Works are to be executed, including storage
and working areas, and to which Plant and Materials are to be delivered, and any other
places as may be specified in the Contract as forming part of the Site.
Variation means any change to the Employer’s Requirements or the Works, which is
instructed or approved as a variation under Clause 13 [Variation and Adjustment].
Mechanical Completion or MECHANICLA COMPLETION
“Mechanical Completion” is the stage when the construction and installation of equipment,
piping, instrumentation, cabling, electrical equipment, etc. have been demonstrated as
mechanically complete and all PRECOMMISSIONING activities including inspections,
cleaning, testing as well as documentation requirements have been fulfilled.
“Pre-commissioning or PRECOMMISSIONING” means all checks, cleaning and
testing of Plant and its implementation without introducing hydrocarbons or permanently
energizing or pressure said Plant. Pre-commissioning includes all activities implemented
between the completion of construction activities and Ready for Commissioning.
“Commissioning or COMMISSIONING” means all activities associated with preparing
or testing functionalities of the Plant or part thereof prior to initial START-UP up to the
condition of Plant “ready for START-UP”. When the COMMISSIONING activities are
completed, the condition of Plant “ready for START-UP” is achieved, a “Plant ready for
START-UP” certificate is issued.
“START-UP” means introduction of feedstocks into process Plant with the express
purpose of producing a product for the first time; this is often referred to as “oil in”. This
activity will be carried out by the Operation personnel of the CONTRACTOR.

Due to the energized equipment are utilized and relatively high temperature oil is circulating, the
following particular precautions shall be taken for safe Oil Flushing operation.
a) All unauthorized personnel are excluded from the Oil Flushing area prior to starting
oil circulation.
b) All personnel carrying out the Oil Flushing operation shall be fully understood their
tasks and ensured by suitable protective equipment: i.e. gloves, and goggles as a
minimum.
c) Hold toolbox meeting in the field involving all concerned personnel to remind again
the safety measures and objective of the activities and review the Work Method
Statement specific to the activity as well as the conditions of the permit.
d) Notify Oil Flushing location in advance to related disciplines working in associated
area.
e) The Oil Flushing area must be barricaded with hard barrier(scaffold) and clearly
marked with warning notices and kept free of personnel.
f)
Contractor’s Pre-commissioning personnel must be present at all times during the
flushing.
g) Ensure also that any fire extinguishers are available and safety devices such as eye
shower are ready to operate.
h) Ensure work area is clean and tidy and access / escape route must be clearly defined
and free from any obstacles.
i)
Use the right tools, proper rating and material of hoses and temporary pipes suitable
for the application.
j)
Ensure an effective communication system connected between those responsible for
the operation and safety personnel by use of radios with dedicated channel.
k) MSDS sheets to be available for oil products used in the flushing procedure.
l)
Prepare the spillage kit near the working area and stop the activity until system is
safe condition after rectifying the problem.
m) Collect the used oil to waste collection drum and it will be disposed according to
waste disposal regulation.

PLANNING
Oil Flushing plan shall be properly prepared according to the site conditions, such as the
availability of facilities on site and the configuration of the pipelines, etc. Lube oil flushing
must be carried out according to the Manufacture’s requirements or guidelines which will
be described in WMS for each lube oil flushing package.
6.1
Package Preparation
Oil Flushing package shall be prepared by including followings
a) Oil Flushing Package will consist of marked up P&ID indicating temporary jump-over
line, and Record Sheet.
b) Marked up P&ID will be shown as below.


EXECUTION
7.1
Preparation
a) Prior to Oil Flushing , ensure that all the remaining works after pressure test have
been cleared.
b) Isolate the lube oil system from electrical power prior to starting any preparation
works.
c) Preparation of permit to work including energization and isolation(Lock-out & Tagout).
d) Prior to the lube oil flushing operation, air blowing will be performed to remove any
contaminant and obstacles.

e) Remove the temporary material for air blowing after checking the dryness of system
f)
Clean steel blind flanges have to be installed at equipment in/out nozzles to protect
any contamination from debris.
g) Install jumpers (flexible hose) to by-pass all bearings, and these will be so installed
as to by-pass as little of the piping and flow passages as possible.
h) Temporary strainers/mesh will be installed on the suction side of the lubricating oil
pumps as per vendor instructions.
i)
Fine mesh (100 meshes) will be installed on the return line to reservoir.
j)
Auxiliary filters (where possible) will be used to provide higher filtered oil flow rates
and finer filtration.
k) Check if oil reservoir inside is clean before filling flushing oil. (Confined space entry
permit is required)

l)
If required, the lubricating oil heater is installed and operational to raise oil
temperature for effective flushing.
m) Ensure that all drain valves (on coolers / filters / reservoirs) are closed, and all vents
are open to remove air.
n) Carefully drain out of preservation oil from manufactures in pipes / filters / vessels.
o) Ensure that the lube oil pumps are ready to operate (alignment, motor solo-run etc.).
p) Following devices included in the flushing system shall be removed.

a) Line-up is to be completed as per Marked-up PID.
b) Bearing housing by-pass and screen mesh on the lube oil return line to reservoir is
to be installed properly.
c) Tighten all flanges on the associated piping of the lube oil console.
d) Lube oil for flushing is to be transported to the dedicated area.
e) Electricity for lube oil pump is to be ready from substation.
f)

Check if temporary pump is available for oil filling to the reservoir.
Execution
a) Verify if flanges, drain valves and plugs are firmly tightened in accordance with
Manufacturers Recommended Guidelines and Flange Management Procedure.
b) Open all the pressure gauge and pressure transmitter roots valves and close the vent
and drain valves after air removing.

c) Verify if all the manual operating valves of the lube oil system are in their correct open
or close position for the flushing.
d) Line up lube oil filter.
e) Verify the internal cleanliness of the Lube Oil Reservoir before lube oil filling.
f)
Remove the filling cap of the lube oil reservoir and check that the strainer is in place.
g) Fill up oil into the lube oil reservoir through the filling cap by using temporary pump.
h) After filling up the lube oil reservoir with flushing oil, verify if the level of the flushing
oil is showing on the sight glass (app. 50% level).
i)
Energize Lube Oil Pump and check the start, stop switch on the local panel.
j)
Start lube oil pump and check oil leakages around the system and tighten if found
any.
k) If the rotation of the pump is on reverse direction, stop the pump immediately and
request Electrical to rectify the wiring connection.
l)
Check the operations of the lube oil pump for any abnormalities such as vibration,
noise, etc.
m) Flushing velocity will be 3m/s as minimum.
n) Continue the lube oil flushing by hammering the lube oil piping with wooden mallet
or plastic hammer approximately 20 times every four (4) hours to remove the
particles in the piping(Mechanical Shock).
CAUTION Do not use excessive force to avoid of pipe damage during pipe
hammering
o) Vary the oil temperature from 40℃ to 70℃ approximately for effective flushing
through the pipe contraction and expansion by using the lube oil cooler and heater.
(Thermal Shock)
p) Every 8 hours stop the lube oil pump and remove the screen mesh installed at the
lube oil reservoir return line for inspection. After the inspection and cleaning, install
back the screen mesh or replace with new one, if necessary. Depend on cleanliness
of systems the interval of inspection can be varied.

q) During the lube oil flushing, alternatively switchover the lube oil filters to allow the oil
flow to each filter.
r)
No particle is observed by visual inspection, Contractor will circulate the oil for 1
hour before taking sample for acceptance check
0
s) Particle count degree is within the minimum requirements of acceptance criteria, the
lube oil flushing is considered completed.
t)
7.3
Stop the lube oil pump and rack out MCC breakers in substation.
Acceptance Criteria
a) Visual check of the particles caught on 100 mesh screen.
b) The greatest dimension of particles shall not exceed 0.25 mm.
c) Metallic particles, such as scale, metal shavings shall not be visible to the eye.
d) The degree of cleanliness oil sample can be verified by certified particle counter. For
reference purpose, one (1) bottle of sample might be kept for Lab analysis in case
of Manufacturer’s requirement.

e) Acceptance Criteria shall follow Manufacture’s requirement and Standards for
Cleanliness of Lube/Seal Oil and Fluid Power Systems such as ISO 4406, NAS
1638, ISO 10438-1 and SAE AS 4059 E. The cleanliness standard will be indicated
in the individual method statement.
7.4
Post Work of Oil Flushing
a) After flushing is completed drain the flushing oil from the oil reservoir, overhead tank,
filters, coolers and piping(If necessary).
b) Hand clean the oil reservoir and overhead tank internally using lint free cloth.
c) Remove all remaining by-passes and screens, install bearing seals and new filter
elements.
d) Restore the oil system to the operating configuration.
e) Fill the oil system with the permanent oil required for operation
f)
Circulate the oil system regularly once every two week for 1(one) hour, If it will not
be operated according to commissioning and start-up schedule.

DOCUMENTATION AND REPORTING
The Oil Flushing of pipe lines will be carried out in accordance with plan and schedule based on
Oil Flushing procedure.
Each Oil Flushing operation will be supported by an Oil Flushing Record Sheet form as
Attachment #3.
