The University of Strathclyde is currently undertaking the delivery of a multi-million-pound capital and maintenance plan which
is designed to improve the range and quality of facilities available to our staff and students across the University Estate.
Estates Services are responsible for delivering this programme and with a vacancy arising, we require to recruit a talented and
enthusiastic Building Surveyor with good IT skills to join our multi-disciplinary operations team.
Reporting to the Senior Building Surveyor within the Fabric Maintenance section, you will be responsible for the delivery of a
range of minor project and maintenance works, undertake statutory and maintenance inspections and identification of work
schedules, prepare scope and tender documents, produce cost estimates, issue tenders and manage the delivery of a range of
projects and reactive repair works. Assist with the administration and management of Framework and Measured term
contracts.
We are seeking to recruit someone with first class communication skills and previous Project Management experience and
have a sound knowledge of planned maintenance, building construction and current health and safety legislation.
You will have the opportunity to work on a wide range of interesting and innovative projects in partnership with the academic
community.
You should have a Surveying or Construction Management background with extensive relevant experience.

Job Description
Brief Outline of Job:
The Building Surveyor will be responsible for the fabric maintenance of all University property including statutory compliance.
The role includes cost planning and budget control for maintenance and minor projects as well as reporting on the
management of risk related building fabric issues. Ensure a safe environment is provided and maintained within all University
Buildings. This post holder will be required to investigate building fabric issues and be competent at delivering solutions for
both managerial and technical issues.

Main Activities/Responsibilities:
1.
Develop a planned maintenance and refurbishment programme for University teaching rooms, liaise with Mechanical,
Electrical and Learning services Colleagues to ensure the delivery of modern teaching facilities for the University.

Carry out fabric inspections and building surveys, prepare detailed reports to ensure buildings are safe to occupy and
compliant with relevant legislation and assist with the preparation and delivery of the annual planned maintenance
programme.

Perform the role of Project Manager for the implementation of maintenance and refurbishment projects. Report on
budget expenditure and cash flow projections.
4.
Prepare technical reports which contain case for investments, detailed project budgets and supporting cost plans and
supporting statements.
5.
Preparation of project programmes, technical specifications, tender documents for maintenance and minor project
works packages. Liaise with the University Procurement Team regarding the administration and issue of all tender
documents.
6.
Carry out tender reviews, assist in the preparation of tender recommendation reports, in liaison with the University
Procurement team.
7.
Engage and manage external Design Teams to deliver projects. Ensure service level standards are met and delivered as
per University requirements.
8.
Ensure compliance with all relevant statutory requirements such as Construction Design and Management
Regulations, Equality & Diversity Act, Asbestos Register, Health and Safety at work act.
9.
Engage external Framework Consultants and Contractors and monitor their performance and quality of the service
delivered. Report client feedback and ensure all works are managed in accordance with agreed service level standards.
10.
Provide professional and technical advice, to the Operation and Maintenance Section on building fabric maintenance
defects and related issues. Have the ability to diagnose building fabric defects and recommend solutions

Handover completed projects to the client, liaise with Operation and Maintenance staff. Ensure all commissioning is
carried out correctly and that systems operate as designed and in line with University requirements. Provide and
approve Health and Safety files ensuring that maintenance regimes and contract recommendations are included

Manage a range of Framework contracts which support the delivery of maintenance and minor works packages.
Prepare and issue regular performance reports with Suppliers and Contractors

the University Procurement team
Attend and chair project meetings liaise with University departments, key stake holders, Design Teams and
Contractors
Work closely with the Clerk of Works team to check compliance with specification and quality of workmanship

Comprehensive knowledge and understanding of legislation within the construction industry,
including health and safety and CDM. Have a sound knowledge of Asbestos Regulations and
