I. VERIFY SYSTEM ALIGNMENT
A. Verify fuel and oily waste drain tank levels, monitor
fuel oil and oily waste tank liquid level indicators.
Indicate liquid level in storage and service tanks on SD
NO. TSDF.
B. Ensure the following valves are shut:

II. ALIGN FUEL OIL TRANSFER SYSTEM
A. Indicate designated service tank to be recirculated.
CAUTION: FUEL OIL SHOULD NOT BE RECIRCULATED IN A SERVICE TANK
WHILE FUEL OIL IS BEING DRAWN FROM THAT TANK. WHEN A
SERVICE TANK ON SUCTION REQUIRES RECIRCULATING, SHIFT
SUCTION TO FULL STANDBY SERVICE TANK.
B. Open the designated service tank valve:

D. Ensure tank water level is between minimum and maximum
levels.
IV. PLACE TRANSFER SYSTEM IN OPERATION
NOTE: Purifier must be aligned and primed at the unit prior
to placing it in operation.
NOTE: Water should discharge from the water discharge sight
port to indicate that priming was successful in producing
a water seal.
A. Start and prime designated fuel oil purifier.
1. Ensure lube oil reservoir level is at operating
range.

NOTE: When a cold (false) start is made, allow purifier to
coast, without braking, to a complete stop.
NOTE: After surface of motor has cooled to an ambient
temperature not exceeding 50 C (125 F), a hot (true)
start can be made.
NOTE: Between multiple starts, allow one-half hour running time
or one hour rest time (rest time includes deceleration
time plus idle time).
CAUTION: MORE THAN TWO STARTS WITHIN AN HOUR MAY DAMAGE MOTOR.
CAUTION: IF PURIFIER DOES NOT COME UP TO SPEED WITHIN 8
MINUTES OR HAS EXCESSIVE VIBRATION NOISE, STOP
IMMEDIATELY AND INVESTIGATE. TO DETERMINE SPEED,
PLACE FINGER ON ROTATING CAP OF SPEED INDICATOR.
BUTTON ON CAP SHOULD ROTATE AT 149 RPM.
13. Turn CLOSE WATER selector switch to ON position.
14. Depress purifier START pushbutton. The red
"PURIFIER START" indicator should illuminate.
NOTE: When the "PURIFIER RUN" light illuminates, the solenoid
valve controlling the bowl closing water will be
energized. The bowl will close in approximately 30
seconds. The purifier bowl is now ready for priming.
15. Prime the purifier as follows:

a. When the bowl is up to speed, turn the spring
loaded SHOOT/OFF/PRIME selector switch to the
PRIME position. Hold the switch over in the
PRIME position, against spring pressure, until
water is seen flowing past the sightglass in
the heavy phase discharge chamber. Release
the switch when the priming is completed.
NOTE: Water should discharge from the water discharge sight
port to indicate that priming was successful in producing
a water seal.
B. Align and start the transfer pump as follows:

CAUTION: HIGH FUEL OIL TEMPERATURE RISE MAY OCCUR ACROSS FUEL
OIL TRANSFER PUMPS HANDLING NAVY DISTILLATE DURING
PUMP STARTING PROCEDURE.
CAUTION: PUMP MUST NOT BE OPERATED WITHOUT SUCTION.
CAUTION: WHEN PUMP CANNOT BE PLACED ON THE TRANSFER LINE
WITHIN 3 MINUTES AFTER INITIAL ROTATION DURING
STARTING PROCEDURE, PUMP MUST BE STOPPED.
6. Start designated transfer pump as follows.
a. Depress XFR PUMP START pushbutton.
b. Verify XFR PUMP "PUMP RUNNING" indicator
illuminates.
c. Verify XFR PUMP discharge pressure is greater
than 20 PSIG.

CAUTION: WHEN TRANSFERRING JP-5 FUEL, BE SURE TRANSFER HEATERS
ARE BYPASSED. JP-5 FUEL DOES NOT REQUIRE HEATING.
WARNING: THE TEMPERATURE OF FUEL OIL SHALL NEVER BE RAISED TO
OR ABOVE ITS FLASH POINT (MINIMUM OF 140 F).
D. Place designated heater in operation by depressing the
heater ON pushbutton, verify "HEATER ON" indicator
illuminates.
CAUTION: IF PURIFIER SEAL IS LOST, SHUT PURIFIER INLET VALVE
AND RE-PRIME PURIFIER.
E. Place purifier in operation as follows:
1. Turn FUEL FORWARD switch to the START position until
the green "FUEL FORWARD" indicator illuminates.

2. Verify "NO EFFLUENT" indicator is extinguished.
Release FUEL FORWARD switch.
3. Ensure positive control air pressure to diverting
valve.
NOTE: Ensure purifier is discharging fuel oil at sufficient
back pressure to prevent fuel oil from foaming, but not
so great as to cause loss of fuel oil at waste water
drain.
4. Adjust purifier

V. OPERATING
A. Ensure all operating parameters are normal.
1. Purifier operating data:

B. Five (5) minutes after recirculation initiation, then
every thirty (30) minutes, sample and visually test
(clear and bright) purifier discharge.
C. Continue recirculating service tank until clear and
bright sample is obtained.
D. When designated service tank has been recirculated for
required time, purifier does not require cleaning,
and adjacent service tank requires filling, system
alignment may be shifted from recirculation to transfer
by performing Step VIII.

E. When designated service tank has been recirculated for
required time and system is to be secured, proceed to
Step IX.
VI. PLACING THE PURIFIER IN STANDBY
NOTE: When the purifier is in standby, the purifier continues
to operate at normal speed.
WARNING: FAILURE TO EMPTY THE BOWL OF FUEL PRIOR TO PLACING
THE PURIFIER IN STANDBY MAY CAUSE EXCESSIVE HEAT
BUILDUP OF THE FUEL.
A. When ordered, place the purifier in standby.
1. Turn the spring loaded FUEL FORWARD selector switch
to the STOP/ALARM RESET position and release.
2. Verify the "FUEL FORWARD" indicator extinguishes.
3. Secure heater by depressing the HEATER OFF
pushbutton; verify "HEATER ON" indicator
extinguishes.
4. When heater inlet and outlet temperature equalize,
secure transfer pump by depressing the XFR PUMP STOP
pushbutton; verify XFR PUMP "PUMP RUNNING" indicator
extinguishes.
5. Open purifier

7. Turn the SHOOT/OFF/PRIME selector switch to the
PRIME position and hold until water is seen flowing
past the observation port.
8. Release the selector switch from the PRIME position
and turn it to the SHOOT position and hold it there
until the purifier shoots (2-3seconds).

9. Return the selector switch to the PRIME position
until water is seen flowing past the observation
port.
10. Release the SHOOT/OFF/PRIME selector switch.
11. Check after 5 minutes, and every 5 minutes there
after, to insure purifier inlet and outlet housing
and cover are cool to the touch (no discomfort when
hand is placed on cover).
12. If the cover is not cool to the touch, repeat steps
8. and 9. (a hot cover will become cool within
10 seconds).
13. If cover continues to become hot, secure purifier.
B. Report to EOOW/PACC operator, "No.
in standby."

VII. SHOOTING THE BOWL
NOTE: Periodic shooting of the bowl is required in 2 hour
intervals to remove accumulated solids (sludge).
A. Turn the FUEL FORWARD selector switch to STOP/ALARM RESET
position and release.
B. Verify "FUEL FORWARD" indicator extinguishes.
C. Turn the SHOOT/OFF/PRIME switch to the PRIME position and
hold until water is seen flowing past the observation
port.
D. Release selector switch from the PRIME position and turn
it to the SHOOT position and hold it there until the
purifier shoots (2-3 seconds).
E. Return the selector switch to the PRIME position until
water is seen flowing past the observation port.
F. Release the SHOOT/OFF/PRIME selector switch.
G. Resume purifying fuel by turning FUEL FORWARD selector
switch to START.
H. When the "FUEL FORWARD" indicator illuminates, release
the FUEL FORWARD switch.
I. Verify the "NO EFFLUENT" indicator is extinguished.

VIII. SHIFT PURIFICATION FROM RECIRCULATION TO TRANSFER
A. Place purifier in standby by performing step VI.
B. Check the FCS equipment status on the FCS SCM workstation
in control as follows:
1. Select the Acknowledge button and call up the
acknowledge menu. Select the Equip screen.
2. On the FCS Equipment Status screen ensure the
PLC Status section has one PLC in control with a
"YES" indication and the other PLCs have a "NO"
indication.
3. Ensure all status sections on the FCS Equipment show
an Ok indication.
4. Return to the HOME page screen by selecting the
HOME button.
C. Activate the Fuel Control System for transfer of fuel oil
as follows:
1. Select Compensating Tank Groups from the TRANSFER
menu on the HOME page screen.
2. Ensure Fill valves for the tank groups are in
MANUAL.
3. Ensure no flow arrows are indicated on the
Compensating Tank Groups-Tranfer screen.
4. Select the TRANSFER button for the designated
storage tank and verify "OUTWARD FLOW" arrow
appears.
5. Select the RECEIVE button for the designated service
tank and verify "INWARD FLOW" arrow appears.
6. Select the START button for TRANSFER.
7. Select OK on the Verify popup window to Start
Transfer.
8. Select the OPEN button for the storage tank fill
valve and verify the designated storage tank fill
valve icon transitions from close to open.

D. Indicate designated receiving tank(s) to be transferred

ARE BYPASSED. JP-5 FUEL DOES NOT REQUIRE HEATING.
WARNING: THE TEMPERATURE OF FUEL OIL SHALL NEVER BE RAISED TO
OR ABOVE ITS FLASH POINT (MINIMUM OF 140 F).
R. Place heater in operation by depressing the HEATER ON
pushbutton; verify "HEATER ON" indicator illuminates.
S. Resume purifying fuel by turning FUEL FORWARD selector
switch to the FUEL FORWARD position.
T. When the "FUEL FORWARD" indicator illuminates, release
the FUEL FORWARD switch.
U. Verify the "NO EFFLUENT" indicator is extinguished.
V. Report to EOOW/PACC operator, "Commenced transferring
fuel oil from No. ___ fuel oil storage tank to No. ___
fuel oil service tank."
W. Ensure all operating parameters are normal.
X. Five (5) minutes after transfer initiation, then every
thirty (30) minutes, sample and visually test (clear and
bright) purifier discharge.
Y. Monitor liquid level indicators; when designated service
tank(s) is at 80% in-port (95% at-sea), and designated
service tank is to be recirculated immediately after
transfer, system alignment may be shifted from transfer
to recirculation by performing OP NO. SFSS, Step VIII.
IX. SECURE RECIRCULATING FUEL OIL FROM SERVICE TANK TO SERVICE
TANK
NOTE: In order to properly secure the purifier after a
purification cycle, a bowl cleaning operation must be
performed.
A. Secure recirculating fuel as follows:
1. Turn the FUEL FORWARD selector switch to the
STOP/ALARM RESET position.
2. Verify the "FUEL FORWARD" indicator is extinguished.
B. Secure designated heater by depressing the HEATER OFF
pushbutton; verify "HEATER ON" indicator extinguishes.

F. Verify tank status, monitor fuel oil tank liquid level

H. Clean purifier as follows:
1. Turn the SHOOT/OFF/PRIME selector switch to PRIME
position, and hold until water is seen flowing past
the discharge chamber sightglass.
2. Release the SHOOT/OFF/PRIME selector switch.
3. Turn the CLOSE WATER selector switch to the OFF
position.
4. Turn the SHOOT/OFF/PRIME selector switch to the
SHOOT position, and hold it there until the purifier
shoots (approximately 2-3 seconds).
5. Release the SHOOT/OFF/PRIME selector switch and wait
15 to20 seconds.
6. Again turn the selector switch to the SHOOT
position, wait until the purifier shoots, and
release. Wait 15 to 20 seconds, and repeat.
7. Repeat step 6 until purifier stops shooting.
8. Turn the CLOSE WATER selector switch back to the ON
position. Wait 30 seconds.

9. Turn the SHOOT/OFF/PRIME selector switch to PRIME
position and hold it there for approximately 1
minute, until water is seen flowing past the
discharge chamber sightglass.
10. Release the SHOOT/OFF/PRIME selector switch and
allow it to return to the center position.
11. Turn the CLOSE WATER selector switch to the OFF
position.
12. Turn the SHOOT/OFF/PRIME selector switch to the
SHOOT position and hold it there until the purifier
shoots (approximately 2-3 seconds).
13. Release the SHOOT/OFF/PRIME selector switch and wait
15-20 seconds.
14. Again turn the selector switch to the SHOOT
position, wait until the purifier shoots, and
release. Wait 15-20 seconds and repeat.
15. Repeat the shoot/wait cycle a total of 5 times.
16. Depress the PURIFIER STOP pushbutton.

minutes. Using the brake will stop the purifier in
approximately 8 minutes. Under normal circumstances it
