Analysis of the Use of Twitter BPBD DKI in Disaster Mitigation

Abstract
This study aims to explain how the use of twitter in disseminating disaster information in order to
increase public awareness of natural disasters, namely the twitter account @BPBDJakarta. The research
method used is qualitative research with descriptive analysis techniques using Twitter content analysis,
one of the government-owned social media accounts using the Nvivo 12 Plus application. In addition,
the research also uses data triangulation to obtain the required data. The source is obtained from
information from credible online newspapers that have been registered with the press council, so that
the information submitted can be justified. The results of this study conclude that the Jakarta Regional
Disaster Management Agency's twitter account coordinates all units involved in disaster management.
The information posted by BPBD DKI Jakarta on its twitter account is a form of disaster management
stages which include pre-disaster (preparedness, early warning and mitigation), during a disaster
(emergency response and disaster management), and post-disaster (rehabilitation and reconstruction).
The contribution of hastags twitter on the Twitter account of the Jakarta Regional Disaster Management
Agency for flood disaster mitigation in this case this Twitter account acts as a government medium to
listen to information obtained from # hashtags that often appear on its twitter account.

INTRODUCTION
Floods occupy the first position as a
disaster that occurs every year(Akbar et al.,
2017). Flood is one of the natural disasters
that often occurs every year in Indonesia,
especially in Jakarta. Floods that hit the
capital city of Jakarta almost every year
have become a challenge for the
government. Climate change is projected as
the cause of rising water levels and rivers
resulting in increased rainfall in several
areas. Floods and inundation continue to
familiarize with the capital and buffer
areas.
Social media is one type of technology
that has the potential to facilitate rapid and
effective disaster response (T. Holderness
& E. Turpin, 2015). Of the many social
media platforms that exist today, such as
Youtube, Instagram, Facebook, and Twitter,
which are included in the media that are
widely used in Indonesia. Social media,
such as Twitter, currently has the role of
disseminating information which is widely
used by government agencies(Fahriyani &
Harmaningsih, 2020). With a verified
official account, information about what
can be found on social media.
The social network microblogging site
Twitter has played an increasingly
important role in communication during
disasters, both on the public side and in
agencies involved in disaster relief and
response. (David et al., 2016). The function
of Twitter in relation to disasters shows
that social media is a valuable channel of
information both for official institutional
sources such as government agencies and
news broadcasters, as well as witnesses
who are in the field with events who can
post updates as text and photos.(David et
al., 2016).
Social media provides a platform for
natural disaster rapid response detection
and situational awareness, as well as for
relief coordination (Landwehr & Carley,
2014). Not only in the real world, the talk of
flooding has also been enlivened on social
media. People on social media discuss
developments about flood conditions in
several areas in Jakarta. This can be seen
from the number of flood-related keywords
or hashtags that are popular on Twitter
social media.
Usually trending topics appear with a
hashtag (#) . The hash sign (#) is a sign that
is used to facilitate the search for a topic
that is being discussed. The use of hashtags
in general is to convey suggestions,
criticisms, and netizens' opinions on a
developing topic(Kahfi, 2019). Trending
topics will appear if many Twitter users are
making tweets with the hashtag. Twitter
trending on Wednesday January 1, 2020 is
filled
with
hashtags
(hashtags)
#banjirJakarta and # BanjirJakarta2020
(Dzulfaroh, 2020).
Social media is currently used by the
public as the fastest spreading information,
including information related to floods.
From some of the information provided by
the community regarding floods, it helps
people to avoid flood locations and be more
careful. Jakarta is home to millions of
residents who are very active on social
media sites, in such a way that the city has
been dubbed the "Twitter capital" of the
world (T. Holderness & E. Turpin, 2015).
The impact of the frequent and high
intensity flood events experienced in
Jakarta is exacerbated by a number of
factors, including physical geography,
climate change, poor maintenance of
drainage networks, subsidence, sea level
rise, underfunding, aging and deteriorating
flood control infrastructure, growth fast
and unplanned cities, slums and illegal solid
waste disposal in drains (T. Holderness & E.
Turpin, 2015).
Therefore, it is interesting for this
research to be related to the use of social
media in flood disaster mitigation in DKI
Jakarta. Researchers focused on the use of
#hastags, mentions and retweets made by
the community through social media
twitter in response to the topic of flooding

in DKI Jakarta. This reason is interesting
because researchers in this study want to
know how to use twitter in disseminating
disaster information in order to increase
public awareness of natural disasters,
namely the @BPBDJakarta twitter account.
Much of the research has focused on
analyzing the content of social media posts
(Saen, 2014). Most of the studies that
examine social media content analysis
collect data using keyword or account
search. In other words, the current analysis
of social media content is primarily based
on filtering social media posts using the
name of a disaster.
Research conducted (Spence et al.,
2015), (Takahashi et al., 2015) In general,
the results of the analysis show that
disaster emergency information is posted
by officials or ordinary people who account
for about 40% of all social media posts that
include keywords, such as the name of the
disaster, and something related to the
disaster. Research conducted (Huang &
Xiao, 2015)collected, coded and analyzed
more than 10,000 tweets related to
disasters with geolocation information and
classified them into detailed categories
during different phases of the disaster and
mapped them by time and space. Twitter
messages sent during emergencies and
mass
convergence
events
reveal
information dissemination features that
support information broadcasting and
intermediation (Takahashi et al., 2015). In
the United States, the US national weather
service also announced it would rely on
Twitter as an environmental information
service for weather alerts(Holthaus, 2014).
Elsewhere, social media has played an
important role in raising awareness and
coordinating relief efforts, such as during
India's massive floods in 2014. (Chatterjee,
2014). Social media provides a platform for
natural disaster rapid response detection
and situational awareness, as well as for
relief coordination (Landwehr & Carley,
2014).
This research uses tweets related to
the topic of flooding obtained from the
@BPBDJakarta account. Based on the
description above, the writer considers that
this is sufficient material to become
research material with the title "Analysis of
the Use of Twitter BPBD DKI Jakarta in
Flood Disaster Mitigation".
RESEARCH METHODS
This study uses a qualitative approach
with social media content analysis twitter,
which aims to explain and reveal the use of
Twitter social media in flood disaster
mitigation in DKI Jakarta. The analysis of
Twitter social media content in this study
uses the Nvivo 12 plus software, which has
the power and ability to capture
government-owned
Twitter
account
content data that is determined as the
object of this research's analysis. The stages
of using Nvivo 12 as a data analysis tool in
this study (Edwards-Jones 2014; Leech and
Onwuegbuzie 2011), namely installing the
Nvivo 12 plus software for windows,
installing the NCapture extension on Google
Chrome, capturing Twitter content with
the NCapture application integrated with
Nvivo 12. plus and google chrome,
importing Twitter content data from the
NCapture results to the Nvivo 12plus work
screen, Twitter content file management on
the Nvivo 12 plus work screen, automatic
code of Twitter content that generates
themes, visualization of themes in the form
of charts, Network analysis with the
Sociogram Nvivo 12 plus feature, content
similarity analysis Twitter with cluster
analysis feature. The stages of using Nvivo
12 plus produce data which can then be
categorized and interpreted so as to
produce conclusions that can answer this
research question.

RESULTS AND DISCUSSION
Twitter as Social Media in Disaster
Mitigation
In the Age of Globalization, popular
social media platforms can assist in
monitoring and assessing damage and
helping to rescue when a disaster occurs.
Social media is a powerful and promising
tool for disaster response management,
including raising awareness of the
situation, promoting the flow of emergency
information, predicting disasters and
coordinating rescue efforts. (Shan et al.,
2019) From an organizational perspective,
disaster response organizations can use
social media as a platform to communicate
with the public in disaster situations so that
they can gather information in the field
using the public as a source of information.
(Latonero & Shklovski, 2011).
One of the social media that is widely
used by the government for disaster
management is Twitter. As an area that
facilitates conversation, Twitter has been
widely used in a variety of needs, including
personal needs to engage in online
conversations, business needs to engage
directly
with
consumers,
political
campaigning needs, to institutional needs
to increase transparency in public services.
The social media twitter also plays an
important role in facilitating government
agencies to understand and implement
disaster management policies quickly and
accurately.
The @Bpbdjakarta account is a
Twitter account that utilizes Twitter as a
communication medium that is transparent
and accommodates public aspirations
related to natural disasters, thus indirectly
helping the DKI Jakarta Provincial
Government to display a picture of the
performance that the DKI Jakarta Provincial
Government continues to do in its efforts to
overcome natural disasters. and the
problems of DKI Jakarta. Management of
Twitter @Bpbdjakarta is expected to be
used as a guide for organizations in
managing programs using social media
Twitter as a medium of communication.
Hashtags (#).
Hashtags help people to pursue topics
they are interested in very easily and
quickly (Scarlet, 2013). Hash tags will
provide tweets related to general or special
topics. For example the keyword #flood
will retrieve all tweets containing the
keyword flood. Social media data analysis
involves multidimensional queries, which
determine specific locations, times and
content to achieve a better understanding
of human behavior in the face of disasters
(Hassan et al., 2019). Along with this
research, the methodology that the
researcher determined in the case of
"Analysis of the Use of Twitter BPBD DKI
Jakarta in Flood Disaster Mitigation" is to
use a qualitative descriptive. Via Software
Nvivo 12 Plus, with the aim of coding data
based on social media twitter, which is
focused on the @Bpbdjakarta account. So,
the researchers took 20 hastags samples on
twitter @Bpbdjakarta, namely:

first carried out the Twitter account
@Bpbdjakarta to see and determine the
hastags that often appeared on the account.
The following is a picture of the word
frequency at 20 hastags that often appears
in the @BPBDjakarta account:

From the results of processing data
through Nvivo 12 Plus on the Frequence
Word feature related to the use of Twitter
social media in flood disaster mitigation in
DKI Jakarta, as shown above, it can be
explained that the words that often appear
on the Twitter account @Bpbdjakarta are
#source in light gray color. Next are the
words #update and #Jakarta. From these
words, it can be concluded that Twitter
social media users who post content,
replay, and retweet on the @Bpbdjakarta
account mostly use #hastags or the
keyword source, update and Jakarta. Social
media Twitter plays a major role in
disseminating
information
during
disasters. Information today is very
important for society because it is difficult
to live a safe and effective life without
information. Nowadays people prefer to
find information through social media
rather than reading newspapers or using
traditional media. Unlike traditional media,
this twitter social media allows data
collection on an unprecedented scale as
well as documenting people's reactions to
events that are happening both in the real
world and in cyberspace.
Although the information conveyed
on social media is not necessarily correct,
some information is sometimes hoax (fake
news). This #hastag produces important
information that can assist the government
in providing information on weather
changes, for example, identifying factors
that affect flooding, detecting water levels,
and so on. Such information benefits the
relevant agencies to respond in real-time.
The results of the Nvivo 12 Plus application
can answer the use of social media in flood
disaster mitigation from 20 #hastags that
often appear on the @Bpbdjakarta Twitter

account which researchers took as samples,
from these samples then data coding was
carried out through the Nvivo 12 Plus
application. Coding is processed by means
of a crosstab query - resultsspreview. Thus,

Social media can be seen as a tool for
increasing
community
engagement
through communication, discussion and
coordination of public and social activities.
This makes Twitter very suitable for
emergency events such as natural disasters
so that it gets a quick response. From the
results of data processing from Nvivo 12
Plus, it can be explained that flooding is still
a topic that is often discussed and is of
concern to the people of DKI Jakarta on
Twitter social media. Floods in Jakarta
occurred during April-August so the
researchers took samples for the last five
months from April-August 2020. Seen in
August 2020, the percentage of flood topics
reached 28, 02% followed by the topic of
Covid with a percentage of 6.99%. The topic
of Jakarta floods increased significantly
during the month. Floods are the highest
topic compared to other topics even though
currently Covid is a trending topic. So from
this it can be concluded that flooding is still
a problem that is always discussed by the
people of DKI Jakarta.
In this case, this Twitter account acts
as a government media to listen to
information obtained from the # hashtags.
The data from #hastag is directly related to
the problems that have been complaints by
the public so far, in order to get a response
from the government. It is in this context
that the use of social media in disaster
management makes a positive contribution
to the government, especially for making
disaster management decisions quickly and
accurately. (Kim & Hastak, 2018). In
addition to the coding data above, the
researcher also processed the frequency
and percentage data from the top 10
#hastags from the @Bpbdjakarta account
as follows:

From table 1 we can see that during
the months of April-August, the hastags
#the water level becomes the top hastags
compared to the other cubits. This can be
seen from the number of hastags
frequencies. The results of the presentation
are calculated from the number of hastags
frequencies divided by the total frequency
which is then multiplied by 100%. The data
was obtained from the coding through the
Nvivo 12 Plus application. Of the top ten
hastags in the @bpbdjakarta foreign
account,
each
hashtag
from
the
@Bpbdjakarta account was taken as a
sample by the researcher for data
processing through coding the percentage
of data on Ncapture and Nvivo 12 Plus.
Likewise with the data comparison process,
as a determining factor in the hastags
indicator. The results of the Nvivo 12 Plus,
are reduced by a 100% percentage rating.
To strengthen in a qualitative descriptive
analysis. Then, The ranking results are
inseparable from the percentage data
results obtained from the crosstab query
process - result preview, coding references

BPBD Jakarta Twitter account, it has
become a virtual space where many Twitter
users turn to look for up to date emergency
information. Especially if the frequency of
the hashtag tweet is high which means that
it attracts attention, so that the tweet is

media applications, Twitter is a fast and
flexible tool for disseminating information
and communicating via short public
messages. Twitter has some interesting

content, one of which is retweets. Retweet
means to use or repost a tweet from
another account user while still including
the name of the Twitter user who wrote the
tweet first. (Scarlet, 2013). In conducting
retweet analysis on the Twitter
@Bpbdjakarta social media account, this
study uses the sociogram twitter analysis
available in the Nvivo 12 plus application.
The account network analysis using the

analysis of the similarity of Twitter content
with the cluster analysis feature and the
Pearson correlation and coefficient
formula.

Social media provides the potential
for interactive, participatory, synchronous
two-way communication. The ability to
augment existing media channels and to
engage in more interactive and real-time

We can see from Figure 3 that the
degree out from the image above is the
BPBDJakarta account which as a whole
provides and disseminates information to
several accounts. While the degree in is the
surrounding accounts that get information
from the @Bpbdjakarta account. Accounts
that retweet a large number are accounts

that get more information distribution than
other accounts.
Some of these accounts are the
@DKIJakarta account, this account has the
most retweets of 61 times compared to
other
accounts.
Next
is
the
@DinasSDAJakarta account that retweeted
26 times and the third highest number of
retweets was the @JSCLounge (Jakarta
Smart City) account, this account retweeted
17 times. Based on data processing
conducted by researchers using the Nvivo
Plus 12 application, the three accounts
were the accounts that retweeted the most
compared to other accounts.
The BPBD account is the account used
by the DKI Jakarta Provincial Government
to provide information updates to the
public regarding natural disasters that
occur in DKI Jakarta. For example, when the
BPBDJakarta account posts a water level
marked with #tinggimukaair, it means that
at that time BPBD Jakarta provides
information related to disaster mitigation
to reduce flooding. When the public reads
this information, the public can know about
the occurrence of flooding so that they will
indirectly be alerted to flooding.
The social media platform Twitter
helps communities monitor and assess
government policies in dealing with
disasters. Before, during, and after a
disaster occurs in the same way, social
media provides an emergency management
tool not only to communicate with the
public directly but also to gather real
actionable information. (Latonero &
Shklovski, 2011).

Betweenes centrality is the most
influential account in the network, between
centrality is indicated by the location of the
account which is in the middle position.
From the picture above, we can see that the
account that is located in the middle is the
Jakarta BPBD account, which means that
this account has a big influence on the
network network. When unexpected events
occur, there is a high demand for
information from the media especially
social media, and from the public who may
be affected, involved or simply observing
(Panagiotopoulos et al., 2016). Here the
Twitter account @Bpbdjakarta is a channel

of information that is timely, actionable and
very important for recipients to rely on. The
use of Twitter social media is also a means
of communication in disaster management
so that it requires commitment from
government officials in using social media
to listen to and discuss disaster
management by involving all parties, which
is then hoped that the government can
make the results of the discussion and
dialogue as a reference for disaster
management decision making. .

Closeness
Closeness is the closeness of the
relationship between Twitter accounts, if
the line is getting shorter it shows that the
relationship between the accounts is
getting closer and vice versa if the line is
getting longer, the relationship between the
accounts is getting further. From the
picture above, we can see that there are
three accounts that are most closely related
to BPBD Jakarta. The first is the @lrtjkt
account which retweetes one time. The
tweet from BPBD Jakarta which was
retweeted by the lrtjkt account contains an
appeal to all people to use masks when they
are or do activities outside the home
without exception to prevent and prevent
transmission of COVID-19.
Then the second is the DishubDKI_JKT
account by doing two retweets. The tweet
contains updates on the handling of
COVID19 in Jakarta, updates on Jakarta's
PCR test and case data, the emergency
brake policy, namely Large-Scale Social
Restrictions (PSBB) in full. Next is the JSC
Lounge account with seventeen retweets.
JSC is the abbreviation of Jakarta Smart City.
Almost the same as the DishubDKI_JKT
account, this account does a lot of retweets
related to data updates on Jakarta PCR tests
and cases, Health protocols that must be
applied during the pandemic, PSBB policies,
handling of covid, updates on COVID 19
cases.
Several other themes such as Jakarta's
early warnings, conditions of bus stops,
conditions of station tunnels, SDA task force
activities, cheerful Ramadhan programs
from the DKI Jakarta Education Agency,
TMA updates, production of cloth masks,

distribution of twenty million free cloth
masks from the DKI provincial government,
implementation of Provincial Governor
Regulations DKI Jakarta No. 47 of 2020 is
related to restricting access to and from the
Capital to reduce the spread of COVID-19.
This social media twitter account also
supports the government to respond to
developing problems during and after a
disaster occurs. This prevents the
government from experiencing delays in
taking disaster management decisionmaking actions, which in turn will increase
the risk of anxiety in the community when
a disaster occurs.
Mention, is content to reply to
someone's tweet but by marking other
people who want to be invited to join the
conversation (Scarlet, 2013). The NVivo 12
Plus app allows downloading of tweets
along with user-related information,
including username, geographic location,
hashtags, hyperlinks, number of tweets,
and number of followers, among others.
Some of this metadata is recoding for
analysis. The government through social
media can communicate and coordinate
directly with related parties, which then the
government gets information and data
about problems that occur during a
disaster.

From the sociogram twitter image, it
can be explained that the @Bpbdjakarta
account mentions several accounts. The
account that was mentioned the most by
@Bpbd Jakarta was the @Dinassdajakarta
account. It can be seen from the picture
above that the @Bpbdjakarta account did
