THE NATIONAL DISASTER RISK REDUCTION AND
MANAGEMENT PLAN
●
01 - DISASTER RISK MANAGEMENT PLAN
●
●
Disaster risk management plans set out the goals
and specific objectives for reducing disaster risks
together with related actions to accomplish these
objectives.
They should be guided by the Sendai Framework for
Disaster Risk Reduction 2015-2030
●
DISASTER RISK MANAGEMENT
●
●
●
THE KEY SUCCESS FACTOR:
○ Speed & Urgency
○ Roles & Responsibility
○ Man-Specification
○ Ownership & Accountability
○ Assured Contractility
○ Strategic & Structured Approached
Response
○ Comprehensive Mitigation
is the application of disaster risk reduction
policies and strategies to prevent the following:
○ disaster risk
○ reduce existing disaster risk
○ manage residual risk
Contributing to the strengthening of resilience
and reduction of disaster losses.
DISASTER RISK MANAGEMENT ACTIONS
can be distinguished between:
○ Prospective Disaster Risk Management
○ Corrective Disaster Risk Management
○ Compensatory
Disaster
Risk
Management
○ Community-based
disaster
risk
management
BSN 4H
This serves as the national guide on how
sustainable development can be achieved
through inclusive growth while building the
adaptive
capacities
of
communities;
increasing the resilience of vulnerable
sectors; and optimizing disaster mitigation
opportunities with the end in view of promoting
people’s welfare and security towards gender
responsive
and rights-based sustainable
development.
“Safer,
adaptive and disaster-resilient
Filipino communities towards sustainable
development.”

○
Other people may need support to
evacuate but at the same time are more
isolated and will need support from
services.
Because community organizations are
well connected with people who are
experiencing poverty and disadvantage
it is important to identify clients who may
need support from services in disaster
or emergency.
HAZARD VULNERABILITY ASSESSMENT
●
●
●
●
Hazard identification and risk assessment
provides a step by step, factual basis for
activities proposed in the identification of risks
and strategies for hazard mitigation.
Hazard vulnerability analysis (HVA) and risk
assessment are systematic approaches to
identifying hazards or risks that are most likely to
have an impact on a healthcare facility and the
surrounding community.
02 - DISASTER MANAGEMENT RESPONSE
The primary aims of disaster response are
rescue
from
immediate danger and
stabilization of the physical and emotional
condition of survivors.
Disaster response covers relief, early recovery
and recovery activities.
VULNERABLE GROUPS
●
●
During a disaster situation, there are individuals
within the general population who may be more
significantly affected than others and who are at
greater risk for negative outcomes.
There are different risks for people in different
situations. For example in relation to
evacuations:
○ Some people may need support to
evacuate but at the same time are well
connected family, friends or neighbors
and have the necessary support
available within their networks.

HEALTH HAZARD REPORT/EVALUATION
A tool for classifying and evaluation to determine the risk and
hazards to which the public and the Health Care providers are
exposed. Different types of hazards are associated with similar risks to health.

CASUALTY RECORDING
●
HAZARD VULNERABILITY ASSESSMENT
A system that seeks to methodically and
comprehensively record and verify information
on individuals killed (and possibly also on those
injured) in a specific set of circumstances.
●
THE STANDARD METHODOLOGY FOR CASUALTY
RECORDING REQUIRES:
1. Assessing the credibility and reliability of every
source of information
2. Evaluating information on each incident to
ensure its validity
3. Verifying information gathered to ensure that the
data is as accurate as possible
4. Having an internal quality control process to
review data.

Recovery is the process a community goes
through after a disaster or emergency. Recovery
is the coordinated process of supporting affected
communities in recovery in:
○ The social environment
○ The built environment
○ The economic environment
○ The natural environment
Natural disasters and infectious disease
outbreaks can pose a threat to a community’s
health.
Socially vulnerable populations are especially
at risk during public health emergencies
because of factors like socioeconomic status,
household composition, minority status, or
housing type and transportation.
To help public health officials and emergency
response planners meet the needs of socially
vulnerable populations in emergency response
and recovery efforts
SOCIAL VULNERABILITY INDEX
A tool for classifying and evaluation to determine
the risk and hazards to which the public and the
Health Care providers are exposed. Different
types of hazards are associated with similar
risks to health.
Designed to help emergency managers identify
and map communities that will most likely need
support before, during, and after a disaster.

OUTBREAK SURVEILLANCE REPORT
●
Surveillance, or tracking illness and injury,
provides information that can help prevent future
disease and outbreaks.

HEALTH HAZARD REPORT/EVALUATION
●
As defined by the Philippine NDRRM:
○ The Disaster Risk Reduction (DRR)
report provides a snapshot of the latest
DRR progress the Philippines has
achieved under the four priorities of the
Sendai Framework.
