POWER AND FUNCTIONS
a. In accordance with Executive Order 320, the
NPOC has constituted crisis Management
Committees (CMCs) at all levels specifically to
take decisive on in emergency situations

b. The CMCs are primarily concerned with the
formulation of crisis element procedures,
integration and orchestration of government,
military/police public efforts towards the
prevention and control of crisis incidents.

RELATIONSHIP OF ICS AND CMC
ICS defines specific tasks and responsibilities
of concerned commanders and tasked units in
the PNP while CMC are policies and
guidelines set in the National Core Manual on
Crisis Management crafted by the National
Security Council.
